The goal for funding Vermont’s educational system should be to provide a high quality and cost-effective education for our students. In order to achieve this goal, we need solid leadership, good vision, rigorous standards, discipline and accountability at both the state and school district levels.
Providing an excellent educational opportunity for each of our Vermont children is one of the most important investments we can make for the future of Vermont. However, the cost of education has increased significantly in recent years. Between fiscal year 1992 and fiscal year 2002, the revenues (from all sources) to fund public education jumped from $672.9 million to $1.052 billion. According to U.S. Census data for fiscal year 2001, Vermont ranked 8th in the nation for per pupil spending, 2nd in the nation for school spending in relation to personal income and 1st in the nation for school administration spending per pupil. In addition, according to the U.S. Department of Education, Vermont had the lowest pupil teacher ratio in the nation in fiscal year 2001.
Although we want excellent educational outcomes for Vermont students, we also have to pay attention to education costs. Projected education spending increases of 4.50% in fiscal year 2004 and 4.75% in fiscal years 2005 and 2006 are not sustainable. Act 68, passed by the legislature in 2003, revised Vermont’s education funding system to provide some new revenue sources. However, by fiscal year 2006, education spending is projected to outpace revenues by $15 million. We therefore need to act now to restrain the growth in education costs.

The Lake Champlain Regional Chamber of Commerce and GBIC believe that providing a high quality child care and early education environment for all Vermont children is an essential investment for the future of our state. Nationally, it has been estimated that 65 percent of women with children under the age of six are in the workforce. In Vermont, this percentage is estimated at 80 percent. Reliable, high quality child care/early education enables Vermont workers to be productive and dependable. Furthermore, it provides a solid foundation for school readiness and success of children who are the workers of our future. The State has estimated that there are 22,000 children under the age of six using formal child care or early education programs and up to that same number or more who use informal services.
The Chamber and GBIC support the efforts of the Vermont Department for Children and Families and other State and non-profit organizations to improve the quality of child care and early education programs through oversight, regulation, funding, awareness, and standards.
The Chamber and GBIC’s priorities for child care/early education are as follows:
  • Promote efforts to improve the quality of child care and early education through the recruitment, professional development and retention of qualified child care providers and educators. As one of the Vermont’s largest and fastest growing industries, regulated child care alone employs an estimated 5,000 Vermonters.

    The Broadband Collaborative
    The Vermont Interactive Learning Network (ILN) is a unique partnership among
    Verizon, the Vermont Department of Education, The Vermont Institutes (VI), and the public high schools of Vermont. The ILN is a state-of- the art video conferencing network that connects Vermont's high schools for course sharing, professional development, curriculum resources, technical assistance, professional meetings and special events. How It Happened
    The ILN was offered by Verizon as part of a comprehensive Incentive Regulation Plan that was accepted by the Vermont Public Service Board in March, 2000. The Plan authorized Verizon to connect all public high schools in its service region to a high speed audio-video network, and to provide free connectivity to the network at no cost to the schools until May, 2005. The Vermont Department of Education (VT-DOE) and The Vermont Institutes through grant funds provide for the hardware, software, and technical support necessary to install a full-motion video conferenc-ing classroom in each participating high school. As schools have discovered the value of the ILN, the Network has expanded to connect all Vermont high schools, including those outside the Verizon service area. What It Does
    The ILN is available for course sharing among schools to expand course offerings for students. If students wish to take a course not available in their school but that is available in another school, the schools can conduct joint classes through the network. The ILN also provides professional development, Internet curriculum resources, technical assistance, and networking among local educators, the VT-DOE, The Vermont Institutes, and other service providers that become part of the network.

    OPPORTUNITY GRANT GUIDELINES-EDUCATION STANDARD PROJECT GRANTS
    Purpose
    The purpose of the Education Grant is to fund projects, programs, and opportunities that support learning in and through the arts. Projects may focus on one or more arts disciplines, such as dance or theater, or to develop arts projects that enhance learning in other subjects. The Council encourages the development of long-term collaborations among education institutions and arts organizations and artists to enhance student learning.
    NOTE: For projects that focus on curriculum development, integrated arts activities, or school reform, please refer to the Integrated Arts Education Initiative
    Grant Amounts
    • $1,000-$5,000 for schools and for other institutions with operating budgets less than $150,000. $1,000-$7,000 for community arts organizations with operating budgets of $150,000 or more.

    Programs SCHOOL FOR INTERNATIONAL TRAINING TESOL CERTIFICATE
    (SIT TC) The School for International Training (SIT), located in Brattleboro, Vermont USA, was established in 1964 as an outgrowth of its role in providing language training and curriculum materials for the U. S. Peace Corps. SIT is accredited by the New England Association of Schools and Colleges and by the Vermont State Department of Education. SIT offers master level degrees in international and intercultural management and language teaching as well as study abroad programs for students from universities throughout the U.S. In addition to training English language teachers through the Master of Arts programs and the SIT TESOL Certificate course, the School's Center for Teacher Education, Training and Research carries out projects worldwide. These projects help institutions and teachers reexamine their values and practices, investigate the classroom experience to improve student learning, and increase access to second language learning. The School has been especially active in refugee resettlement projects and has provided ESL instruction and US cultural orientation to tens of thousands of refugees since the 1970s. Through the work of its faculty and alumni, SIT enjoys a reputation as a premier center of teacher education.
