I am Angelo Dorta, an elementary classroom teacher for 22 years and the full-time President of Vermont-NEA for the past 3 1/2 years. For the record, Vermont-NEA is both a labor and professional association which represents over 9,000 public school teachers and support staff. We are a state affiliate of the 2.3 million-member National Education Association.
I am here today on behalf of our general membership, executive officers, and Board of Directors to accept the report of the Vermont Advisory Committee to the United States Commission on Civil Rights with both sadness and commitment: sadness that the report presents evidence of the existence of racial harassment in Vermont schools and what the Committee report terms "a culture of insensitivity" to racial injustice in our communities and schools; and also renewed personal and organizational commitment to help provide leadership in the crucial struggle to eliminate all forms of bias, intolerance, and discrimination from our Vermont towns and schools. None of us must rest until the poison of racism is drained from our public schools and communities.

In 2003 U.S. Senate Resolution 170 named 2004 and 2005 the “Years of Foreign Language Study.” Under the guidance of the American Council on the Teaching of Foreign Languages (ACTFL), 2005 has been designated the “Year of Languages” in the United States. Ac ross the country, ACTFL and other organizations are promoting language study and the study of other cultures in elementary and secondary schools, institutions of higher learning, businesses, and government programs. In the absence of a significant federal role in monitoring and regulating IAQ this responsibility falls primarily upon state and local officials for public buildings and on the owners of private buildings. In Vermont, the Departments of Health, Labor and Industry, Public Buildings and General Services, and Education, along with local school boards and school administrators, have been most involved in addressing issues of IAQ and the problems of specific sick buildings. This involvement has included comprehensive measures to reduce the incidence of indoor air pollution and related illnesses, as well as more targeted measures to investigate, evaluate, and mitigate reported cases of indoor air pollution in specific buildings. THE ROLE OF THE VERMONT DEPARTMENT OF HEALTH Our discussions with Department of Health staff and our review of records relating to IAQ complaints showed that since 1991 the Office of Environmental Health and Toxicology has had significant involvement in investigating, evaluating, and offering advice on ways to mitigate indoor air problems in many schools and public buildings in Vermont, including several of the buildings included in our review. For example, we found that its staff have been involved in investigations and evaluations at the Blue Mountain Union School, the Colchester Middle School, the Middlebury Senior High School, the Missisquoi Valley Union High School, the Montpelier High School, the North Country High School, the Otter Valley Union High School, the Twinfield Union School, the Burlington State Office Building, the Chittenden Bank Building, the Department of Motor Vehicles Building, the Springfield State Office Building, and the Waterbury State Office Building (see enc. IV for additional information).

  • The Vermont School Report is an annual report developed by the Vermont Department of Education. The current report is a compilation of "indicators" about Vermont public schools. The indicators are divided into seven sections: (1) General Information, (2) Program Information, (3) Staff Information, (4) Community Social Indicators (5) Financial Resources, (6) Financial Expenditures and (7) Student Performance. It was first released in February, 1996, and was modified and updated for two years by an advisory group made up of superintendents, principals and business managers as well as representation from the Parent Teacher Association (PTA), Principals' Association (VTPA), School Boards' Association (VSBA), Vermont Business Roundtable, Department of Education, Superintendents' Association, Vermont Institute for Science, Math and Technology (VISMT), Vermont Student Assistance Corporation (VSAC) and the National Education Association (VT NEA). The nearly solid rock area known as Hell's Half Acre is the focal point of the hundred-plus year old story of an old Spaniard, who claimed that when he was very young, his father and others had mined a vast amount of silver in the mountains and hid it against their eventual return. The Spaniard never found the silver, and every subsequent generation has seen a number of other searchers trying. As a result, the area is honeycombed with tunnels and pits. Once simply Bristol Pond, the largest body of water is now known by the somewhat more fanciful Lake Winona, after the mother of Hiawatha in Longfellow's poem.

    Quietly tucked away in the Vermont hills, the only private military college in the country has been educating and training current and future members of the Indonesian army. During homecoming week at Norwich University, parents strolled the bucolic campus, crimson leaves glistening in the bright fall sunshine. A world away, that same hue ran in the streets of East Timor.
    The Norwich program, which includes both undergraduate and graduate military training, was arranged in 1997 by high-ranking Indonesian military officers suspected of committing crimes against humanity in East Timor. One general was head of Indonesia's repressive intelligence apparatus; the other gave the shoot-to-kill order in a 1989 massacre and has publicly supported the creation of civilian militias in Indonesia.
    In 1997, 12 Indonesian undergraduates and 10 graduate students entered Norwich. They were selected "by the Indonesian Embassy in Washington" and paid for "with funds wired by order of the military attaché," says Thomas Greene, director of public relations at Norwich. The Indonesians presented a list of students; Norwich accepted all of them. At least 11 of them listed the same billing address: the headquarters of Kopassus, Indonesia's notorious special forces.
    Ostensibly civilians, the undergrads who enrolled in the 4-year, ROTC-linked "corps of cadets" program are obligated to serve six years in the Indonesian military after graduation. Most of the Indonesian graduate students-active-duty officers in the Indonesian army, with ranks from first lieutenant to major-graduated last spring with master's degrees in military science and diplomacy and returned home. At least four went to East Timor.
