Focus on Education Utah Officers Head Back to School By Julie Slama
Ms. Slama works in the Public Information Office of Salt Lake Community College in Salt Lake City, Utah. More and more Utah law enforcement officers are college-bound as part of a new venture between Salt Lake Community College (SLCC) and a number of Utah police departments. While the idea of officers' pursuing college degrees certainly is not unique, how many of them can say that they attended college classes held at the police station or a police training facility? On any given day, Utah citizens can see officers of all ranks walk into the department with textbooks under their arms. Law enforcement administrators recognize that the complex demands of the job dictate that officers receive as much training and education as possible. Officers themselves realize the value of learning and understanding the attitudes, views, and perspectives of others. Bringing the college classroom to the officers shows citizens an agency's commitment to law enforcement professionalism and its desire to have educated officers serving the community. Program Inception The partnership between the college and the police departments began when SLCC's criminal justice coordinator and the Sandy City police chief met to discuss the idea of bringing the college's program to the officers. The agency had an on-site classroom equipped with CD-ROMs, TV/VCR units, and other instructional technologies. With this learning environment already in place, the chief realized that very little stood in the way of implementing a program that would give officers an avenue to higher education. Sandy City's officers enthusiastically welcomed the opportunity to attend college. As word of the program's success spread, five other law enforcement agencies-Salt Lake City, South Salt Lake City, Murray, and the West Valley City police departments and the Salt Lake County Sheriff's Department-joined in the venture.

The Sacramento Bee Monday 27 June 2005 It's one thing for a state to pass a law forcing unions to get annual written consent before spending their members' dues money on politics. But it's another thing entirely to make it work, as four of the five states with so-called "paycheck protection" laws on the books have learned. With California voters poised to consider an employee-consent law for government workers on November's special election ballot, only Utah is seeing its effort to check union political spending change the public policy world. In Washington, the unions have blunted employee-consent laws in the courts and are spending money on politics like never before. In Michigan, union political outlays still reach into the millions, while in Wyoming, labor spending increased after passage of employee-consent laws. Idaho's voluntary contribution law has since been enjoined in federal courts.

CREATION Creation of the district was authorized by the 1890 territorial free school law. Salt Lake City Mayor George M. Scott, acting as president ex-officio, organized the first Board of Education on July 19, 1890. Board members met in the City Hall. The board was organized to take over the twenty-two ward schools and establish a single public school system for Salt Lake City. The district revised its mission statement in 1993: "The Salt Lake City School District, as a catalyst for creating a new standard of excellence, will ensure high levels of student learning and performance in all schools and will prepare all students to pursue and celebrate lives of continuous learning and service in a diverse, global society." (From the Salt Lake City School District employee newsletter, October 13, 1994, pp. 1-2.) FUNCTIONS ADMINISTRATION The district is governed by a seven-member Board of Education of Salt Lake City, which is elected by the citizens of Salt Lake City in a general popular election. Board members elect a president and vice president at the time new members are sworn into office. The board appoints a superintendent and a business administrator (one of three assistant superintendents) whose duties and responsibilities are to some extent prescribed by Utah State statutes. The district is also subject to the general oversight of the Utah State Office of Education. This includes a budget approval process that is compliance oriented and is more ministerial in nature than substantive.

http://www.northplains.com/media/pr072704.asp I wouldn't normally carry a news release like this but I have a bit of a personal connection with this story - the folks from UEN were partners in the recent project I did with WCET to research a number of learning object repository software packages, and based on their urging one of those packages ended up being NorthPlain's Telescope product. But I think the story is more generally significant because it adds a spin to the standard 'repository' players. NorthPlains is a Canadian company that has made its fortune selling 'digital asset management' software to large media companies, specifically ones like Sony Pictures. Rural areas often face limited services when working with clients who are Deaf and hard of hearing. Some of these limitations may include a lack of interpreters, lack of social resources, and a lack of cultural, language, and legal understanding on the part of the service provider. These limitations are addressed and possible answers are explored through the use of the Utah Deaf Videoconferencing Model. Through the use of modern videoconferencing technology, Utah has begun to find some answers that may prove helpful to the client, practioner, educator, rehabilitation counselor, administrator, and policy maker, when approaching and dealing with clients who are Deaf. The importance of using technology in this arena is captured in this statement from The U.S. Department of Special Education and Rehabilitative Services, "For people without disabilities, technology makes things convenient, whereas for people with disabilities, it makes things possible" (Heumann, 2000).
