    Director, Public Information Corporate Computer Sciences Corporation News Release November 18, 1999 UNIVERSITY OF UTAH AND THE MEDICAL COLLEGE OF GEORGIA WILL PARTICIPATE IN AAMC-CSC MANAGEMENT PROGRAM EL SEGUNDO, Calif., Nov. 18 Two additional medical schools the University of Utah School of Medicine and the Medical College of Georgia (MCG) have entered into agreements with Computer Sciences Corporation (NYSE: CSC) to design and implement strategies to improve financial performance and productivity at their institutions. The agreement is part of the Association of American Medical Colleges (AAMC)-CSC Mission-Based Management (MBM) program. The program was developed by the AAMC in partnership with CSC to assist medical schools in the financial management of their resources through better understanding of faculty productivity and more open dialogue among institutional leadership. As part of the program, AAMC sponsors “expert panels” and “user-groups” to assist medical schools in their mission-based management efforts. Expert panels discuss and report on measures to assess faculty productivity and contributions to the education, research and care missions of each institution. User-group meetings allow participants an opportunity to share lessons learned, identify best management practices and discuss individual experiences and implementation processes.

    SECTION II - Annual Report A. Objectives 2. Develop in-depth follow up training in specific resource areas, to meet needs identified by program participants. 3. Evaluate the program in terms of adoption of management concepts and resource sustainability following implementation of the WIRE process by selected cooperators. B. Abstract Over the past year, the Montana WIRE Teams offered six courses, two courses were offered by the Wyoming Team, and the Utah Team scheduled two courses in that state. In addition, an hour-long satellite broadcast was organized and offered by the Wyoming Team. While this was funded by a USDA Managing Change in Agriculture grant, demand for the broadcast indicates the level of interest across North America in this approach to ranch/farm management. While site registration was not required, (coordinates were freely distributed) over 65 sites across the U.S. and Canada registered to receive the broadcast. National review team comments on this broadcast and program may be found in ATTACHMENT A. In depth training on property transfer, goal setting, and other programs were offered to graduates of Montana courses. The Montana WIRE team also held an instructor training session, training an additional 11 faculty members. This brings the total number of WIRE instructors in Montana to 35. The Montana Team also developed and posted WWW (World Wide Web) pages supporting and explaining the WIRE program in that state.     The Governors' Liaison Program is a partnership established in August 1997 between the Governor of each
    state and the Census Bureau to work together to make Census 2000 more accurate and less expensive. The
    Governors' Liaison Program provided an excellent vehicle to share and exchange information between the
    Census Bureau and the Governor's office. Each state named a Census 2000 Liaison including the
    District of Columbia. Following Census 2000, the program will focus on data collection and delivery during the non-decennial years.
    We will use the partnerships created during Census 2000 to keep the states informed of programs that are

    U.S. Treasury Offset Program
    General Information
    The Treasury Offset Program (TOP) is a government-wide debt collection program administered by Financial Management Services (FMS), a bureau of the U.S. Department of the Treasury. This program allows for state agencies to intercept federal income tax refunds and apply them to delinquent state tax. The Tax Commission sends 'Notice of Intent to Offset' by certified mail to the last known address of the taxpayer explaining their debt will be forwarded to TOP if not satisfied within 60 days. Once TOP receives the debt, the federal income tax refund may be taken to pay down the state debt. This process is referred to as offset . Any remaining amount is sent to the debtor. Financial Management Services mails notification to the taxpayer explaining why the federal refund was reduced. The letter includes pertinent state agency contact information and explains it could take several weeks before the federal refund reaches the state agency. Currently, it is taking four (4) weeks to update to USTC records

      Alternatives Program
      The Alternatives Program offers in-home services to persons to enable these individuals to remain in their own home for as long as possible. If these services were not available, these seniors who have health, mobility or functional limitations would not be able to continue living in their current living arrangements. The program offers a wide variety of in-home services available to adults based on an assessment of their needs. The individual receives a comprehensive assessment by a case manager and, at times, a registered nurse, examining the client's physical, mental, social and financial status. The case manager works closely with the individual, their family, and other social and health agencies to identify service needs and the funding resources available to meet those needs. The case manager develops and manages a comprehensive care plan of services designed to maintain the individual at home based on the assessment. Services are monitored monthly by the case manager to re-evaluate the individual's needs. Services that may be Available Case Management: Assessment, development of a care plan, coordination and monitoring of formal and informal services.
