The purpose of the Utah Personnel Development Center is to respond to statewide personnel development needs as identified by the Utah Special Education Consortium for students with disabilities.
Special educators, regular educators, paraprofessionals, parents, administrators, ancillary personnel and students with disabilities from all 40 school districts, State Operated Programs, Utah Parent Center,and Institutes of Higher Education. Training and services can be arranged through the Special Education Director of each district with individual Personnel Development Plans (PDPs) for each agency.
1. Inservice training in "validated educational practices" and other educational procedures. (Training is provided at the awareness, understanding and application levels.)
2. Facilitation with groups or individuals to help them solve immediate concerns and/or future issues and concerns.

Introduction
Internet technologies continue to transform the library profession and redefine how we communicate with professional colleagues and peers. IP (Internet Protocol) videoconferencing provides increased opportunities for librarians to engage in virtual teamwork and e-collaborations. The use of video conferencing by a consortium in Utah has revitalized committee work and continuing education within this large western U.S. state. Academic libraries in Utah are separated by hundreds of miles. With only thirteen higher education institutions in Utah, the Utah Academic Library Consortium (UALC) has been extremely effective in promoting valuable collaborations and cooperative resource sharing for decades. Many libraries have consistently benefited from important cooperative efforts. UALC librarians have worked together successfully in many areas including interlibrary loan, collection management, information literacy programming library services to distance learners and chat reference. The collaborative library work environment in Utah requires librarians from St. George (not far from Las Vegas) to serve on committees with librarians from Logan (near Idaho).

Subject: Project SAVE, Safe Schools Against Violence in Education Act: Instruction in Civility, Citizenship and Character Education The State Legislature and the Governor have enacted a new law which requires instruction in civility, citizenship and character education. The new law amends existing Education Law as follows: "§801-a. Instruction in civility, citizenship and character education. The regents shall ensure that the course of instruction in grades kindergarten through twelve includes a component on civility, citizenship and character education. Such component shall instruct students on the principles of honesty, tolerance, personal responsibility, respect for others, observance of laws and rules, courtesy, dignity and other traits which will enhance the quality of their experiences in, and contributions to, the community. The regents shall determine how to incorporate such component in existing curricula and the commissioner shall promulgate any regulations needed to carry out such determination of the regents." School districts are encouraged to establish a process for analyzing their existing efforts, kindergarten through twelfth grade, in providing instruction in civility, citizenship and character education. Through this process, districts can build upon established practices to strengthen curriculum and staff development in these areas. Attached are lists of materials to assist school districts in complying with the requirements for instruction in civility, citizenship and character education. These lists are offered as a resource to school districts in meeting the requirements of the SAVE legislation. Updated information can be found at

AREN DENNING'S fourth-graders dashed into their classroom last October and hugged the desks.
Students at Syracuse Elementary School leave their portable classrooms at the end of a school day. The 900-student elementary, struggling to meet growth, is in Davis School District. The Syracuse Elementary students were thrilled finally to have their own portable classroom after spending about two months in the media center. "It's hard not to have your own room. . . . You just don't feel that you have the organization that you need," said Denning, who resumed her teaching career at the burgeoning 900-student elementary in Davis School District this year. About a dozen other portables surround the school. "Now it feels like we're home and have a place of our own." Another 110,000 kids are expected to push through school doors by 2010. That's near the combined enrollment of Granite, the state's largest school district, and booming Alpine School District.

You'd have to live in a box not to know that schools and school administrators are under enormous pressure today. Recently, I read with concern and dismay as David A. Smith, principal of McMillan Elementary School in Murray, Utah laid out the issue for his colleagues on the K12ADMIN listserve. He poses the very real likelihood that becoming a principal may simply be too 'costly' for any sensible person to undertake in the future. ISEM spoke with Dave about what vendors could do to help. Below is an abridged copy of the original letter he posted to the Net, including some of Dave's insights about where principals could use a hand. It seems to my colleagues and me that a principal's duties grow every year - sometimes every clay. I also speak of the social concerns, the federal guidelines that add reports and increased requirements for accountability, the various plans that need to be generated in my state (professional development, school improvement, reading, and so on - I'm sure you have correlates in your state), new teacher (valuation systems that will require about a 100 percent increase in the amount of time necessary to observe and evaluate a teacher, the data analysis requirements that the state and federal legislation require and so on. I've been a principal for 16 years and the load is growing all the tune.

Texas educators have been quick with their criticism, citing insufficient funds for teachers, buildings and special programs. Funding for teaching English language learners is in the mix of these issues. Bilingual education teaches English to children and gives them a chance to use it. At the same time, they are taught core subjects like math and science. The facts show that bilingual education is a small investment that pays big dividends for the country in the form of a well-educated work force.

Boston Public Schools (BPS) , local businesses and intermediary organizations. Central to the visit was learning how school-to-careers (STC) has been integrated to broader education reform efforts within BPS and its 128 schools. Participant comments on education reform initiatives:
  • Leadership is critical to initiating reform, but the buy-in of all staff and students is necessary for any reform to establish lasting and positive change. Maintaining high standards for all students increases the likelihood of their success. Money is criticalfor professional development, for more teachers and for school improvement. Professional development is an important element in improving education. After-school activities are an effective way of connecting young people to other institutions and individuals in their communities. Broader regional or state-wide coordinating committees can be effective in addressing challenging areas such as standards and assessment.
