Financial Security Resources National Extension Money Management Users Guide WHAT: The National Extension Money Management Education Framework articulates personal finance principles found in the Family Development and Resource Management Base Program. It outlines a model of National Extension personal finance education providing common ground for extension professionals throughout the Cooperative Extension System. PURPOSE: By coming together to agree on a common set of goals, we are more likely to harness the great power that exists within our system. By focusing on what we share, we can communicate our goals and priorities more effectively with others at local, state, and federal levels. It is hoped that county extension professionals, state specialists, and administrators will use the Framework to better understand and communicate to others what is believed to be important in personal finance education and to design balanced and comprehensive programs. FOR WHOM: The Framework provides common language for professionals who design, deliver, and evaluate personal finance education programs; for administrators, advocates, and partners to communicate our priorities both to those inside and outside of Extension who might be unfamiliar with our goals and programs; and for potential collaborators and funders who need to know the scope of personal finance education. It is not meant to be given directly to consumers.

State of Utah Cuts Red Tape and Reduces Costs with Cognos Business Intelligence Division of Finance Tracks Effectiveness of State Services with Cognos Solution "The clear choice was Cognos reporting and analysis," said Sanderson. Users are able to share reports via the Web and generate their own reports quickly and easily. The end result, according to Sanderson, has been the ability to not only share data effectively but also determine the effectiveness of policies and legislation through sophisticated cost-benefit analysis. The Cognos solution is currently in use in state courts, by legislative staff and financial officers. The officials use Cognos reporting and analysis to measure and track the costs and benefits associated with particular programs or legislation. In this way, staff can effectively evaluate the merits of restoring, cutting or enhancing funding for those programs or discontinue legislation.

The BLM's
MANAGEMENT CONTROL PROGRAM
Accomplishments for Fiscal Year 1997
During fiscal year 1997, the BLM corrected the Trans-Alaska Pipeline System material weakness. The Bureau was also successful in completing scheduled FY 1997 corrective actions on the remaining two material weaknesses: inadequate range monitoring, and oil and gas production accountability. Through BLM's Management Control Review Program, three new material weaknesses were identified: the administration and oversight of the BLM Nevada land exchange appraisal process, needed upgrades for the Wild Horse and Burro Adoption Program Data Base, and administration and oversight of the Wild Horse and Burro Herd Management Program. The results of management control reviews conducted during FY 1997 indicate that BLM's systems of management, administrative, and financial controls provide reasonable assurance that the objectives of the Federal Managers' Financial Integrity Act have been achieved.
Redesigning the Evaluation Process
A new approach to conducting evaluations has been developed by the Bureau. It is based on the concept that preventing problems is better than detecting them after the fact. Two interlocking components are involved: local self-assessment and national validation. An Implementation Team made up of both field office and headquarters members has embarked on the Phase 2 goal of building efficiency, effectiveness, and accountability into all of the Bureau's processes.
