Vermont's Powerful Anti-Public Schools Network
By Angelo J. Dorta, Vermont-NEA President A growing national anti-public schools network is trying to radically change state education policy. The network strongly espouses school vouchers, charter schools, and preK-12 education tax credits. It generally opposes taxes and labor unions, but favors for-profit privatization of education services and diversion of public tax dollars for private uses. NEA strives to strengthen and defend public education. Therefore, the network views NEA as the primary roadblock obstructing its efforts to devalue, de-fund, and derail public education and the unions that represent school employees. John McClaughry's Ethan Allen Institute and Libby Sternberg's Vermonters for Better Education are the state's twin pillars of the anti-public schools network. They never publish any good news about public schools. They always portray Vermont student testing and school performance results in the harshest way, despite our students' consistently superior scores in state-by-state comparisons. They seldom praise or even acknowledge our teachers and school support staff for their good, hard work. The network's roots primarily are in the conservative wing of the Republican Party. McClaughry and Sternberg claim to head "non-partisan" organizations. In reality, they lead highly partisan advocacy groups committed to anti-public education goals. They are key strategists on conservative Republican issues and have sometimes advised and supported like-minded Republican candidates, including Ruth Dwyer. Unabashed conservatives mostly comprise their organizations' boards of directors and advisory councils, including unsuccessful former GOP state officer and legislative candidates.

In addition to her work as Chair of the Commission, she serves on the boards of the Rutland Regional Medical Center, Vermont Public Radio, Vermont Community Foundation (as Chair), Rutland Health Foundation (as Vice-Chair), The Sunset Home (a community care home), and on the Council of the Vermont Women's Fund. Commissioner Young received a Bachelor of Arts degree at the University of California at Berkeley and undertook graduate studies at Stanford University and St. Michael's College. Sharon Baade Waterbury Commissioner Baade's passion for and expertise in issues affecting women and girls is a result of working in Girl Scouting for 29 years in Iowa, Michigan, New York, and now Vermont. She is the current CEO of the Girl Scout Council of Vermont, the largest organization for girls in the state, committed to diversity, and serving 7,500 Vermont girls and women. Scout programs develop girls' skills in public policy and governance, financial literacy, community activism, adventure, and leadership. She founded the Girl Scouts Beyond Bars program at the Southeast Women's Correctional Facility to maintain bonds between incarcerated mothers and their daughters. Over the years, she's volunteered with the United Way, the YWCA, the Boys and Girls Club, and the American Red Cross. Chapter 15. New Hampshire-Vermont Interstate School Compact
A. Statement of policy. It is the purpose of this compact to increase the educational opportunities within the states of New Hampshire and Vermont by encouraging the formation of interstate school districts which will each be a natural social and economic region with adequate financial resources and a number of pupils sufficient to permit the efficient use of school facilities within the interstate district and to provide improved instruction. The state boards of education of New Hampshire and Vermon t may formulate and adopt additional standards consistent with this purpose and with these standards; and the formation of any interstate school district and the adoption of its articles of agreement shall be subject to the approval of both state boards as hereinafter set forth. B. Requirement of Congressional Approval. This compact shall not become effective until approved by the United States Congress. C. Definitions. The terms used in this compact shall be construed as follows, unless a different meaning is clearly apparent from the language or context: a. "Interstate school district" and "interstate district" shall mean a school district composed of one or more school districts located in the state of New Hampshire associated under this compact with one or more school districts located in the state of Vermont, and may include either the elementary schools, the secondary schools, or both.

Audubon Vermont Board of Directors 2003 Katharine Archer is chair of the Audubon Vermont board. She is a marketing communications consultant, specializing in public relations. Current clients include ECHO at the Leahy Center for Lake Champlain, the new lake aquarium and science center on the Burlington waterfront, and the Trapp Family Lodge in Stowe. Prior to joining the Audubon Vermont board, Kathy served for six years as president of the board of the Green Mountain Audubon chapter. She is also a trustee of The Nature Conservancy of Vermont and a member of the Shelburne Tracking Team.

Register for the course, read the summaries, attend the seminar, read the summaries agaim, read the dictionary, do the homework, perhaps re-read the summaries. 4. Schedule one or two sections of the exam after you've received your eligibility documents. 5. Take the exam. Wait (what seems like forever!) for your scores. Q: Do you support allowing parents in areas that are poor or with bad schools to use tax money to help send their children to private schools? A: Vouchers undermine public education, a cornerstone of our democracy. Vermont
Demographic and Fiscal Overview
Vermont is a small state, especially in population. Its small scale means both that actors in state education circles tend to know each other and that support from outside sources goes much farther than it would in a large state. Yet, its rural nature (two-thirds of the population lives in a small town or rural area) often isolates some schools from the larger towns and the state capital. Vermont's 105,000 students are spread across some 279 school districts with school boards. This school population is diverse in income and in special needs, but not in the standard categories of race and ethnicity. Across supervisory unions, the median percentage of children on free and reduced lunch was 24 percent, and the state has substantial areas of rural poverty.
State Strategy for Systemic Reform
The state strategy for systemic reform in Vermont is based on an overall theory of change and several activities that the Vermont Department of Education (VDE) uses to try to promote this theory promoting a vision of change, engaging the public, defining standards and assessments, and building partnerships outside the VDE.
Theory of Change
Interviews with members of the State Department of Education, together with the actions they have taken over the past few years, suggest that they embrace a theory about change in the educational system in which the following elements are central: (1) change should be oriented toward results; (2) state policies should provide consistent, but general, guidelines; (3) widespread public support is important, both for setting general directions and for making local decisions; and (4) all interested groups should realize that change will take time and support.

IN THE UNITED STATES How to Choose a Beauty School
Always be sure that any school you choose is accredited by state and/or national boards of cosmetology by contacting the associations mentioned below and the appropriate state board. The institution you choose must be accredited and able to issue forms needed to apply for a student visa. Be sure that any certificate you receive recognised in your home country, as you will be required to return home after your course of study. Consider how long your programme of study will take, the total cost of the programme (tuition plus all living expenses times the number of years in the programme), and whether you will be allowed to use equipment or receive work experience.
