Senate Passes IDEA Bill
This week the Senate finally brought its IDEA reauthorization bill, S. 1248, to the Senate floor for debate and passage by the full Senate.

Senate Passes IDEA Bill
On Wednesday, May 12, 2004, the Senate began consideration of S. 1248, its version of legislation to reauthorize the Individuals with Disabilities Education Act (IDEA).   In less than a day and half, the Senate debated six amendments and then voted to pass the bill out of the Senate by a vote of 95-3.  Those voting against the bill were Senators Leahy (D-VT), Jeffords (I-VT), and Stabenow (D-MI); Senators Kerry (D-MA) and Coleman (R-MN) did not vote. Project Description: Vermont has developed strong policies and a sustained financial commitment to meet the Starting Points goals. The Vermont project will develop the local capacity to implement these policies by developing Starting Points networks in each of the state's five regions. The networks will coordinate the services available to meet parents' needs, including child care, parenting education and parent support, home visiting, and preventive health programs. The networks will also be designed to strengthen local community partnerships so that they can manage their resources and develop strategic plans to meet the needs of young children and their families. The state will provide technical assistance and make small capacity-building grants to help launch and sustain the networks. Each community will select a fiscal agent, such as the local United Way, a community organization, or a school, to administer the seed grants provided by the state and to account for the community's performance. A second key component of the initiative will build upon an innovative public-private partnership, the Child Care Fund of Vermont, established in July 1995 to address Vermont's need for high-quality child care. The fund plans to launch a statewide public education campaign on the importance of children's early years, with an emphasis on the need for high-quality child care. The fund will also make grants to communities to expand information and referral services to disadvantaged families and to provide incentives such as better staff preparation and compensation to improve child care quality.

ESTABLISHING THE CLEAN STATE COUNCIL STATE OF VERMONT Executive Department EXECUTIVE ORDER WHEREAS, Vermont state government has a duty and a responsibility to lead by example in conserving natural resources and practicing pollution prevention: and WHEREAS, pollution prevention - reducing waste at the source - is often the most inexpensive way to diminish pollution and promote resource conservation: and WHEREAS , state agencies generate waste through their operation and the items they purchase; and WHEREAS, the State of Vermont remains committed to practicing resource conservation and pollution prevention as strategies to realize cost savings, increased efficiency, and enhanced environmental protection: and WHEREAS, a program of environmental education is needed to better inform each state agency about its environmental responsibilities and opportunities for resource conservation and pollution prevention. NOW THEREFORE, BE IT RESOLVED THAT I, Howard Dean, by virtue of the power vested in me as Governor , do hereby order state agencies, departments, and offices to managed wastes by giving preference to pollution prevention, source reduction, and recycling strategies in advance of those representing treatment and disposal. To help state government do this, I am directing the establishment of a Clean State Program for state agencies. This program will be managed by a Vermont Clean State Council , which will include members of the Extended cabinet or their designees, to be coordinated by the Department of Environmental Conservation. The council shall be responsible for the development of programs, plans and policies that promote pollution prevention and resource conservation throughout state government.     Prekindergarten Research in Progress Database

    The ECAP Collaborative is home to more than a dozen projects that focus on educating and raising young children. A major emphasis is the importance of social-emotional development, and its relationship to school readiness. ECAP supports research, technical assistance, and service projects. In addition, ECAP collects and describes the literature on elementary and early education, care, and child development.
    The Prekindergarten Research in Progress database provides descriptions of ongoing or recently completed studies of State-funded prekindergarten programs, or studies that use State-funded prekindergarten programs as one of several settings for research. Two examples are (1) The National Survey of Lead Teachers in State-Funded Prekindergarten Programs (also known as the National Prekindergarten Study), and (2) a study of parent involvement in rural Illinois state-funded prekindergarten programs conducted by Dr. Brent McBride at the University of Illinois. Project staff plan to add several records to the database each month.
