electronically delivered learning or e-learning A growing body of evidence supports the conclusion that when e-learning is deployed with identical attention to the enabling details that characterize high quality face-to-face instruction, it can effectively complement, enhance, and expand educational options available for K-12 students. In cases where e-learning is appropriately deployed, educators can generally anticipate student academic performance that is at least equivalent to traditional classroom instruction (Cavanaugh, 2001). Online Courses and Virtual High Schools Internet use in K-12 schools and postsecondary institutions is having a profound impact on the evolution of computer use and the curricular integration of new learning technologies (Valdez et al., 2000). For example:

The Utah Education Network (www.uen.org) delivers resources to Utah's education community with operations including a data network, two public TV stations, and a statewide analog video-conferencing network. Introduction
Challenge In 1994 when UEN's UtahLINK data network first started operating, it utilized Solaris-based proxy servers at the main data center and at each hub site to deliver high-speed Internet access to its customers. "The first year we saw 4 million proxied objects," says Don Porter, senior network engineer for UEN. "The next year we experienced 16 million per month and the year after we had around 60 million per month. By the end of the 1998-1999 school year we had just over 300 million proxied objects a month." Porter adds that the majority of their traffic occurs during school hours, concentrated between 7:30 am and 3:30 pm.
Novell Solution Maintaining the Novell ICS appliance is just as easy as its installation. "It requires a lot less maintenance than any other solution that we've looked at," Porter says. "It's easier to take care of." UEN is also very pleased with the Compaq management utilities built into the ICS appliance. "Compaq Insight Manager is great!" Porter states. "I appreciate the fact that Insight Manager is integrated into the TaskSmart appliance. The Web interface is wonderful. It makes it so easy to use." Porter sums up his feelings on the Novell ICS appliance's ease of management by saying, "ICS is a solution that we can put in and it pretty much takes care of itself."

    The Davis School District will host a boundary information meeting Wednesday evening at 7 p.m. at Sunset Junior High School, 1610 N. 250 West, Sunset.
    The meeting is for parents and other interested members of the public who would like to learn about the district's elementary school boundary study and find out how they can be involved in the process.
    The boundary study, once completed, will establish attendance boundaries for a new school In Clinton, as well as re-establish boundaries for neighboring elementary schools affected by the addition of the new school.

Utah Education Network (UEN) UEN is a consortium of education, government, and business organizations, serving the educational needs of 475,000 Utah students through an advanced fiber-optic backbone. The publicly funded network connects public schools and universities, as well as applied technology centers. In 1994, Qwest formed an anchor tenant partnership with Utah to construct a fiber-optic based Wide Area Network (WAN). Working with Qwest engineers, UEN was then able to launch several education technology programs: EDNET, UtahLINK and Utah Electronic High School. In FY2003, $14,987,300 was allocated for UEN and its component programs, which include: EDNET - The state’s largest videoconferencing system with over two hundred locations, it connects high schools, universities, colleges, and technology centers. The program, which began in 1983, offers a core curriculum to all high school students. In addition, it offers limited college and university courses, teacher recertification courses, etc. UtahLINK - Implemented in 1993, it connects 790+ elementary, middle, alternative, and secondary schools to the Internet. Benefits of the program include services such as parental access to student records, free Internet connectivity to individual public schools, access to the Utah Electronic High School for rural and remote students and online access to sample lesson plans for teachers and administrators. Along with the state, the program formed a contract with Qwest Communications to become the anchor tenant of a fiber-optic backbone connecting northern and southern Utah. The network uses the state’s nine public colleges and universities as hubs along the backbone.
