College Guide The goal for funding Vermont’s educational system should be to provide a high quality and cost-effective education for our students. In order to achieve this goal, we need solid leadership, good vision, rigorous standards, discipline and accountability at both the state and school district levels. Providing an excellent educational opportunity for each of our Vermont children is one of the most important investments we can make for the future of Vermont. However, the cost of education has increased significantly in recent years. Between fiscal year 1992 and fiscal year 2002, the revenues (from all sources) to fund public education jumped from $672.9 million to $1.052 billion. According to U.S. Census data for fiscal year 2001, Vermont ranked 8th in the nation for per pupil spending, 2nd in the nation for school spending in relation to personal income and 1st in the nation for school administration spending per pupil. In addition, according to the U.S. Department of Education, Vermont had the lowest pupil teacher ratio in the nation in fiscal year 2001. Although we want excellent educational outcomes for Vermont students, we also have to pay attention to education costs. Projected education spending increases of 4.50% in fiscal year 2004 and 4.75% in fiscal years 2005 and 2006 are not sustainable. Act 68, passed by the legislature in 2003, revised Vermont’s education funding system to provide some new revenue sources. However, by fiscal year 2006, education spending is projected to outpace revenues by $15 million. We therefore need to act now to restrain the growth in education costs.

VERMONT Human Resources Investment Council 2001 Annual Report The Human Resources Investment Council (HRIC) is a business majority council with members representing all sectors of the economy and all geographic regions. In addition, Council membership includes top officials from public education, higher education, agencies that provide employment and training services, labor, the low-income community, and representatives of the Senate and House. The Council's mission is to "promote and ensure the development, implementation, and utilization of an integrated, results oriented workforce education and training system". The purpose of this system is two-fold; to prepare Vermonters for good jobs, and to provide Vermont employers with a competitive advantage in the changing world economy. The Council has established and is responsible for the development of 12 Regional Workforce Investment Boards (WIBs). To ensure children in these towns receive a quality education, the state created a school tuition program allowing rural parents to select the private schools that best meet their children's needs. The town itself has no influence as to the school selected by the parents. After parents have chosen a school, which can include out-of-state institutions, the town then pays the tuition. The town's share of the tuition for private high schools is capped at the average cost of Vermont public high school tuition. The participation of religious schools is critical to the success of choice pilot programs nationwide and is a common characteristic of voucher programs in Wisconsin and Ohio. Both programs are defended in court by the Institute for Justice. Vermont's state law establishing a tuition system does not distinguish between religiously and non-religiously affiliated schools. On its face, it is utterly neutral. However, recent church/state controversies have arisen. In addition, Vermont's Department of Education terminated the town of Chittenden's general state education assistance because the Chittenden school board did not rescind its policy of including religiously affiliated schools among the public and private high schools for which it pays its students' tuition. The Department of Education denied their state general aid effective September 1, when the first payment would normally be sent out. (State aid represents about 10 percent of Chittenden's school budget.) If Chittenden rescinds the policy of allowing parents to select religiously affiliated schools and pay for them with their share of state funds, the flow of aid will be restored.
