Information Technology and Vermont Education Goals: A Vermont State Technology Council Position Paper
Vermont educators continue to examine ways to better prepare today's students to be successful in a rapidly changing society. Preparing students to be successful adults for a future that is unpredictable and ever changing is a continual challenge. What are the constants in a world where change is a constant?
A constant in our society is the use of information technology. As educators, it is our responsibility to promote awareness, understanding, and use of information technology for learning and teaching.
The Vermont State Technology Council (VSTC) believes the development of information technology skills and knowledge is essential in order for all students to attain the Vermont Education Goals. Like higher order thinking skills, information technology skills can no longer be considered a non-essential part of each Vermont student's education. The use of information technology tools (word processing, interactive television, telecommunication, hypermedia,etc.) should not be viewed as ends in and of themselves. Rather, it should be seen as a means of more efficiently and effectively achieving what Vermonters outline in the ambitious Vermont Education Goals.
The VSTC believes we cannot leave the development of information skills and knowledge to chance. We believe that the state must provide direction to local school districts in the area of information technologies as they have in all curricular areas. With this in mind, VSTC, with the assistance of the State Department of Education, invited thirty educators** from throughout Vermont to a symposium at Sugarbush Inn, in Warren,Vt. in September to:

Rethinking Professional Development
Almost every approach to school reform requires teachers to refocus their roles, responsibilities, and opportunitiesand, as a result, to acquire new knowledge and skills. The success of efforts to increase and reach high standards depends largely on the success of teachers and their ability to acquire the content knowledge and instructional practices necessary to teach to high academic standards. Teaching to high standards, however, requires many educators to teach in ways they have never taught before. There is a dramatic difference between the way teachers learned during their "apprenticeships" as students or novice teachers in traditional classrooms and effective innovations of today. Like students, teachers must be actively involved in learning and must have opportunities to discuss, reflect upon, try out, and hone better instructional approaches. Professional development strategies also must take into account the importance of support and the time required to implement improvement. If teacher learning takes place within a professional community that is nurtured and developed from both inside and outside the school, significant and lasting school change may follow. Engaging in an array of learning experiences with school colleagues builds community and reduces isolation. Outside learning groups support individual initiative; their members share interests and support innovation.

Plan Six 2-day workshops Over A Three Year Period Or Develop a Plan Workshop-by-Workshop Critical thinking is not an isolated goal unrelated to other important goals in education. Rather, it is a seminal goal which, done well, simultaneously facilitates a rainbow of other ends. It is best conceived, therefore, as the hub around which all other educational ends cluster. For example, as students learn to think more critically, they become more proficient at historical, scientific, and mathematical thinking. They develop skills, abilities, and values critical to success in everyday life. All of this assumes, of course, that those who teach have a solid grounding in critical thinking and in the teaching strategies essential to it. We agree. It is clear that there is no way to bring critical thinking successfully into instruction across the curriculum with a stand-alone one or two-day workshop. At best, a one or two-day workshop can do three things:

ILN Facts
How will it be decided which schools start in year one, which in year two, and which in year three? Year one will start with seven high schools in the Bell-Atlantic service region. Year one schools will demonstrate a local willingness and capacity to implement a beginning network. Year one schools will be critically important in helping to solve the practical problems to get the network up and running locally. We do not expect that every school will be interested in starting in year one. In return for this early effort, the year one schools will receive five years of free connectivity. Our goal is to select four of the seven initial high schools from small, rural settings where there are limited course opportunities and the other three from settings that have numerous course opportunities. Twenty-five schools will be selected in year two (school year 2001-02) to create a balance of schools with local course resources and those with limited local course resources. The year two schools along with the year one schools will assist in implementing and fine tuning the policies and procedures that were field tested in the second half of year one.

August 1999 VERMONT Abstract or Conceptual Framework for State Systemic Change
The purpose of the Vermont state improvement plan is to improve educational results for children with disabilities through professional development, technical assistance, and dissemination of knowledge about best practices. Based on critical needs for professional development, the State Department of Education and its partners have identified four statewide initiatives for inclusion in the state improvement plan:
  • Accommodating children with disabilities in statewide assessments. Preparing Master's level speech and therapists committed to working in Vermont schools. Recruiting and supporting the preparation of sign language interpreters and occupational and physical therapists committed to working in Vermont. Implementing model early literacy programs for all students, with special emphasis on students failing or at risk of failure, including those with disabilities. The framework for the improvement plan includes standards for vital results and fields of knowledge, recommendations for providing instruction, and assessment of student learning across the grades.

Ruth Mitchell is an educator, researcher and educational reformer. She serves as co-principal investigator on a National Science Foundation grant that integrates mathematics, science and technology education in elementary school classrooms, and also works with Quality in Undergraduate Education (QUE) to develop standards in post-secondary education. She has also served as a Principal Partner at the Education Trust, and was Program Manager for the USDE-funded Standards-Based Professional Development Project. For over a decade, the CRC-VT Education Program has offered students a host of opportunities to develop professionally and build on their existing repertoire of skills with the aims of enhancing the research experience and highlighting the range of employment options after graduation. As the Centre draws towards completion in June 2006, some of these opportunities will not be available beyond June 2005. Visits to other laboratories
The Education Advisory Committee encourages and supports students to spend time at other laboratories within the Centre to learn techniques or gain understanding of specific value to a project. Conference Travel Support
All CRC-VT members are eligible to apply for travel support to attend international conferences and present their work. Several PhD students seeking future overseas postdoctoral experience have found this extremely valuable for combining with visits to potential employer laboratories. Courses for Centre Students and Staff
A variety of courses have been offered through the Education Program. Topics have included commercialisation, intellectual property, media skills, communication, leadership and professional development. Other aspects of the CRC-VT Education Program include sponsorship of scientific societies, links with other CRC Education Programs, public lectures, Open Days and special events like the Genetech Festival (Melbourne) and National Science Week.

    Racial Harassment in Vermont Public Schools Appendices Appendix 1: Vermont Law - 16 Vermont Statutes Annotated 565: Anti-Harassment in Education Act (Adoption of Policy Prohibiting Unlawful Harassment of Students) (a) Each school board shall develop, adopt and make available in the manner described under subdivision 563(1) of this title a harassment policy which includes:
  • A statement prohibiting unlawful harassment of a student. The definition of harassment pursuant to subdivision 11(a)(26) of this title. Consequences and appropriate remedial action for staff or students who commit harassment.
