The goal for funding Vermont’s educational system should be to provide a high quality and cost-effective education for our students. In order to achieve this goal, we need solid leadership, good vision, rigorous standards, discipline and accountability at both the state and school district levels.
Providing an excellent educational opportunity for each of our Vermont children is one of the most important investments we can make for the future of Vermont. However, the cost of education has increased significantly in recent years. Between fiscal year 1992 and fiscal year 2002, the revenues (from all sources) to fund public education jumped from $672.9 million to $1.052 billion. According to U.S. Census data for fiscal year 2001, Vermont ranked 8th in the nation for per pupil spending, 2nd in the nation for school spending in relation to personal income and 1st in the nation for school administration spending per pupil. In addition, according to the U.S. Department of Education, Vermont had the lowest pupil teacher ratio in the nation in fiscal year 2001.
Although we want excellent educational outcomes for Vermont students, we also have to pay attention to education costs. Projected education spending increases of 4.50% in fiscal year 2004 and 4.75% in fiscal years 2005 and 2006 are not sustainable. Act 68, passed by the legislature in 2003, revised Vermont’s education funding system to provide some new revenue sources. However, by fiscal year 2006, education spending is projected to outpace revenues by $15 million. We therefore need to act now to restrain the growth in education costs.

News STUDENTS AS EDUCATION DECISION-MAKERS Meaningful Student Involvement in Education Decision-Making By partnering with educators, students across the nation are making decisions about more than school dances and t-shirt designs. By applying their classroom learning and critical thinking, students make decisions about curricula, calendar year planning, and building design. They are joining boards of education at all levels, including local, district, and state boards. Education agencies engage students in their programs and engage students in grant making, school assessment, and planning. In a growing number of local schools, educators are allowing students to take a governing role in enforcing discipline policies, and using them to educate students. Students are also participating in establishing and enforcing codes of conduct, and making decisions about teacher and administrator hiring and firing. EXAMPLES Old School Practice/New School Thinking - In Anne Arundel County, Maryland students here have participated as voting members of the district board of education for more than 25 years. The student member is a high school senior who votes on all issues, including all areas of the school budget, discipline, and fiscal issues. In addition, every advisory, curriculum, and study committee, along with special task forces in the district includes students, working on everything from grading policies to alternative learning.

VERMONT Human Resources Investment Council 2001 Annual Report The Human Resources Investment Council (HRIC) is a business majority council with members representing all sectors of the economy and all geographic regions. In addition, Council membership includes top officials from public education, higher education, agencies that provide employment and training services, labor, the low-income community, and representatives of the Senate and House. The Council's mission is to "promote and ensure the development, implementation, and utilization of an integrated, results oriented workforce education and training system". The purpose of this system is two-fold; to prepare Vermonters for good jobs, and to provide Vermont employers with a competitive advantage in the changing world economy. The Council has established and is responsible for the development of 12 Regional Workforce Investment Boards (WIBs). These regional volunteer boards are the eyes and ears of the system, working closely with employers, schools, colleges and community organizations to maximize the effectiveness of all of the state's workforce education and training programs. Vermont's State and regional system is now recognized national model and this has positioned us to compete successfully for over 5 million dollars in Federal grant and performance incentive funds. In Vermont's rural setting, many small towns cannot afford or simply don't have enough students to maintain a public high school. To ensure children in these towns receive a quality education, the state created a school tuition program allowing rural parents to select the private schools that best meet their children's needs. The town itself has no influence as to the school selected by the parents. After parents have chosen a school, which can include out-of-state institutions, the town then pays the tuition. The town's share of the tuition for private high schools is capped at the average cost of Vermont public high school tuition. The participation of religious schools is critical to the success of choice pilot programs nationwide and is a common characteristic of voucher programs in Wisconsin and Ohio. Both programs are defended in court by the Institute for Justice. Vermont's state law establishing a tuition system does not distinguish between religiously and non-religiously affiliated schools. On its face, it is utterly neutral. However, recent church/state controversies have arisen. In addition, Vermont's Department of Education terminated the town of Chittenden's general state education assistance because the Chittenden school board did not rescind its policy of including religiously affiliated schools among the public and private high schools for which it pays its students' tuition. The Department of Education denied their state general aid effective September 1, when the first payment would normally be sent out. (State aid represents about 10 percent of Chittenden's school budget.) If Chittenden rescinds the policy of allowing parents to select religiously affiliated schools and pay for them with their share of state funds, the flow of aid will be restored.

Chapter 17. New York-Vermont Interstate School School Compact
A. Statement of policy. It is the purpose of this compact to increase the educational opportunities within the states of New York and Vermont by encouraging the formation of interstate school districts which will each be a natural social and economic region with adequate financial resources and a number of pupils sufficient to permit the efficient use of school facilities within the interstate district and to provide improved instruction. The state boards of education of New York and Vermont may form ulate and adopt additional standards consistent with this purpose and with these standards; and the formation of any interstate school district and the adoption of its articles of agreement shall be subject to the approval of both state boards as hereinafter set forth. B. Requirement of congressional approval. This compact shall not become effective until approved by the United States Congress. C. Definitions. The terms used in this compact shall be construed as follows, unless a different meaning is clearly apparent from the language or context: a. "Interstate school district" and "interstate district" shall mean a school district composed of one or more school districts located in the state of New York associated under this compact with one or more school districts located in the state of Vermont, and may include either the elementary schools, the secondary schools, or both.

State Action for Education Leadership Project [SAELP]
The issue… States are central players in setting policies and creating conditions necessary for successful leadership, and for preparing future leaders to perform effectively in schools and districts. Yet very few states have a comprehensive plan for improving district and school leadership. Sometimes, state policies may actually limit those efforts. The response… In 2001, The Wallace Foundation announced a three-year, $8.9 million grant to launch the State Action for Education Leadership Project (SAELP), a national consortium led by the Council of Chief State School Officers (CCSSO) and including the National Governors Association, the National Conference of State Legislatures, the National Association of State Boards of Education, and the Education Commission of the States. Working directly with 15 selected states, SAELP will lead a national effort to ensure that laws and policies in all 50 states strengthen the capacity of superintendents and principals to improve student learning. The SAELP states are: Connecticut; Delaware; Georgia; Illinois; Indiana; Iowa; Kentucky; Massachusetts; Missouri; Montana; New Jersey; Oregon; Rhode Island; Vermont, and Virginia.
