Appendix H: The Beacon School Model - Molly Stark Elementary School The following was provided by Sue Maguire, Principal, Molly Stark Elementary School: Molly Stark School is a K-6 school with 400 students. In addition, we house a variety of district-wide programs including the Early Education Program for children with emotional/behavioral disabilities, and the Lighthouse Project, a K-6 multi-age program in which parents within the Bennington School District can choose to enroll their children. Although we have a diverse population of students and families, more than half of all children at the school live in poverty. Many of our children live in public or subsidized housing. The process began with a needs assessment for its community and collaborative planning with Sunrise Family Resource Center, Bennington Head Start, Bennington College, Bennington Tutorial Center, Vermont Department of Health, and the Vermont Agency of Human Services. The result has been secured resources for the following programs: * two mentoring programs, one with our students and local community members from Hemmings Motor News, a local business, and the PALS Program which pairs up high school students with our students for a school year

ONLINE SERVICES This article was updated November 5, 2001 Inclusion remains a controversial concept in education because it relates to educational and social values, as well as to our sense of individual worth. Any discussion about inclusion should address several important questions:
    • Do we value all children equally? Is anyone more or less valuable? What do we mean by "inclusion?" Are there some children for whom "inclusion" is inappropriate?
    There are advocates on both sides of the issue. James Kauffman of the University of Virginia views inclusion as a policy driven by an unrealistic expectation that money will be saved. Furthermore, he argues that trying to force all students into the inclusion mold is just as coercive and discriminatory as trying to force all students into the mold of a special education class or residential institution. At the other end of the spectrum are those who believe that all students belong in the regular education classroom, and that "good" teachers are those who can meet the needs of all the students, regardless of what those needs may be.

    Vermont educators continue to examine ways to better prepare today's students to be successful in a rapidly changing society. Preparing students to be successful adults for a future that is unpredictable and ever changing is a continual challenge. What are the constants in a world where change is a constant?
    A constant in our society is the use of information technology. As educators, it is our responsibility to promote awareness, understanding, and use of information technology for learning and teaching.
    The Vermont State Technology Council (VSTC) believes the development of information technology skills and knowledge is essential in order for all students to attain the Vermont Education Goals. Like higher order thinking skills, information technology skills can no longer be considered a non-essential part of each Vermont student's education. The use of information technology tools (word processing, interactive television, telecommunication, hypermedia,etc.) should not be viewed as ends in and of themselves. Rather, it should be seen as a means of more efficiently and effectively achieving what Vermonters outline in the ambitious Vermont Education Goals.
    The VSTC believes we cannot leave the development of information skills and knowledge to chance. We believe that the state must provide direction to local school districts in the area of information technologies as they have in all curricular areas.     Working together to support the children and youth of Vermont in out of school time. Vermont Odyssey of the Mind
    Odyssey of the Mind is an international educational program that provides creative problem-solving opportunities for students from kindergarten through college. Kids apply their creativity to solve problems that range from building mechanical devices to presenting their own interpretation of literary classics. They then bring their solutions to competition on the local, state, and World level. Thousands of teams from throughout the U.S. and from about 25 other countries participate in the program. Dorothy Canfield Fisher Children's Book Award
    The Dorothy Canfield Children's Book Award, first given in 1957, is co-sponsored by the Vermont State PTA and the Vermont Department of Libraries. These books, to be read during the school year, comprise the master list for the award to be made each spring. Voting forms for this master list will be mailed to all Vermont schools and public libraries in spring, so children can vote for their favorite book. The master list titles have been selected to satisfy the reading interests of children in grades 4-8; The grades listed should be regarded more as maturity levels than reading levels. The Dorothy Canfield Fisher books are carefully selected and highly recommended by a committee of eight, but because maturity level and interest level may vary from community to community, each library should choose the books in accordance with its own selection policy.

    Parental Resources Youth Health Youth Support ... Hate: Stop It Outright undertakes outreach to schools, youth serving agencies, and communities in order to identify, develop and train allies for GLBTQ youth, and create safe environments for all youth. Our educational presentations for youth and adults are conducted in public and alternative schools, treatment centers, public and private youth serving agencies, and community-based organizations throughout the state. These presentations take the form of panel discussions, workshops, school-wide assemblies, and half- and full-day in service trainings. Outright also provides support and technical assistance for Gay/Straight Alliances. Our Education and Outreach program conducted over 100 presentations in 24 different cities/towns throughout the state in 2004, providing a total of 3,005 youth and adults with information about sexual orientation and gender identity.
