The goal for funding Vermont’s educational system should be to provide a high quality and cost-effective education for our students. In order to achieve this goal, we need solid leadership, good vision, rigorous standards, discipline and accountability at both the state and school district levels.
Providing an excellent educational opportunity for each of our Vermont children is one of the most important investments we can make for the future of Vermont. However, the cost of education has increased significantly in recent years. Between fiscal year 1992 and fiscal year 2002, the revenues (from all sources) to fund public education jumped from $672.9 million to $1.052 billion. According to U.S. Census data for fiscal year 2001, Vermont ranked 8th in the nation for per pupil spending, 2nd in the nation for school spending in relation to personal income and 1st in the nation for school administration spending per pupil. In addition, according to the U.S. Department of Education, Vermont had the lowest pupil teacher ratio in the nation in fiscal year 2001.
Although we want excellent educational outcomes for Vermont students, we also have to pay attention to education costs. Projected education spending increases of 4.50% in fiscal year 2004 and 4.75% in fiscal years 2005 and 2006 are not sustainable. Act 68, passed by the legislature in 2003, revised Vermont’s education funding system to provide some new revenue sources. However, by fiscal year 2006, education spending is projected to outpace revenues by $15 million. We therefore need to act now to restrain the growth in education costs.

Vermont Given Unprecedented Statewide Flexibility in Education Programs
To help advance local school improvement efforts in Vermont, U.S. Secretary of Education Richard W. Riley today awarded Vermont authority to waive federal education rules and regulations that get in the way of community efforts to improve teaching and learning. Statewide, school district and individual school waivers designed to cut red tape are available under the new "EdFlex" partnership between Vermont and the U.S. Department of Education. This break with the old top-down approach to government was made possible by the Goals 2000: Educate America Act. It is designed to promote and support state and community efforts to help students learn the basics and core subjects to high standards. "The EdFlex program is a striking example of new partnerships the Clinton administration is forming with states and communities to help raise academic standards and improve discipline in our schools. Vermont has demonstrated its commitment to providing flexibility, accountability and effective innovation in order to improve teaching and learning," Riley said.

Educational Support System Policy It is the responsibility of the Board to comply with Vermont Education law requiring the establishment and implementation of Educational Support Systems (ESS). The district shall ensure the success, to the greatest extent possible, of all students in general education settings. Each school in the district shall develop a comprehensive Educational Support System, including an Educational Support Team (EST), designed and implemented in collaboration with families and community supports including health and human services, to assist educators in meeting the academic, social, emotional, health, and nutrition needs of all students. The Educational Support System shall be designed to: a) provide students the support they need regardless of eligibility for categorical programs, and, b) provide clear procedures and methods for handling a student who disrupts a class. The Educational Support system shall consist of an Educational Support Team Composed of staff from a variety of teaching and support service positions, and shall incorporate a range of referral, support and remedial services including instructional and behavioral interventions and accommodations which are available to all students. The system will also include the means to determine the effectiveness of accommodations or services provided through the Educational Support System. The Board designated Superintendent or Principal shall:

    Child Labor Laws
    Vermont's child labor laws provide specific exemption for children under the age of sixteen when the work involves acting or performing in motion picture, theatrical, radio or television productions. The statute (21 V. S. A. #432) provides that the commissioner of labor and industry may issue a permit upon documentation of the child's age and verification of specified school and health records. This documentation must accompany a completed "Child Labor Certificate" to be filed by the employer for any child under age sixteen working during school hours. The forms are available from the Department of Labor and Industry, National Life Building, Drawer 20, Montpelier, VT 05620-3401, 802-828-2157. The statute also provides (#434) that while a child under sixteen cannot be employed more than eight hours in any day, nor more than six days a week, and only between six a.m. and seven p.m., "in the case of a child employed as an actor or performer in motion pictures, theatrical productions, radio or television, the child may be employed until midnight." Specific exemption from the midnight curfew is allowed when written consent is obtained from the parents or guardian of the child and the commissioner of labor.

    A 50 State Survey of Requirements for the Education of Language Minority Children

    Ms. Garcia is also a scholar at the University of California at Berkeley for the Foundation for Teaching Economics.
    Ms. Morgan is also an Ashbrook scholar at Ashland University. Introduction Schools around the United States are now faced with education a growing number of children who lack basic English skills. According to the National Clearinghouse for Bilingual Education , there are 2,437,723 Limited English Proficiency students in the U.S.1 Only a few years ago, many schools had never dealt with a language minority child. Today, an increasing number do. The challenge of providing a quality education to all students is doubled when schools must also teach a child an entire new language as well as academic courses. Over the last 30 years, elected officials, education agencies, and the courts have established guidelines for the education of these students. Federal requirements allow states a wide deal of latitude in selecting the most effective programs for their limited-English-proficient (LEP) students. Many states have enacted their own laws governing the management and style of programs for LEPs. These laws have been developed in cooperation with, or under coercion from, federal agencies and/or activist organizations. The result has been a patchwork of laws and regulations that can vary greatly from state to state.
