The regional governing board oversees the activities of the LAB and is involved in program planning, priority setting, and evaluation. The board's diligence and engagement have enabled the LAB to pursue a mission consistent with regional needs and our commitment to educational excellence and equity. The board's membership represents all nine states and territories in the region and includes all the chief state school officials in the region. President Judith A. Ramaley Dr. Judith A. Ramaley (pronounced Rah may’ lee) began her service as the 14th president of Winona State University on July 18, 2005 . She was appointed to the WSU position by the Board of Trustees of Minnesota's State Colleges and Universities (MnSCU) following a national search which concluded in March 2005. Dr. Ramaley replaced Dr. Darrell W. Krueger who had served as WSU's president for 16 years until his retirement on July 15, 2005 Prior to coming to Minnesota , she held a presidential professorship in biomedical sciences at the University of Maine and was a Fellow of the Margaret Chase Smith Center for Public Policy. She also completed a residency as a Visiting Senior Scientist at the National Academy of Sciences from January to June 2005. From 2001-2004, Dr. Ramaley was Assistant Director, Education and Human Resources Directorate (EHR) at The National Science Foundation. The EHR Directorate is responsible for the health and continued vitality of the Nation’s science, technology, engineering and mathematics education and for providing leadership in the effort to improve education in these fields. During Dr. Ramaley’s tenure, the Directorate managed an annual budget of over $900 million. International Education 2003-2004 Activities 2004 Activities CCSSO Hosts Distinguished Delegation from Japan Every other year, CCSSO hosts a delegation of distinguished superintendents from Japan at one of our large annual meetings as a continuation of our partnership with the Association of Prefectural Boards of Education Superintendents (APBES). This exchange between CCSSO and APBES began in 1990, and counting this trip, the two organizations have made 13 mutual visits that have made solid contributions to the improvement of educational administration in both countries. Peter McWalters (RI), chair of CCSSO’s International Education Committee, introduced Susumu Takeda, superintendent of Kyoto Prefectural Board of Education and vice chairman of the APBES, to address all meeting participants. Mr. Takeda expressed gratitude for coming to this event as he was able to learn more about NCLB and other federal and state education reform activities in the U.S. Mr. Takeda described Japan’s current educational situation and the efforts his group are making to find solutions to problems they are facing. The dialogue between the U.S. and Japan through this exchange has been helpful to both APBES and CCSSO in our joint efforts to educate and prepare children for lifelong learning.

Vermont Questions Governance Plan for Technical Center
Jul. 7SPRINGFIELD The new structure for governing the River Valley Technical Center is raising a preliminary red flag with a key state official. Bill Reedy, general counsel for the Vermont Department of Education, expressed his concerns to RVTC Director Bob Bickford. Bickford stressed Reedy had not read the new governance plan but was commenting on the general outline as Bickford described it over the telephone two weeks ago. Reedy has a copy of the governance plan now and should offer his opinion by the end of the month. The legislation allowing the current governance structure, a mixture of school board members from the technical center's five sending schools and business representatives, expires next year. The new plan tweaks the regional advisory board format in order to offer sending schools more of a say in budget matters and any disputes between the RVTC Board and the Springfield School Board.

Luneau Appointed to Vermont State Colleges Board
Karen Luneau June 2005
Karen Luneau, co-owner of Handy Dodge Toyota and Handy Chevy Olds in St. Albans, has joined the Vermont State Colleges (VSC) Board of Trustees.
As one of the 15 members of the VSC Board, Luneau oversees the operations and planning for the state’s public college system (Castleton State College, Community College of Vermont, Johnson State College, Lyndon State College and Vermont Technical College).
“I have been directly involved in K-12 educational issues as a school board member for almost 20 years,” Luneau said. “Service on a higher education board seems a natural progression.”
Luneau’s extensive experience in education includes serving as board chairperson on the Bellows Free Academy Board, Franklin Central Supervisory Union Board and St. Albans City Elementary School Board. She started her career as a teacher at Missisquoi Valley Union High School.
In her work with the state colleges, she is a member of the committee that oversees education, personnel and student life issues.

US State Government Aid The Free Application for Federal Student Aid (FAFSA) is used to apply for most state loan, grant and scholarship programs, in addition to the federal loans and grants. When you submit the FAFSA to the US Department of Education, they forward the information on the form to the state student assistance agency. Each state has a different FAFSA submission deadline. If you submit your FAFSA by March 1, you will be in time for all state deadlines, other than Michigan. If you miss the deadline, you will be ineligible to receive state aid for the entire academic year. Procedures for applying for state prepaid tuition programs and the national guard differ from state to state. The amount of information provided on the state web sites varies from state to states. Some states provide comprehensive information about residency requirements , loan, grant, scholarship and prepaid tuition programs and other state aid programs. Others provide minimal information.
