    Area Codes The area code is in the Wasatch Valley, which includes Salt Lake City, Provo, and Ogden. Most of the rest of the state is in the area code. Business Hours Banks are typically open Monday through Thursday from 9am to 3pm, Friday from 9am to 6pm. Drive-up windows may be open later. In general, business hours are Monday through Friday from 9am to 5pm. Many stores are also open on Friday evening and Saturday; those in major shopping malls have Sunday afternoon hours as well. Some supermarkets are open 24 hours a day. Emergencies In almost all parts of Utah, dial tel. for fire, police, or ambulance. No coins are needed at pay phones for 911 calls. In a few rural areas, you need to dial "0" (zero) for an operator. Liquor Laws The legal drinking age is 21. Utah's drinking laws are a bit odd, but you can buy alcoholic beverages almost everywhere in the state. You can buy 3.2% beer (read on if you're not sure what that means) and malt coolers in supermarkets and convenience stores 7 days a week; stronger beer, wine, and hard liquor are available only at state-owned liquor stores and package agencies, which are closed Sundays and state holidays. Buying liquor, beer, or wine by the drink is a bit more complicated. Most of the better restaurants can serve alcoholic beverages with meals starting at noon. In most cases, you'll have to ask for a drink they won't offer to serve you one. Some establishments are licensed as taverns and can sell 3.2% beer only. There are also "private clubs," which actually aren't private at all: They're essentially bars, and may or may not be attached to restaurants. You have to be a member to enter, but you can go in as a guest of a member or buy a 2-week membership, usually for $5 to $10. Private clubs can serve beginning at 10am Monday through Saturday and at noon on Sunday. Liquor by the drink cannot be sold after 1am Monday through Saturday or after midnight on Sunday.

    The Packer Corporation, a Delaware corporation engaged in billboard advertising and authorized to do business in Utah, was prosecuted under this statute for displaying a large poster advertising Chesterfield cigarettes on a billboard owned by it and located in Salt Lake City. The poster was displayed pursuant to a general contract for advertising Chesterfield cigarettes, made by the defendant with an advertising agency in the state of Ohio. The journalistic business climate both in Salt Lake City and in other cities around the state, Baker said, contributed to a monopoly or oligopoly dilemma that inhibited competition, employment, salaries and in-depth reporting. Baker, whose name has since become identified with hard-hitting in-depth reporting, also charged: - Utah's open records laws were among the worst in the nation.

    Discussion of the Issues:
    Internet Access RFP:
    Utilization of the Utah Education Network's T3 (approximately 45 Mbps) connection to the Internet continues to grow at a significant rate. A chart which shows the growth of UtahLINK’s utilization (both peak and sustained use) is included under this tab. With the recent trend in sustained traffic growth of approximately 6.75% per month, projections indicate our reaching and sustaining use at the maximum capacity of the T3 near the end of calendar year 1998, with peak traffic reaching the maximum capacity of the T3 around October 1998.
    UtahLINK has prepared a Request for Proposals (RFP) for a larger capacity Internet connection. The RFP will be released through the University of Utah purchasing department in April. A committee with representatives from higher education, public education, state government and the Utah Education Network is being formed to review RFP responses and ultimately select a vendor. It is anticipated that a vendor will be selected by mid-June, with the new connection becoming "live" in mid-October. It is too early to reliably predict what the cost of the additional bandwidth will be.
    For the information of the Steering Committee the following sections of the RFP: Section I - - Purpose of the RFP, Section 3 - - Specifications, and Section 4 - - Proposal Evaluation are included under this tab.

    President Bush now says he will fire for convictions, not mere leaks. The consensus of lawyers is that Karl Rove will be indicted by the grand jury now in session in Washington, DC, in the Valerie Plame outing case and not for what you think. Special prosecutor Patrick Fitzgerald appears to have a slam-dunk case under Title 18, Sec. 641, USC (which is NOT about outing a covert agent) just as the DOJ did for leaker Jonathan Randel, who got a year in prison. Karl Rove was abandoned by both of his parents the man he called Dad left home, Rove found out "Dad" wasn't his father after all (his aunt and uncle "outed" this at the dinner table), and his mother committed suicide.

    George Bush, his soulmate, won't can't abandon him: Bush was abandoned by his parents emotionally, in a shocking way, as I will relate. As a result, Bush is a flawed man who is totally dependent on Rove emotionally as well as professionally. So Bush would never fire him.
    However, here's why special prosecutor Patrick Fitzgerald could go down in history as the man who caught Rove. According to a famed Chicago judicial activist Sherman Skolnick, who knows everyone and everything that goes on in the Clout City's courts Fitzgerald is honest and "hardnosed" and he has the goods on various people in this case. Besides, there are statutes (below) and case law (United States vs. Randel) to cover what Karl Rove has *admitted* to. Yes, admitted to. Where they apparently "have him" is on CONVEYING WITHOUT AUTHORITY A THING HAVING VALUE (information has a market value to magazines and newspapers), and WHICH BELONGS TO THE GOVERNMENT. A Georgia man, Jonathan Clay Randel, was convicted under this law by Bush's Justice Department. There *will* be an indictment. It will be multicount; but the charge on Title 18, Sec. 641 USC is the easiest to prove, as I will illustrate.
