GEOGRAPHY OLYMPIAD
    Contact: Norma Jean Remington Davis School District 45 East State Street Farmington, Utah 84025 nremington@dsdmail.net The Geography Olympiad is open to 9th grade teams (4 students) from across the state. The meet has been the last few years at Bennion Junior High. The competition yields Orienteering, GIS, Problem-Solving, Geography Bowl, Human and Individual test and Maps, Charts and Graph team test. There is a traveling trophy for top over-all schools. Medals, plagues, and ribbons go to teams and individual winners with certificates, t-shirts, food and fun for all. Walker Works to Restore Structural Balance to General Fund
Gov. Walker today announced her fiscal year 2005 budget recommendations that maintain quality education, restore the structural balance of the General Fund, protect the basic services of government, and exercise conservative fiscal management. The total state budget recommendation for fiscal year 2005 is nearly $8 billion, including federal funds. The state tax revenues portion of the total budget is projected to increase by 2.9 percent or $104 million. Last week the governor recommended a 6.9 percent increase of $115.8 million in new state money for public education funding. The increase includes $30 million for reading achievement in Performance Plus. Walker also recommended $24.9 million in new state money to fund higher education.

    The project will capitalize on existing partnerships and create new alliances within the educational community, with parents and other consumers, and with other state agencies to improve the overall quality of services delivered to students with disabilities. The State Improvement Grant has three primary goals:
  • Implement a decision-making infrastructure that will systematically and progressively improve access to and quality of instructional services at every level of the state educational delivery system. Implement changes in policy, technical assistance to administrators, and personnel preparation activities to ensure that the students with disabilities have access to, placement in, and progress within the general curriculum.     When it comes to public education, money doesn't necessarily correlate with performance. States and districts that spend the most per pupil (such as Washington, D.C.) do not necessarily have the best schools, and states that spend the least per pupil, such as Utah, do not have the worst schools.
    So it may be wrong to make too much of the Utah Foundation's report last week that showed Utah is spending a smaller share of its own tax revenue on education than it was a few years ago. And yet, there must be a spending threshold below which educational performance will indeed suffer. While that threshold remains a mystery, the foundation's report makes it clear that student performance in Utah is in fact showing signs of trouble.
    In other words, the state needs to either find a way to increase what it spends on public education or to explore alternatives, such as private-school vouchers or tuition tax credits, to alleviate some of the demands on the system. It also should explore a drastic overhaul of the entire tax structure.
    The Utah Foundation report focused on Utah's historic education paradox. For many years, the state has ranked at or near dead last in the amount it spends on education per pupil, but it also has ranked at or near the top in the amount it spends on education as a percentage of tax revenue. That paradox, the report says, is unraveling. Utah now ranks 35th in terms of the share of resources it devotes to schools.

    Just over a century ago Cache Valley settlers had a dream—a lofty dream of bringing education to the rural masses, an almost unheard of idea at the time. With high hopes and scarce resources patched together from pioneer thrift, the Agricultural College of Utah opened its doors in 1888 to a handful of students.
    The “AC” was created through the Morrill Act of 1862, which sought to provide a democratic education nationwide, to be Utah’s land-grant institution, a charter that has led to groundbreaking research and global dissemination of those findings.
    Today, Utah State University welcomes nearly 22,000 students each year to its main campus in Logan and to time-enhanced learning centers throughout the state. Since 1989, nearly 4,500 students have received degrees through the University’s distance education component. Whereas students could choose from five majors or career options in 1888, today’s students select from 230 options offered in 45 departments housed in seven colleges: Agriculture, Business, Education, Engineering, Humanities, Arts and Social Sciences, Natural Resources, and Science.

    Measured Progress currently works with the Utah State Office of Education on three testing programs. The Basic Skills Competency Test includes reading, writing, and math sections, and is given to approximately 40,000 tenth-grade students. The Utah Core Assessment Series Mathematics Test Development Project is administered to 40,000 students per grade in grades 1 through 7. The Utah Core Assessment Series Science Test Development Project assesses 36,000 students per year in biology, chemistry, earth sciences, and physics. Grades 4, 5, and 6 use a paper and pencil test. Students in grades 7 and 8 answer Web-based multiple-choice tests. In 2002, the Utah State Office of Education also awarded a contract to Measured Progress for the development of a model that identifies schools not achieving state-established levels of student performance, and of a data analysis and reporting system for implementing the school performance model.
