The Ethan Allen Institute has been writing about early education issues for several years and was instrumental in bringing this topic to the public's attention in Vermont.) With the signature of Gov. James Douglas on the FY 2006 appropriations bill, Vermont's tax-supported public school system grew by two more grades. Few legislators clearly understood that this was happening. It was accomplished completely below the radar of public and legislative debate, with almost zero attention from the news media. When most school districts take advantage of the new law, the cost to taxpayers will be from $40-70 million a year, most of it raised from the property tax

Two of the students each will receive $50,000 college scholarships. All others will get $1,000 scholarships. The two top winners will be announced at a Free Spirit ceremony at the National Press Club on March 24.
The scholarship winners will be brought here to receive their awards and participate in a journalism conference which culminates with attendance at the Al Neuharth Free Spirit of the Year Award ceremony. At the event, students will have the opportunity to meet the 2003 Al Neuharth Free Spirit of the Year, Greg Mortenson, a Montana humanitarian who has dedicated his life to establishing schools in Central Asia.
The program, funded by the Freedom Forum, began in 1999 to honor Neuharth, founder of the Freedom Forum and USA TODAY. The scholarships and conference program are designed to assist students who are pursuing journalism careers and to inspire them through conference sessions with prominent media professionals. The Close Up Foundation assists the Freedom Forum in administering the program.
"We want to encourage these young people to become free-spirited journalists who dream, dare and do," Neuharth said.

Gruter Institute and Berkman Center Roundtable Series
From Personal to Impersonal Trusted Exchange in Physical and Digital Domains
An Evolutionary Perspective
Trust is a cornerstone for all forms of human exchange. Recent research from several disciplines – evolutionary psychology, neuroscience, anthropology, evolutionary game theory and behavioral economics has given fresh insight into the role of trust in social and economic exchange. This series will launch discussion about the implications of this research on the design of digital social exchange platforms such as eBay and building peer governance platforms.
April 27: Gruter-Berkman Roundtable Workshop
4/19/2005 4:51 pm Workshop: From Personal to Impersonal Trusted Exchange in The Physical and Digital Domains: An Evolutionary Perspective Workshop, April 27, Am es Courtroom, Austin Hall, Harvard Law School One of the key challenges for contemporary institutions and organizations is how to scale trust from the personal to the impersonal. This is not just true for creating economic and civil institutions in the developing world, but also for governing large scale institutions and bureaucracies as well. To date the governance of organizations has been based upon principles grounded and perhaps limited by the physical world. With the rise of global forms of social and economic exchange, digital technologies may provide new ways for scaling trust and governance.

San Francisco Light approach to a weighty subject It does its work in a unique and lighthearted way, by using radio and TV soap operas to inform people how their lives can be improved if they have fewer children. It has been remarkably successful in doing this, with just one example being Ethiopia, where the number of births per female has declined from 5.4 to 4.3 in just two and a half years.
