    SECTION II - Annual Report A. Objectives 2. Develop in-depth follow up training in specific resource areas, to meet needs identified by program participants. 3. Evaluate the program in terms of adoption of management concepts and resource sustainability following implementation of the WIRE process by selected cooperators. B. Abstract Over the past year, five courses were offered by the Montana WIRE Teams, 1 course by the Utah Team, and 3 courses offered by the Wyoming Team. Indicative of the growing demand for WIRE programs in the Western region, a course was requested/offered in Swift Current, Saskatchewan; as well as one in Idaho Falls, Idaho. In addition to the offerings of the integrated management course, follow up courses on financial management and marketing and risk management were also offered in Wyoming. Standardized Performance Analysis (SPA) and other educational programs were also provided for those looking to intensify the management of their operations. In depth training on property transfer, goal setting, and other programs were offered to graduates of Montana courses. The Montana WIRE team also held an instructor training session, training an additional 11 faculty members. This brings the total number of WIRE instructors in Montana to 24.

    Editor's note: House Joint Resolution 12, sponsored by Representative Mike Styler, passed favorably out of committee with a unanimous vote on Feb. 4, 2002. The director of the Utah Division of Wildlife Resources, Kevin Conway, read the following statement to the House committee. The statement represents the Division's position on wolves in Utah. House Joint Resolution 12 PDF format As Director of the Division of Wildlife Resources, I appreciate the opportunity to speak in support of H.J.R. 12. This resolution addresses an issue, wolves in Utah, which has been a topic of much discussion for the past few weeks. Although this resolution is relatively short and straightforward, I believe it makes an important statement to the United States Fish and Wildlife Service, the Utah Division of Wildlife Resources and the citizens of Utah. The resolution points out that wolves need to be removed from the Endangered Species List, with management authority being transferred to the State of Utah. Since the capture of a wolf in Morgan County, I have been asked questions such as "is there a place for wolves in Utah" and "are wolves welcome in Utah". In my opinion, the answer to these questions is very dependant upon the legal status of wolves. If wolves remain under the protection of the Endangered Species Act, the range of opinions and emotions relating to them will become more polarized than they presently are. Wolves will always be a controversial species, making management difficult. However, absent the Endangered Species designation, I believe the citizens of Utah have the ability to work together to develop a balanced, management strategy that addresses the concerns of the state's diverse population.

This program has been in the capable hands of Judy Harris, Utah County Extension educator for the past year, following the move of the former coordinator, Liz Gorham, to South Dakota. If you are currently using the High School Financial Planning Program (HSFPP) in your teaching, you can feel confident that you are providing an excellent opportunity for youth to increase their financial knowhow. The High School Financial Planning Program has been proven effective in increasing the knowledge, behavior and self confidence of youth across the nation. What the research indicates is that teachers using the High School Financial Planning Program can make a difference in the financial futures of young people. Through HSFPP, students are taught the principles of goal-setting, record-keeping, income enhancement, the habit of saving, wise use of credit, risk protection and investing early for sound lifelong financial management practices.     The state is very strong at planning. Its population projections show a boom in births that will increase the number of children entering school from about 2,800 a year to a staggering 14,000 a year in five years.     Intergovernmental Review (SPOC List)
    It is estimated that in 2004 the Federal Government will outlay $400 billion in grants to State and local governments. Executive Order 12372, "Intergovernmental Review of Federal Programs," was issued with the desire to foster the intergovernmental partnership and strengthen federalism by relying on State and local processes for the coordination and review of proposed Federal financial assistance and direct Federal development. The Order allows each State to designate an entity to perform this function. Below is the official list of those entities.
