Quebec team comes south of border for lake tests
August 3, 2005 NEWPORT, Vt. A team of Quebec divers who conducted water quality tests on Lake Memphremagog last year will be able to continue their work on the U.S. end of the lake this summer. Last year's studies revealed damage to the lake being caused by man-made runoff and shoreline erosion, but was limited to portion of the lake in Quebec. Now the team has obtained permission from the U.S. Department of Homeland Security and financial backing from the state of Vermont to move south of the border. On Aug. 8, the four divers and their boat captain, Jack Watson of Newport, will begin weeks of water quality testing all around the Vermont shoreline of the lake. The state will cover $11,000 of the $17,000 cost of the study said Canute Dalmasse, deputy secretary of the Vermont Agency of Natural Resources. State money will pay Watson, and the Vermont Fish and Wildlife Department is contributing a boat for the divers, Dalmasse said. The city of Newport will provide a free boat dock "It's a neat partnership," Dalmasse said.

State Smoking Restrictions for Private-Sector Worksites, Restaurants, and Bars - United States, 1998 and 2004
Secondhand smoke is a known carcinogen ( ). Exposure to secondhand smoke causes approximately 35,000 heart disease deaths and 3,000 lung cancer deaths among nonsmokers in the United States every year ( ). Implementing policies that establish smoke-free environments is the most effective approach to reducing secondhand smoke exposure among nonsmokers ( ). Smoking restrictions and smoke-free policies can take the form of laws or regulations implemented at the state or local level or of voluntary policies implemented by private employers and businesses. Smoking restrictions limit smoking to certain areas within a venue; smoke-free policies ban smoking within the entire venue. One of the national health objectives for 2010 is to establish laws in all 50 states and the District of Columbia (DC) that prohibit or restrict smoking in public places and worksites. A related objective calls for all worksites to voluntarily implement policies that prohibit or restrict smoking. To assess progress toward meeting the first objective, CDC reviewed the status of state laws restricting smoking as of December 31, 2004, updating a 1999 study that reported on such laws as of December 31, 1998 ( ). This report summarizes the changes in state smoking restrictions for private-sector worksites, restaurants, and bars that occurred during 19992004.The findings indicate an increase in the number and restrictiveness of state laws regulating smoking in private-sector worksites, restaurants, and bars from 1999 through 2004. At the end of 2004, however, 16 states still had no restrictions on smoking in any of the three settings considered. Although secondhand smoke exposure among U.S. nonsmokers has decreased sharply in recent years, a substantial portion of nonsmokers continue to be exposed to secondhand smoke (

Largest Religious Groups in the United States of America
Many people have written to us at Adherents.com asking what are the major religions or churches in just the United States. All of our data is, of course, available on this web site in the main Adherents.com listings (listed by name and by location ). For most places it is fairly simple to look up an individual country, state or province in the Location Index. There the user will usually find between 15 to 100 adherent statistics, which provide a good idea of what the major religions are for that place. But the United States has a greater number of religious groups than any other country in the world, and Adherents.com has literally thousands of adherent statistics for the U.S. This page provides some summary lists of the largest religious groups in the United States. Most of the tables on this page are based on self-identification data (which religious groups people actually say they belong to when surveyed), but some lists based on organizational reporting (membership figures from individual denominations) are shown as well:

Our list of "Most Liberal Places in America" is based not on opinion polls, which have come under fire in recent elections, but on votes, political contributions and demographics. The rankings, at right, show nationwide picks by the size of the community and statewide rankings for 29 states.
We considered the following data in making our selections:
    • Individual contributions to PACs
We analyzed 1.8 million contributions to 2,300 political action committees that could be identified as Democratic/Liberal or Republican/Conservative. This data, for the 2003-2004 election cycle, was downloaded from the Federal Election Commission on Nov. 9.

Although the Federal Government has taken no steps to require reductions in greenhouse gas emissions, the Climate Stewardship Act (S. 139 and H.R. 4067) is pending before the Congress. In contrast, steps are being taken by a number of state and local governments. The briefing panel is composed of state and local government officials involved with regional initiatives, agreements among Governors, State Attorney General Lawsuits, and a Mayor’s statement on climate change, all of which are taking leadership to address climate change. Michael E. O'Hanlon Most critiques of Howard Dean's electability have focused on his intemperate and inconsistent remarks on foreign and domestic policy. To be sure, these are cause for serious concern. Indeed, the latest USA Today poll on the former governor shows that he is the only major Democratic candidate with much higher negatives than positives among the general population. It is only fair that this question be posed. Dean has effectively criticized his opponents for being part of the DC establishment, and indeed most of them are. Dick Gephardt, former House Democratic leader, was elected to Congress in 1976. Joe Lieberman is in his third term in the Senate, John Kerry his fourth. True, John Edwards is only in his first term as senator, and Gen. Wesley Clark has never run for national office before, but Dean has still successfully cast himself as the fresh political face against a group of has-been traditional candidates. But is Washington experience really such a bad thing? And is Dean's preparation for the presidency really so strong? If he becomes the Democratic nominee, he will do so with less big-league political experience than any major party candidate in more than half a century.

    Leadership in Complex Environments [detail]
The goal of this descriptive research project is to help education leaders in the Northeast at state, intermediary, district, and school levels work together to implement evidence-based strategies that build district and school capacity, sustain high standards, and improve student achievement in low performing schools.
Two years of work with low performing districts and schools provided the base of information and relationships for launching several interrelated descriptive research studies, guided by this major question:
What practices, policies, supports, and structures do SEAs and districts create and implement to improve student achievement in low performing districts and schools, especially those that have a high concentration of English language learners?
We work with state departments of education in MA, NY, RI and VT; the New Haven, CT, school district; and networks of leaders.
A culminating product will be the Leadership in Complex Environments Framework, a tool to guide educational leaders in developing sustainable solutions to the complex educational problems of achievement and equity.
