Government Since it declared its independence from Great Britain in 1777, Vermont has had three constitutions. The first was adopted in 1777, the second in 1786, and the third and present one in 1793, two years after Vermont was admitted to the Union. Vermont’s constitution is the shortest of all functioning state constitutions, with about 7,600 words. Amendments may be proposed only once every four years. An amendment is proposed by a two-thirds vote of the Senate. It must then pass the House of Representatives by a majority vote in the same session. At the next session it must pass both houses by a majority vote. Final adoption is only after a popular vote approves the amendment by a majority. The process takes five years. A. Executive The state’s chief executive, the governor, is elected for two years. The governor appoints about 300 state officials, about one-third of them with the approval of the state Senate, and is responsible for the preparation of the state budget. The governor may veto all bills passed by the state legislature, but the legislature can override a veto by a two-thirds vote of those present in each house. Other elected officials in the executive branch include the lieutenant governor, secretary of state, attorney general, state treasurer, and auditor of accounts. All are elected for two years. B.

THE BYPASSED EAST
    A map of America's eastern seaboard reveals a lack of large cities along the coast north of Boston. Few major overland routes extend inland from this coast, and interior cities are generally smaller than those along the ocean. This area, comprising northern New England and the Adirondacks of New York, can be referred to as the Bypassed East ( Map 5 The Bypassed East is near, even astride, major routeways, but not on them. Ocean transportation can easily bypass the region, putting it in a transportation shadow that has produced slow regional economic growth and even stagnation. Southern New England is a part of metropolitan America. Northern New England, for the most part, is not. It is much more like Canada's Atlantic Provinces. THE PHYSICAL ENVIRONMENT Much of the Bypassed East is beautiful. The Presidential Range in the White Mountains of New Hampshire contains some of the most rugged topography in the eastern United States. The extensive shoreline thrusts out into the Atlantic and meets the ocean's waves with a heavily indented coast that mixes dramatic headlands with many small coves bordered by rocky beaches. Large empty areas, almost totally lacking in settlement, are only hours away from some of the largest cities on the continent. Most of the Bypassed East is a part of the northeastern extension of the Appalachian Uplands. However, the structure of the area bears little surface resemblance to the clearly delineated ridge and valley system of the southern Appalachians.

Town (1990 pop. 23,302), Middlesex co., E Mass., a residential suburb of Boston; settled 1641, inc. 1799. Manufactures include electronic components, precision instruments, and computer and communications software. Its pre-Revolutionary meetinghouse, remodeled, still stands. Cooper and of James Lawrence are preserved. City (1990 pop. 39,498), Alamance co., N N.C., on the Haw River; settled c.1700, inc. 1866. Its plants manufacture plastics and paper, apparel, textiles, machinery, and computer equipment. In May, 1771, 2,000 colonial "Regulators" clashed with British troops c.5 mi (8 km) south of Burlington; the site is in Alamance Battleground State Park. A notable wildlife museum is in the city. City (1990 pop. 39,127), seat of Chittenden co., NW Vt., on Lake Champlain; settled 1773, inc. 1865. The largest city in the state, it is a port and industrial and tourist center. Electronic and computer parts, furniture, machinery, and processed food are among its manufactures. Battery Park was the scene of an abortive British naval attack (Aug. 3, 1813) during the War of 1812. The city is the seat of the Univ. of Vermont and Champlain College; an aquarium and science center is there. A combination of college town and mill town, Burlington had socialist administrations in the 1980s and 90s and acquired a reputation for innovative urban policies.
