National Certification: High Professionalism or Elitism?
By Angelo J. Dorta, Vermont-NEA President Discussion has begun to simmer in Vermont about the value, the process, and the broader consequences of advanced certification by the National Board for Professional Teaching Standards. A National Board certificate is valid for 10 years. The steep fee has been the most obvious inhibitor of voluntary teacher interest. Yet, the National Board fee reflects the real cost of difficult, time-consuming, and expensive work to create comprehensive standards in more than 30 pre-K through grade 12 certification fields and to carefully evaluate the candidates. The second major barrier has been the slow development and introduction of the certification fields since the inception of the National Board in 1987. Only seven certificate fields exist as of June 1, 1998. Five more will become available by December 1, 1998. However, the limited number of certification fields already covers more than 60% of today's practicing teachers, primarily in elementary generalist and core middle/secondary academic areas. Check out the National Board website at http://nbpts.org for details and updates. The numbers of applicants and nationally certified teachers now are starting to rise as accurate information becomes more widespread and as our accomplished colleagues look for more challenging professional development opportunities. In predictable fashion, the honor rolls are swelling to over 300 successful teachers each in North Carolina and Ohio, where salary increases and bonuses, partial or full fee payment, professional days for preparation, expanded leadership roles, license renewal credits and interstate portability, and other professional incentives are offered by state governments, colleges and universities, business groups, and some local school districts.

Type of Program The Alternate Route to Teacher Certification, ARC and ARC II, are innovative programs to attract mid-career professionals into teaching. The programs consist of two major parts. The first part is either a very rigorous 8-week period of full-time intensive instruction during the summer (ARC) OR a very rigorous 24-week period of part-time instruction on Friday evenings and all day Saturday during the school year (ARC II). (Exact dates of instruction change from year to year.) The second major part follows the first and is two years of closely supervised teaching in a Connecticut middle or secondary school. The Alternate Route includes a methods course, including language methodology, curriculum, language acquisition and clinical experience.

(Acrobat Reader required, available below) Admission to the Graduate Program In view of the complexity of educational systems in today’s schools and the corresponding demands for talented and competent teachers and administrators, the admissions process seeks to identify individuals who are capable of successfully completing graduate level courses in education. This outcome will provide graduates with additional knowledge and skills to better serve children and adolescents in our schools and to function as positive role models and leaders in the evaluation and reform of educational systems. In order for students to be considered for admission into the Master of Education program, they must have a bachelor's degree from an accredited college or university with a record (a grade point average of at least 3.0 in the undergraduate major if pursuing initial licensure in Elementary or Special Education or a 2.7 if applying for a non-licensure program) indicating the ability to pursue a master's degree to completion. In addition, students must fulfill other requirements. Students will need to submit the following documentation to the Admissions Office:

- Most states have signed the Interstate Contract, in order to make it easier and more efficient for licensed educators from one state to become credentialed to work in another state where they move and establish residence. The Master's Program in Elementary Education is designed for students who desire initial licensure in elementary education, K-6. Students with prior teacher certification may also enroll in the program. This program prepares students with a foundation of educational theory, research, and practices for teaching in the elementary school classroom. This preparation focuses on reading theory and practice, thematic teaching and portfolio assessment. Courses emphasize critical thinking, evaluation, and writing. Students are required to complete a three-credit practicum prior to the 15 weeks of consecutively scheduled student teaching in an elementary school classroom. The three-credit practicum is used to meet the 60 hours of early field experience required for licensure in the State of Vermont and is designed to meet the individual needs and interests of students in preparation for student teaching.

Cherry McGee Banks, Ed.D. Professor Banks was the recipient of the 1997 Distinguished Teaching Award at the University of Washington Bothell. Her current research is concerned with teacher self-understanding and intergroup education. Professor Banks has published in numerous journals including the Phi Delta Kappan, Educational Policy, Theory into Practice, and Educational Horizons . She is also associate editor of the Handbook of Research on Multicultural Education and co-editor of Multicultural Education: Issues and Perspectives. Professor Banks serves on several national committees and boards including the American Educational Research Associations Outstanding Book Award Committee and the Board of Examiners for the National Council for the Accreditation of Teacher Education. Jean Eisele, Ed.D. Since her teaching experience in multi-age Vermont classrooms (for which she was named Vermont Teacher of the Year in 1969), Professor Eisele has served as an advisor to teachers, an elementary school principal, a school board chair, a student teacher supervisor, and a university professor. Her extensive public school experience enables Professor Eisele to help students bridge their college coursework to field placements. She models a nonjudgmental stance, nurtures professional growth, and celebrates the teacher in all of us. Her publications include articles on multi-age classrooms, year-round schools, and the International Partnership Story Project.
