Systemic Reform - October 1996
Vermont
Demographic and Fiscal Overview
Vermont is a small state, especially in population. Its small scale means both that actors in state education circles tend to know each other and that support from outside sources goes much farther than it would in a large state. Yet, its rural nature (two-thirds of the population lives in a small town or rural area) often isolates some schools from the larger towns and the state capital. Vermont's 105,000 students are spread across some 279 school districts with school boards. This school population is diverse in income and in special needs, but not in the standard categories of race and ethnicity. Across supervisory unions, the median percentage of children on free and reduced lunch was 24 percent, and the state has substantial areas of rural poverty.
State Strategy for Systemic Reform
The state strategy for systemic reform in Vermont is based on an overall theory of change and several activities that the Vermont Department of Education (VDE) uses to try to promote this theory promoting a vision of change, engaging the public, defining standards and assessments, and building partnerships outside the VDE.
Theory of Change
Interviews with members of the State Department of Education, together with the actions they have taken over the past few years, suggest that they embrace a theory about change in the educational system in which the following elements are central: (1) change should be oriented toward results; (2) state policies should provide consistent, but general, guidelines; (3) widespread public support is important, both for setting general directions and for making local decisions; and (4) all interested groups should realize that change will take time and support.

How Can I Be Involved in My Child's Education?
Research studies consistently reveal that high student achievement and self-esteem are closely related to positive parental participation in education. Parents and schools need to work together so all children can succeed in school. But even though studies show that most parents want to be involved in their children's education, they may not be exactly sure how to go about it, especially if, like most parents, they work during the school day. This article provides concrete suggestions to help you as a parent be more involved in your child's education and to help you help your child do better in school.
Parents Guide to the Internet

Health Education
One of the five goals
Education Statute Title 16, Part 2, Chapter 23, Subchapter 1, Section 906 requires "Physical education and comprehensive health education including the effects of tobacco, alcoholic drinks, and drugs on the human system and on society;" however grades, levels, or amount of instruction time are not specified. Education Statute Title 16, Part 1, Chapter 1, Subchapter 7, Section 131 (1987) defines a comprehensive health education program as "a systematic and extensive elementary and secondary educational program designed to provide a variety of learning experiences based upon knowledge of the human organism as it functions within its environment;" but again this statute does not specify grades, levels, or amounts of instruction. Health education is not a coursework requirement for high school graduation.
Vermont's Frameworks for Standards and Learning Opportunities
(2000), which includes healthy choices, were approved by the State Board of Education. The state does not require schools to follow a specific curriculum.

Vermont-NEA origins and milestones
Thanks to the influence of Horace Mann, the late 1840s saw Vermont's isolated local schools emerge as a statewide system backed by a state encouraged educational policy. In 1850, Hiram Orcutt of Thetford, writing in the Vermont Chronicle , called for the formation of a State Teachers' Association. On October 16, 1850, teachers and friends of education met in Montpelier to organize a State Association of Teachers and "to discuss and adopt such Resolutions as express their views upon the subject of Education in Vermont." The new organization met for the first time in Waterbury on August 26, 27, and 28, 1851. The first Association president, Reverend Worthington Smith, president of the University of Vermont, emphasized the need for a unified system of education within the state. The Association resolved to publish a journal devoted to matters of interest to educators. By 1859 the Journal was being published for an Association of 400 members, 260 of them teachers. Women were allowed only honorary membership, although they paid the full membership fee.

The Honorable Attorney General William Sorrell
Vermont Attorney General’s Office
109 State Street
Montpelier, Vermont 05609-1001
Dear Attorney General Sorrell,
The Lake Champlain Regional Chamber of Commerce and GBIC have reviewed the proposed Vermont Origin Rule (CF 120) and would like to offer our written comments. As part of the process, we appreciate your willingness to attend the meeting on June 22nd at our offices with a working group of stakeholders. We feel that the meeting was a productive and positive opportunity for businesses to voice their concerns and share their personal stories on this critical issue.
As a threshold comment, we think that the goal of protecting the Vermont brand is a worthy endeavor. Nevertheless, we are very concerned that this rule would transcend existing consumer protection statutes and apply new requirements detrimental not only to Vermont businesses but also eventually to the Vermont brand itself. The numerous changes proposed will negatively burden our statewide economy with unintended consequences. Ultimately, this new rule could impact the number of jobs created by businesses. We respectfully request that you set aside the current rulemaking effort to engage in a more thorough process to protect consumers AND Vermont businesses for the following reasons:
1. The proposed rule is not necessary as the Statutory Authority already exists.

State General Fund Transfer
The General Fund pays for most of the services that state government provides, such as the state police or the Health Department.
Money transferred from the General Fund is the second-largest revenue source for Vermont schools.
Of the many tax sources that are deposited in the General Fund, the largest is the income tax.
State law provides that the legislature and Governor must transfer a certain amount from the General Fund to the Education Fund each year.
For FY-05 the amount to be transferred is $249.3 million. This amount is adjusted each year, rising and falling at the same rate as total General Fund spending. While the law provides the amount that will be transferred each year, the legislature and the Governor can change the law.
Every dollar the legislature transfers from the General Fund to the Education Fund is a dollar that does not need to be raised in property taxes.
Attempts to reduce this transfer to make money available for other uses end up increasing property taxes. Similarly, shifting costs to the Education Fund that previously had been funded from the General Fund also increases property taxes.
