ONE BID WINS QUALITY STUDY The National Center on Education Finance (NCEF), a branch of the National Conference of State Legislatures, was awarded a contract from the Vermont Department of Education (VDOE) to perform an education quality study for the Vermont legislature. NCEF was virtually alone in putting in a successful bid. According to Bill Talbott, director of the VDOE's financial office, requests for proposals were sent to eight organizations and posted on the VDOE's web site. This generated three responses - one from Odden and Picus Associates, who decided the money allocated for the study ($50,000) wasn't enough, one from Augenblick, Palaich and Associates, who said they could do it using VDOE resources and staff, and the successful bid from NCEF.

Vermont's classic classrooms pricey to maintain

WATERBURY The sturdy brick walls, 16-foot ceilings, beadboard trim and varnished wood floors at the historic Thatcher Brook School are examples of the rich architectural character found in many of Vermont's old schools. The leaky basement, lack of sprinklers and antiquated steam heat are also typical. They demonstrate the challenges of keeping Vermont's old-soldier schools in service. In June, Waterbury residents will go the polls to consider bonds totaling $7.8 million to improve parking, handicapped access, fire safety and the heating system at Thatcher Brook, the oldest part of which dates to 1897. Community surveys suggest the town wants to keep the old school in use rather than build a new one, and supporters of the improvements say the work is long overdue. Twice before, voters have disagreed. They rejected the proposals once in 2002 and again 2003. These defeats, as well as similar ones around Vermont, illustrate the challenges of keeping old schools going.

  • Payment for Non-VA Physician Services Associated with Either Outpatient or Inpatient Care Provided at Non-VA Facilities - The Department of Veterans Affairs (VA) published a final rule in the Federal Register on July 23, 1998 to amend VA medical regulations concerning payment for non-VA physician services that are associated with outpatient or inpatient care provided to eligible VA beneficiaries at non-VA facilities. Generally, when a service-specific reimbursement amount has been calculated under Medicare's Participating Physician Fee Schedule, VA would pay the lesser of the actual billed charge or the calculated amount. Also, when an amount has not been calculated or when the services constitute anesthesia services, VA would pay the amount calculated under a 75th percentile formula or, in certain limited circumstances, VA would pay the usual and customary rate. Consistent with statutory requirements, the regulations specify that VA payment constitutes payment in full.
    Effective Date: August 24, 1998.

As seen in the context of a life cycle, Vermont must provide as much support as possible for high technology startup companies and the foundation infrastructure required for subsequent phases of business development.
We also support policies and legislation that specifically foster growth of high technology companies in Vermont. High technology companies have many attributes consistent with Vermont's image and values. High technology companies typically offer higher than average pay and benefits for their employees, generally are net economic contributors to their surrounding communities and typically have limited impact on the surrounding environment. Vermont is not alone, however, in wanting to attract high technology companies and must effectively compete with other states for these desirable companies. Vermont must have the resource infrastructure and technology backbone to effectively compete with other states for such companies.

IDEA 2004 conditions the receipt of such funds upon a state's compliance with certain goals and procedures. State legislatures and departments of education have enacted statutes and promulgated regulations respectively to ensure compliance with IDEA 2004 requirements. IDEA 2004 and its implementing regulations require schools to conduct functional behavioral assessments (FBAs) but provide little to no guideance on what an FBA is or how to conduct one. By Pamela Berard Efforts to require continuing education (CE) for psychologists in New York fell through in 2004 when a bill's progress was aborted at the urging of members of the New York State Psychological Association, according to reports. Nationwide, views regarding mandatory CE vary from state to state. In most states, CE requirements must also be passed through the General Assembly and are overseen by state boards such as the Office of Professional Regulation in Vermont and the Board of Mental Health Practice in New Hampshire. New York is one of nine states plus the District of Columbia with no mandatory CE requirements for psychologists. Connecticut is the only New England state without it. Betty Ann Foy, administrative director of the Connecticut Psychological Association (CPA), says its Board of Directors voted against the measure several years ago. Still, she says, "There are many opportunities within the state to get continuing education for psychologists," and many seek such opportunities on their own.

    DEFINITIONS
    For purposes of these regulations, words and phrases shall have their common meaning unless otherwise defined here. APPLICATION -An official form provided by the Division which when completed and signed by the applicant is a request for a day care license. CAREGIVER -The person who is responsible for facilitating the physical, cognitive, social and emotional growth and development of children in her/his care and is counted in the adult/child ratio. This category may include Director, Head Teacher, Teacher and Assistant. CHILD -Person who has not yet reached the age of sixteen years. CHILD CARE -The developmentally appropriate care, protection and supervision of which is designed to ensure wholesome growth and educational experiences for children outside of their homes for periods of less than 24 hours a day in a day care facility. COMMISSIONER -Commissioner of the Department of Social and Rehabilitation Services or his/her designee. CONDITIONS OF THE LICENSE -Requirements that must be met in order to retain a license.
