    Summary of the program
    The Improving Literacy Through School Libraries program is designed to improve student literacy skills and academic achievement by providing schools with up-to-date library materials and to ensure that school library media centers are staffed by well-trained and professionally certified school media specialists. The program is administered by the Department of Education and is the first program specifically aimed at upgrading school libraries since the original school library resources program was established in 1965. Numerous studies* show there is a clear link between the quality of library media programs in schools staffed by an experienced school library media specialist and student academic achievement. School library media centers can contribute to improved student achievement by providing up-to-date instructional materials aligned to the curriculum and instructional practices, collaborating with and supporting teachers, administrators, and parents, and extending their hours of operation beyond the school day.

It is the mission of the Grand County School District Library Media Centers to provide students and teachers with the materials, reference services and facilities for the completion of curriculum related projects and for the pursuit of personal interests. The following collection development policy supports this mission. COLLECTION MANAGEMENT Responsibility for Selection The final authority for the determination of policy to guide the selection and acquisition of library materials is vested in the Grand County Board of Education. The library media teacher will have full responsibility for the selection of materials with the general consent of the Principal, Superintendent, and the Board of Education. Criteria for Selection Other criterions are:
  • Appropriateness for the age, interests, abilities, learning styles, social development, and maturity levels of the students.
    Potential to motivate students and staff to examine their own attitudes and behaviors; to comprehend their duties, responsibilities, rights, and privileges as participating citizens in our society; and to make informed judgments in their daily lives.
    Representation of the diversity of religious, ethnic, political, and cultural values held in a pluralistic society.

    Discussion of the Issues:
    ULC Research Projects: 1997-98
    KULC, in cooperation with Salt Lake Community College, Utah Valley State College, and the University of Utah, conducted two studies this past year to determine reasons why telecourse students are having difficulties, if any, with their distance learning program. Specifically:
    Case Study #1: Study of Factors Causing Students to Withdraw from KULC Telecourses.
    The purpose of this study was to determine why telecourse students those who completed three or more weeks of a telecourse chose to withdraw prior to the final date for withdrawing from classes. Students were drawn from the rosters of 20 telecourses offered by the three participating institutions during Fall term 1997. Total enrollments from the three schools for that term equaled 991; 133 students were identified as individuals who had dropped the classes thus becoming part of the group to be interviewed. The primary reasons for withdrawing were lack of time (e.g., not enough time, personal and/or family conflicts, work conflicts), perceived quality or value of the course (e.g., class wasn’t what I expected, course work was too difficult, poor instructor, syllabus problems), performance (e.g., not doing well/getting poor grades, course work was too difficult), and cost (e.g., can’t afford to stay enrolled).
