State Department of Education Requirements Although all states must comply with the federal provision of No Child Left Behind, many states have programs for mid-career changers individuals who already have a bachelor's degree—that are alternatives to the traditional route to teacher certification. Just as teacher certification requirements differ from state to state, so do alternative certification program offerings. In the State Departments of Education directory, RNT provides resources developed by the National Center for Alternative Certification: a coded list of alternative certification programs offered in each state, and an alternative licensure key that describes details about the types of programs offered by each state.
As this information about alternative certification is subject to change, you will still want to call for the most up-to-date information. Some states offer this information online and others will mail you a packet about state-approved alternative certification programs and requirements.

Alternative Paths to Certification Definition: What does Alternative Paths look like, according to the National Teacher Recruitment Clearinghouse?
  • Alternative Routes to Teacher Certification:
"Alternative certification is an umbrella term for a wide range of programs that offer nontraditional routes to becoming a teacher. For example, there are teacher preparation programs for mid-career adults and paraprofessionals who want to become teachers and may have had valuable work experience in another field. There also are national programs that provide nontraditional routes to teaching for recent college graduates.
According to the National Center for Education Information , candidates who become licensed/certified through alternative routes usually have a bachelor's degree, go through a screening process, are trained on the job while taking courses, and meet high standards of performance."
"According to NCEI, programs that have the following elements are the most successful:
    • Strong academic course work.

STATE OF NORTH CAROLINA TEACHER CERTIFICATION REQUIREMENTS
North Carolina Licensure: Questions and Answers Who needs a license in North Carolina? All professional employees of public schools must hold a license for the subject or grade level they teach or for the professional assignment they hold. In what areas are licenses issued? Licenses are issued in administrative, supervisory, student service, and teaching areas. Teaching areas encompass birth through kindergarten, elementary (K-6), middle grades (6-9), secondary grades (9-12), special subjects (K-12), exceptional children (K-12), and vocational education. (See the complete list of individual areas below.) How do I qualify for a North Carolina license? The standard basis for license is the completion of an approved education program at an accredited college or university. Must out-of-state applicants qualify through reciprocity plans that allow educators from outside North Carolina to establish eligibility for licensing in North Carolina, North Carolina recognizes four teacher education and reciprocal licensing approaches: completion of an education program accredited by the National Council for Accreditation of Teacher Education (NCATE) completion of an education program that follows National Association of State Directors of Teacher Education and Certification (NASDTEC) standards reciprocity based on interstate agreements (North Carolina has reciprocal contracts with Alabama, California, Connecticut, Delaware, Florida, Georgia, Hawaii, Idaho, Indiana, Kentucky, Maine, Maryland, Massachusetts, Michigan, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, South Carolina, Tennessee, Texas, Utah, Vermont, Virginia, Washington, West Virginia, and Washington, D.C.)

The Survey of Teacher Certification and State-Based Standards and Assessments for Teachers and Students is a collaborative effort of: American Historical Association Organization of American Historians s
History Education in the United States: A Survey of Teacher Certification and State-Based Standards and Assessments for Teachers and Students
Methods of Gathering and Verifying Data
A central goal of this project was to develop a snapshot of precollegiate history education in the 50 states and Washington, D.C. Hired by the Organization of American Historians as the lead researcher for this OAH/AHA project, Sarah Drake Brown requested information in the following categories:
  • certification requirements for history teachers at the elementary, middle, and high school levels
  • standards in history for teachers
  • standards in history for the K-12 curriculum
  • high school graduation requirements and exit examination requirements in history
  • state criterion-referenced examinations in history
  • statewide resources for history teachers and contact information for state history/social studies specialists
  • statewide associations for teacher membership This proved to be a massive amount of data, so the information was collected in separate steps: independent searches for data, preliminary public presentations of initial findings, and early contact with numerous representatives in history education from each of the states and the District of Columbia. Preliminary data was then collected from the web sites created and maintained by the various departments of education and certifying bodies in each of the states. This information was then compiled into reports for each state, organized into sections based on the categories listed above.

The Secretary of Education is required by statute to publish a list of nationally recognized accrediting agencies and associations which the Secretary determines to be reliable authorities as to the quality of training offered by educational institutions and programs. The National Advisory Committee on Accreditation and Institutional Eligibility assists the Secretary in determining which accrediting bodies should be listed. Accrediting bodies that achieve recognition are reviewed at least every 4 years thereafter. The commissions of the regional associations and the national institutional and specialized accrediting agencies which are recognized by the Secretary have no legal control over educational institutions or programs.
