Affordable Housing and Growth Controls Not Mutually Exclusive
The Green Mountain State has undertaken a number of initiatives to promote managed growth in tandem with the development of affordable housing. In 1987, the state created the Vermont Housing and Conservation Board to provide financial assistance for land conservation, historic preservation, and affordable housing under the auspices of a single organization.
Other Incentives
Vermont also provides other incentives to developers in designated downtowns for the use of existing buildings. To assist in rehabilitation, the state has developed separate code standards for existing buildings under the guidance of the Vermont Department of Labor and Industry. In addition, approximately 21 cities enforce their own local codes. At the same time, the state has increased the number of housing units requiring an environmental review. Act 250 requires developers to complete an environmental review of a development proposal if 10 or more units are involved. This requirement applies to both rehabilitation and new construction of mixed income and mixed use/mixed income projects only. For developments in designated downtowns, the threshold increases with the size of the city. For example, the law does not become effective in Burlington unless the development is for 100 units or more.

In 1986, the Vermont Housing and Conservation Coalition—a coalition of affordable housing, conservation, and historic preservation advocates concerned with this rapid change in the character of the Vermont landscapeapproached the state legislature with a plan to form a unique agency to review and fund projects addressing a range of community needs. The Legislature responded, passing the Vermont Housing and Conservation Trust Fund Act, enacted in June 1987, and capitalized with $3 million. Similar to many of the original thirteen colonies, Vermont's early colonial religious scene was dominated by Congregationalists . Sixty-three percent of affiliated church members in Vermont were Congregationalists in 1776, but at that time, as was common in frontier societies, most people were not church members (in Vermont an estimated 9% of people were). Today Congregationalists (as the United Church of Christ) are third largest religious body in the state. Over 4% of the population are claimed by the UCC as members, and the same percentage name Congregationalism or the UCC as their religious preference. Even today, the Congregationalists have more churches than any other denomination (religious body) in the state.
The largest single religious body in Vermont today is the Catholic Church. In 1990 the Catholic Church reported that 25% of Vermont residents were members, but the Kosmin self-identification survey indicated that over 35% consider themselves Catholic. The 10% difference indicates a significant number of state residents who are nominal Catholics not affiliated with a parish.
The United Methodist Church is the second largest church, with about 5% of the population.

Download a PDF version of this page Below are summaries and links to key studies that examine the impact of Wal-Mart and other large retail chains and, in some cases, the benefits of locally owned businesses. For ease of use, we've organized these studies into the following categories (though they do not all fit neatly into one category):
  • City Costs
  • State Costs
    Because many of their employees do not earn enough to make ends meet, states are reporting high costs associated with providing healthcare (Medicaid) and other public assistance to big-box employees.
  • Economic Impact of Local Businesses vs. Chains
    Studies have found that locally owned stores generate much greater benefits for the local economy than national chains.

  • These studies look at how the arrival of a big-box retailer displaces sales at existing businesses, which must then downsize or close. This results in job losses and declining tax revenue, which some of these studies quantify.

  • Studies have found that big-box retailers, particularly Wal-Mart, are depressing wages and benefits for retail employees.

    A number of communities now require a comprehensive economic and community impact review before approving any new retail construction. Typically, the review is triggered when the proposed development exceeds a certain size (e.g., a retail store larger than 20,000 square feet or that will generate more than 500 vehicle trips per day). In order to pass, the proposed project must meet certain criteria outlined in the ordinance. These vary from place to place, but may include impact on the downtown business district, employment (jobs gained versus jobs lost), wages, tax revenue, roads and other public services, historic resources, air and water pollution, and traffic. As part of this process, cities typically require that economic and fiscal (tax) impact studies be conducted by independent consultants chosen by the city council and paid for by a fee assessed on the developer. In most cases, there's also a public hearing to gather citizen input. In the end, if the city council (or planning board) determines that the project's overall costs outweigh the benefits, then the developer is denied a permit to proceed.
