RETURNS/RECALLS Purpose: The Interlibrary Loan (ILL) program at the College of Eastern Utah Library allows patrons access to materials owned by other libraries. These would be items CEU Library does not have in its own collection. Eligibility: Interlibrary Loans are available to all Library patrons who do not have overdue items and/or late fines on their library account. Background
Too often the histories of small-town newspapers, and the people who worked long hours to produce them, are forgotten. Newspapers are a primary source of historical information, and are useful to scholarly researchers and laypeople alike. Historical newspapers are immensely popular with genealogists and historians, and it is the broad appeal of these materials that garnered so much support in the academic and public library communities to drive the Utah Digital Newspapers project. In spite of their popularity, newspapers are also one of the most difficult and inefficient research materials, and they are often not consulted by researchers simply because they are so difficult to use. Regional historical newspapers are rarely indexed, and therefore cannot be searched, and are usually found only in microform in centralized locations. Thus, their use is limited to one user at a time in one place and to non-electronic browsing. Numerous attempts at digitizing newspapers have been made over the past ten years [ ]. In most efforts the cost of digitization and file storage and the lack of good optical character recognition (OCR) technology outweighed the achievements. More recent efforts have required a specialized newspaper-specific software package that does not integrate into the larger digital collections offerings [

Mamie Bittner mbittner@imls.gov Printer Friendly Version Seven Appointed to the National Museum and Library Services Board WASHINGTON, DC On November 20, the U.S. Senate unanimously confirmed seven Bush nominees to serve as members of the National Museum and Library Services Board. The 20-member board advises the Institute of Museum and Library Services and makes recommendations for the National Award for Museum and Library Service, the nation's highest honor for extraordinary public service provided by these institutions. "These seven distinguished individuals will make a tremendous addition to our board," said IMLS Director Robert S. Martin. "IMLS is dedicated to creating and sustaining a nation of learners by helping libraries and museums service their communities. With their policy advice, the National Museum and Library Services Board members will help IMLS support libraries and museums in their role as centers of lifelong learning. This newly structured board will have capacity to encourage synergies and as well as to enrich discussions with unique knowledge and expertise about issues that challenge libraries, museums, and the public." In September 2003, President Bush signed into law the Museum and Library Services Act. One of the changes the act required was to streamline agency administration by creating one advisory board with representatives from both the museum and library communities, including the chairman of the National Commission on Libraries and Information Sciences (NCLIS), who serves as an ex-officio, nonvoting member. Until that time, museum advice was provided by the National Museum Services Board and library advice by NCLIS. The new members represent the library community; when they are sworn in at the next board meeting in February they will join their museum counterparts, and for the first time the board will be constituted as the act envisions.
