Contributions from: Bruce Schroeder, Mae Taylor Abstract The United States is facing significant economic and social pressures that are impacting our Nation's schools and teachers in the classroom. Students are more culturally and linguistically diverse than ever before. Increased numbers of students with disabilities, limited English proficiency, and students at-risk are entering our classrooms. Students are entering our schools at-risk as a result of changing family structures, and many adverse conditions at home such as lack of supervision, exposure to drugs, violence, poor housing, nutrition, and health care. In the midst of these social pressures, our country's economic transformation from an industrial nation in the early 1900's to an international information economy in the 21st century, necessitates a college degree or specialized technical training for every student in America. Students must exit our schools with knowledge and competencies in basic math and literacy, critical thinking, technological literacy, and lifelong learning to be successful. The public outcry to raise student standards to produce a skilled and knowledgeable workforce in the face of increasing diversity in the classroom, creates a challenge for preparing teachers with new knowledge and skills to address these demands (U.S. Department of Education, 1998).

ASSOCIATE OF APPLIED SCIENCE DEGREE
(Minimum 63 Credit Hours Required)
    The AAS degree is awarded by SLCC after satisfactory completion of a minimum of 63 semester credit hours in a prescribed course of study. (Most programs require more than 63 credit hours.) The AAS degree includes at least 13 credits of general education requirements (10_13 credits in core academic skills and 3_6 credits in general education courses; see General Education Requirements on the following pages) and at least 50 credits in major courses in a specific technical area. The AAS is a two-year degree in a technical area that provides students skills for entering the job market. Although the AAS degree is not designed to transfer, it is accepted by some institutions toward fulfilling bachelor requirements in a few majors. Utah Valley State College, Weber State University and University of Phoenix offer bachelor degree programs that accept credits from certain AAS degrees. Students should see an advisor to find out about options and additional courses they may need to complete before transferring.
      NOTE: Students whose primary intent is to transfer to four-year colleges should major in programs leading to an Associate of Science or Associate of Arts degree.

Page 17 of 25 Utah College of Applied Technology As one would suspect, those who are most supportive of UCAT are those who are business leaders (including many regents) while those who are most critical come from the traditional higher education community and public (K-12) education. Supporters of UCAT's inclusion in higher education argue that from the student standpoint it has been a "smashing success." A regent noted that the inclusion in higher education offers the UCAT institutions a kind of prestige that they did not have before, and therefore encourages more students to seek education at these institutions if they believe they have more "clout" as a college than as a technical center. Another regent argues that UCAT is a good example of how we can provide education more efficiently. "As flawed as the legislation is…I believe that whoever can do it (provide educational opportunity) and meet student needs should do it." Critics of the 2001 legislation argue that it is confusing. While part of the statewide system of higher education, UCAT has its own board and its budget goes through the commerce committee, not the higher education appropriations committee. Another commonly mentioned concern is that the Legislature requires the Board of Regents to create an "associate of applied technology degree" offered on the UCAT campuses and transferable to other USHE institutions. This associate degree requires a general education component that must be contracted out to another institution of higher education.

Page 21 of 25 Conclusion Utah's approach towards higher education policy represents a policymaking process where the outcomes match fairly well the policies that have been implemented. In other words, Utah gets pretty much what you would expect from its higher education system, given the policies it has adopted. As the state looks forward, it is unclear whether the policies and policy approach that it has relied on will continue to be effective. Utah has always emphasized access, but the pressure now to educate more young people and to substantially improve the productivity of the system may put pressure on that commitment. The long-standing policy of funding enrollment growth has encouraged institutions to expand capacity and establish initial access to higher education as a fundamental priority. This approach works when the money is available-institutions are aggressive about taking on new students when enrollment growth is funded. However, for the past several years, the growth has not been funded, and the mood may be changing. "The state has a history/philosophy of wide open access," notes one long-time observer of Utah higher education, but "the tough policy question is whether that can be continued," given fiscal constraints. On the other hand, there is the question of whether political support for higher education might be eroded if the commitment to access was reduced. The general policy approach in Utah has been one that focuses on institutional innovations driven by larger state purposes. Enabling two of the two-year colleges to begin offering four-year degrees in targeted areas was a way to address growing demand through an institutional change. Bringing the applied technology colleges under the umbrella of higher education is another example of this kind of institutional focus. The redirection of enrollments towards two-year institutions was an attempt to shift enrollments among existing institutions. As one observer notes, these policies represent tactical responses to particular issues, in some cases motivated by political or regional interests.

