    UN history
The name "United Nations", coined by United States President Franklin D. Roosevelt, was first used in the "Declaration by United Nations" of 1 January 1942, during the Second World War, when representatives of 26 nations pledged their Governments to continue fighting together against the Axis Powers. States first established international organizations to cooperate on specific matters. The International Telecommunication Union was founded in 1865 as the International Telegraph Union, and the Universal Postal Union was established in 1874. Both are now United Nations specialized agencies. In 1899, the International Peace Conference was held in The Hague to elaborate instruments for settling crises peacefully, preventing wars and codifying rules of warfare. It adopted the Convention for the Pacific Settlement of International Disputes and established the Permanent Court of Arbitration, which began work in 1902. The forerunner of the United Nations was the League of Nations, an organization conceived in similar circumstances during the first World War, and established in 1919 under the Treaty of Versailles "to promote international cooperation and to achieve peace and security." The International Labour Organization was also created under the Treaty of Versailles as an affiliated agency of the League. The League of Nations ceased its activities after failing to prevent the Second World War.

    History and Government
History: The territory of modern-day Uzbekistan and its close neighbours have seen many empires rise and fall. The Sogdians, the Macedonians, the Huns, the Mongolians, the Seljuks, the Timurids and the Khanates of Samarkand, Bukhara Khiva and Khorezm all held sway here at one time or another. Central Asia really came of age with the development of the Silk Road from China to the West. Samarkand and Bukhara lay astride this, the most valuable trading route of its day. The riches that it brought were used to build fabulous mosques and madrassars, most of which were destroyed by the Mongol hordes in the 13th century. Much of the damage was repaired and new cities were built by Timur the Lame in the 14th century. Timur conquered all before him and, at its height, his empire stretched from Moscow and Baghdad and as far west as Ankara in Turkey. After his death, his empire crumbled – although his grandson, Babur, went on to found the Moghul Dynasty in India – and Central Asia was split into warring Khanates. The Russians had had their eyes on the lands over their southern border since Peter the Great sent his first military mission to Khiva in 1717. It was to be another 150 years before they started to make any considerable headway. In 1865, General Kaufmann took Tashkent and signed agreements with the Khans. There were Russian client Khans in Khiva until 1920. The Bolsheviks were resisted in Central Asia by bands known as Basmachi until the 1930s; they were finally suppressed and Moscow took control.

According to the Washington Post , “Uzbekistan formally evicted the United States yesterday from a military base that has served as a hub for combat and humanitarian missions to Afghanistan since shortly after the attacks of Sept. 11, 2001, Pentagon and State Department officials said yesterday.” The eviction came as an unwelcome surprise, since it will cost the US “several logistical problems for its operations in Afghanistan,” and a great deal more money. It is also important to remember that the nation is home to oil and gas reserves as well.
According to the article, part of the reason for the eviction notice has been the increasing amount of tension caused by America's emphasis on democracy and human rights. According to a “senior official,” “We all knew basically that if we really wanted to keep access to the base, the way to do it was to shut up about democracy and turn a blind eye to the refugees” (click here and here for descriptions of Uzbekistan’s terrible human rights record). Uzbekistan, as one of the postcommunist nation-states emerging in the final decade of the 20th century, presents an interesting case of nation-building at a time when nationhood is an increasingly troubled notion in the world. The increasing force of transnational currents are challenging the ideas of homogeneity and homeland within national borders.
But Uzbekistan, as a "late" arrival on the world scene of postcolonial nation-states, is basking in the self- delight of its independent nationhood. The Uzbek government has set out to build an essentially monoethnic territorial nation-state, its rhetoric about pluralism notwithstanding.
It is ironic that the same Communist leadership in Uzbekistan that reluctantly accepted the dissolution of the Soviet Union is now presenting itself as the champion of a restored Uzbek nation. President Islam Karimov, then head of the Soviet government in Uzbekistan, was glaringly silent during the August 1991 coup in Moscow, but quickly changed his posture when it became clear that the end of the Union was inevitable, and that recasting his authority around Uzbek nationalism was to his advantage. Uzbekistan government is still staffed by former members of the local Comunist Party. The Communist Party's structure is based on familial or clan-like solidarity. President Karimov's spin on himself as a true nationalist seems to be uncritically accepted by most Uzbeks.
