Health Education
The Utah State Board of Education requires instruction in health education by grade levels (3-6, 7-8, and 9-12) in Administrative Rule
As part of the rule, the state board also established the Health Education Core (1997-1999), a set of standards for students in grades K-12. The Health Education Core also includes a suggested curriculum for schools to follow should they wish to do so.
While students are expected to learn and know the health standards, the state does not require them to pass a statewide exam covering health education topics at any point in grades K-12.
HIV, STD, and Pregnancy Prevention Education State Code (2002) requires the Utah State Board of Education to establish curriculum requirements that include instruction in the prevention of communicable diseases in grades 8-12. The state's Health Education Core provides further detail on suggested grades and topics: in grades 3-12 students are to receive instruction in the prevention of communicable diseases, including HIV; in grades 7-12 students should additionally receive instruction in other sexually transmitted diseases and pregnancy prevention.

Since 2000, Intel Utah donated $2 million to Utah education and community programs. Intel Utah strongly supports K-12 education through funding for programs that advance science, math, engineering, and technology education, particularly for women and underrepresented populations; equipment grants to targeted schools, selected by Intel, through our Technology for Schools Program; and volunteer efforts under the Intel Volunteer Matching Grants Program. The most popular Intel Involved program is the Intel Volunteer Matching Grant Program (VMGP). The VMGP will reward Intel employees who volunteer their time in the local public and private schools by matching the number of volunteer hours with cash grants. For every 20 hours an employee volunteers in a school, the Intel Foundation will match those hours with $200. The hours can also be combined with a group of employees to earn dollars for a school. For the 2003-04 school year, 4 schools received VMGP donations totaling $1,000. Fourteen employees volunteered their time at local schools.

Partnership Coordinators who have a firsthand knowledge of the needs and resources in their schools are appointed in each district, university, college and applied technology center. They work closely with businesses, government/community organizations and parents to articulate common goals and develop action plans which meet their specific needs. Fifteen types of partnerships are reported in the K-12 schools, applied technology centers, colleges and universities in Utah. The Utah Partnership continues to provide training on how to develop partnerships and to articulate the benefits of partnerships. Workforce Training resources have been identified by The Utah Partnership, the Utah Department of Workforce Services, the Utah Department of Community and Economic Development, the Utah System of Higher Education, and the Utah State Office of Education. We believe that publicly-supported education is vital to the strength of our community and nation. We do not believe, however, that a public-sector monopoly, subject to all the inherent problems of monopolies, should be the only provider of publicly-funded education.
We envision a vibrant education system, characterized by abundant choice, which offers excellent education to all students through diverse, competitive providers. The focus of education should be on the child, not the system.
One Size Doesn't Fit All
Monopolies lack the incentive to be responsive to their customers. They deliver lower-quality services at higher cost than they would if they were subject to competition. Monopolies don't respond well to unique consumer needs. By nature, they produce highly standardized products and services.
Unfortunately, these same traits exist within Utah's current public education. As a result, our students' academic performance is barely above the national average despite demographics that support much higher achievement.

We looked at where we were and where we wanted to be and what we were missing to accomplish it. We used the NetDay contacts to assist districts to get better funding for internal wiring and community organizations willing to assist them. We also provided opportunities for mentoring kids interested in IT fields. We had a matching service between interested students and volunteers in the state.
