North Carolina Licensure: Questions and Answers Who needs a license in North Carolina? All professional employees of public schools must hold a license for the subject or grade level they teach or for the professional assignment they hold. In what areas are licenses issued? Licenses are issued in administrative, supervisory, student service, and teaching areas. Teaching areas encompass birth through kindergarten, elementary (K-6), middle grades (6-9), secondary grades (9-12), special subjects (K-12), exceptional children (K-12), and vocational education. (See the complete list of individual areas below.) How do I qualify for a North Carolina license? The standard basis for license is the completion of an approved education program at an accredited college or university. Must out-of-state applicants qualify through reciprocity plans that allow educators from outside North Carolina to establish eligibility for licensing in North Carolina, North Carolina recognizes four teacher education and reciprocal licensing approaches: completion of an education program accredited by the National Council for Accreditation of Teacher Education (NCATE) completion of an education program that follows National Association of State Directors of Teacher Education and Certification (NASDTEC) standards reciprocity based on interstate agreements (North Carolina has reciprocal contracts with Alabama, California, Connecticut, Delaware, Florida, Georgia, Hawaii, Idaho, Indiana, Kentucky, Maine, Maryland, Massachusetts, Michigan, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, South Carolina, Tennessee, Texas, Utah, Vermont, Virginia, Washington, West Virginia, and Washington, D.C.)

Alternative Teacher Certification
BEEDE is now seeking qualified candidates for alternative teacher certification for the 2004-2005 cycle of the BEEDE program. Courses begin in August 2004. During the five-year federal grant (2002-2007), highly qualified candidates with B.A./B.S. degrees can use the BEEDE program to pursue an alternative path to teacher certification. Utah's State Office of Education has approved the BEEDE alternative teacher certification plan for this five-year period. Candidates must be currently employed in a school setting with students. By taking the six video-anchored BEEDE courses and the appropriate number of required methods courses (i.e., four courses for elementary or one for secondary), candidates can earn teacher certification. Candidates who want to teach on the secondary level must have an appropriate major for the content area in which they wish to teach. The project will capitalize on existing partnerships and create new alliances within the educational community, with parents and other consumers, and with other state agencies to improve the overall quality of services delivered to students with disabilities. The State Improvement Grant has three primary goals:
  • Implement a decision-making infrastructure that will systematically and progressively improve access to and quality of instructional services at every level of the state educational delivery system. Implement changes in policy, technical assistance to administrators, and personnel preparation activities to ensure that the students with disabilities have access to, placement in, and progress within the general curriculum. Provide technical assistance and personnel preparation activities that will ensure students with disabilities have access to needed effective, proactive behavioral/social interventions that provide individuals with the attitudes and competencies needed to be successful, caring members of society.

    Entering the Forbidden Forest of Teacher Certification
    So many issues affect computer science education these days that sometime it is hard to know how best to apply our resources (people, time, and funding). In addition, some issues should come with a big sign that says "Go back" or "Abandon hope all who enter here" or "Don't even think about it." Teacher certification is one such issue. Two years ago we surveyed 5000 high school computer science teachers as part of our on-going commitment to begin tracking pre-college computer science education in the U.S. One of the questions we asked was "Does your state offer certification for high school computer science teachers?" We tabulated the results nationally and determined that 46% of the respondents answered "Yes" and 54% answered "No." This appeared to be a reasonable response all things considered. And then we looked at the answers by state, and we discovered that the pattern was the same, with approximately half of the teachers saying their state does offer certification for high school computer science teachers, and half saying it does not. Our Research Committee decided that we had made a mistake and set out to correct it. One year later we surveyed 15,000 high school computer science teachers, and this time we were much more careful about how we posed the question. We divided it into two parts: asking "Does your state consider computer science a certified teachable?" and "Are you required to hold this certification to teach computer science in your state?" Once again, the answers within individual states came back with approximately half of the participants responding "Yes" and half responding "No."

    Methods of Gathering and Verifying Data
    A central goal of this project was to develop a snapshot of precollegiate history education in the 50 states and Washington, D.C. Hired by the Organization of American Historians as the lead researcher for this OAH/AHA project, Sarah Drake Brown requested information in the following categories:
  • certification requirements for history teachers at the elementary, middle, and high school levels
  • standards in history for teachers
  • standards in history for the K-12 curriculum
  • high school graduation requirements and exit examination requirements in history
  • state criterion-referenced examinations in history
  • statewide resources for history teachers and contact information for state history/social studies specialists
  • statewide associations for teacher membership This proved to be a massive amount of data, so the information was collected in separate steps: independent searches for data, preliminary public presentations of initial findings, and early contact with numerous representatives in history education from each of the states and the District of Columbia. Preliminary data was then collected from the web sites created and maintained by the various departments of education and certifying bodies in each of the states. This information was then compiled into reports for each state, organized into sections based on the categories listed above.

    English as a Second Language (ESL) teachers must have special preparation to teach English to non-native speakers; being a fluent speaker or an effective teacher of English to native speakers is not enough. Just as teaching mathematics or French requires special knowledge and skills, teaching English as a Second Language does also. This Digest outlines some of the relevant issues concerning ESL teacher certification: profiles of students needing ESL instruction, reasons for considering certification, academic preparation needed to teach ESL, and a description of state requirements for certification. WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.

    Mentoring is the establishment of a personal relationship for the purpose of professional instruction and guidance. In education, the value of mentoring has been recognized in the use of teachers and other professionals in one-on-one instruction of students for vocational education, science, and reading (Evenson, 1982). Mentoring programs have been implemented recently for beginning teacher induction and continuing staff development. This digest describes teacher mentoring and its different applications. WHAT ARE THE CHARACTERISTICS AND ACTIVITIES OF MENTORING? From the literature on mentoring in professions, Bova and Phillips (1981) compiled a list of ten characteristics inherent in any mentor-protege relationship. 1.