I have been out of town and am just now able to respond to your request. As a scholar and journalist, you will undoubtably appreciate that much of the information that you have requested is available via the Utah Education Network home page. The address is www.uen.org. You will find various links to the information available. However, to save you some time, specific links will access some of the specific information which you have requested. I have listed several of these below. 1. The Acceptable Use Policy can be found at www.uen.org/cgi-bin/websql/utahlink/policy.hts. You will also note that there is a general Utah Education Network (Network) acceptable use policy and policies for each of the public school districts in the state. 2. The report to the State Board of Education was actually a report to a subcommittee of the Board and was generally verbal in nature. The minutes of the subcommittee might be available to you; however, we are not the `owners' of that information and do not have direct access to it. 3. Computer log files of Internet sites accessed through our network. Each of the school districts chooses (completely at their discretion) whether or not to filter and can select sites to filter (or which they would choose not to filter) for their district and for each of the schools within their district. Each log is maintained by the Network for and in behalf of the districts. The districts are the `owners' of the data contained in the logs. The Utah Education Network acts only as the custodian of the data and is not authorized to release those detailed logs. The information which you request can be obtained only by requesting it from the owners and then only if it is not considered and/or designated as `private' under the referenced statute. Generally, the logs could be considered as `private' inasmuch as they reflect individual student and/or teacher accesses to the information available on the Internet. 4. Records of sites `blocked' are a part of the above addressed logs. 5. Obviously, the logs referenced in the Associated Press story are the same logs as noted above. 6. The public school districts in the state of Utah have the legal obligation to determine the curriculum materials which are available to the students in their schools. The Utah State Board of Education has polices that specifically address the kinds of materials with are deemed not to be appropriate for the classroom. The schools districts in the state are acutely aware of the challenge of providing the students which they serve with `world-class' educational opportunities while not introducing or permitting to be introduced materials which are in violation of the State Board's Policies or which may violate the `community standards' regarding pornography. Libraries and Institutions of Higher Education generally do not filter materials available to their students, faculty, or patrons. However, libraries may institute similar criteria as they might presently utilize in building and/or maintaining their collections. There are several software packages which permit libraries to implement criteria which is inclusive of sites and information which is aligned with their selection criteria. Additional informational regarding filtering categories and statistics in aggregate form for the public schools of the state is available at www.helpdesk.k12.ut.us/filtercon.htm. 7. As noted earlier, the public school districts have the option as to whether or not to filter. The decision is under their direct control and specifically related to their policies regarding curriculum materials available to their students. Additionally, they have the option to select to either permit or to preclude access to any specific site. 8. Documents that describe the effectiveness of the filtering software are available on the above referenced web addresses. 9. There is not a document which `tallies' the costs involved. Filtering is a service which is offered to the public school districts of the state and is provided as a function of the Networks's Help-desk facility. 10. There is not a document which `orders' the Utah Education Network to provide `filtered Internet access'. As noted, it is service which is available to the public school districts. It should also be noted that legislative language requiring all school districts in the state to filter Internet access was introduced in the 1997 Legislative Session. The bill was modified to establish a commission which reviewed the present procedures and options available to the districts. The commission determined that the process, procedures and options available to the districts were adequate and were appropriately aligned with state law and the policies of the State Board of Education. I believe that this answers each and all of your questions and appropriately reflects our desire to act as the steward and/or custodian of the data referenced herein under the Utah Government Records Access and Management Act.
