Organizational Change
Over the past 10 years, the Utah Education Network received state appropriation from the legislature as part of the educational budgeting process. This amounts to approximately $12,500,000 per year. The infrastructure support and personnel support to maintain and upgrade this statewide system in conjunction with the needs and resources of 40 school districts and 10 institutions of higher education has proved to be a significant, yet worthy undertaking.
Professional Development
Professional development sponsored by the Utah Education Network, the Utah State Office of Education, state regional education service centers, and each of 40 school districts provides the training and support for Utah teachers. Some years ago, professional development centered around major software and PC training for teachers. Today, almost all professional developments centers around the integration of that technology into the classroom, assisting teachers in using a seamless and transparent technology to provide standards-based educational programs.

Nonprofit trade associations, coalitions, service delivery networks, and other NGOs are valuable sources of information on school health. U.S. Education Spending: 1999-2000
Nearly $373 billion of revenues were raised to fund public education for grades prekindergarten through 12 in school year 1999–2000. Current expenditures (those excluding construction, equipment, and debt financing) came to almost $324 billion. Three out of every five current expenditure dollars were spent on teachers, textbooks, and other instructional services and supplies. An average of $6,911 was spent on each student—an increase of 6.2 percent from $6,508 in school year 1998–99 (in unadjusted dollars). Total expenditures for public education, including school construction, debt financing, community services, and adult education programs, came to nearly $382 billion. These and other financial data on public elementary and secondary education are collected and reported each year by the National Center for Education Statistics (NCES), U.S. Department of Education. The data are part of the "National Public Education Financial Survey" (NPEFS), one of the components of the Common Core of Data (CCD) collection of surveys.

The Center is an organized research unit at the University of Southern California, facilitating the research collaboration, dissemination and professional development activities of faculty, students, and others across School of Education, university and outside organizational lines. Education Policy Studies Laboratory The Education Policy Studies Laboratory (EPSL) conducts original research, analyzes the research of other organizations and individuals, and facilitates the implementation of innovations in areas such a student performance standards, assessments, and curriculum. Intermountain Center for Education Effectiveness ICEE is located at the Idaho State University College of Education. The mission of the ICEE is to collaborate with local school districts, education agencies, professional organizations, and policy makers throughout the Intermountain West, working within partnerships that enhance the delivery of quality education for the students they serve. Mid-continent Regional Educational Laboratory (McREL) McREL, located in Aurora, Colorado, is a private, nonprofit organization whose purpose is to improve education through applied research and development. McREL provides products and services, primarily for K-12 educators, to promote the best instructional practices in the classroom. Established in 1966, McREL maintains a staff of some 100 employees.

    March 1998 As the Information Age became a conscious part of people's thinking, leaders in and out of education had nothing but the highest hopes for the future. Many believed that finally technology would lessen the gap between the haves and have-nots because greater access to more information for all young people would ultimately eliminate educational inequalities, and the subsequent rippling effect on the workplace and society, in general, would produce a stronger, more stable economy and a more cohesive society. These dreams of a better tomorrow, however, seemed to many to be dependent on huge investments in technologyin computers and networks. In response to this challenge, national, state, and institutional leaders began the difficult task of looking for the funding necessary for the infrastructures. When it became clear that so many schools and communities lacked the needed resources, the federal governmentin its support of the Information Highwaymade an unprecedented promise to link all schools, colleges, and public libraries so that, indeed, there would be equal access to information for all. Around the same time, a small group of national leadersprimarily from education and librarianshiparticulated their own vision of a productive, thriving people in the new Information Age.     US State Government Aid The Free Application for Federal Student Aid (FAFSA) is used to apply for most state loan, grant and scholarship programs, in addition to the federal loans and grants. When you submit the FAFSA to the US Department of Education, they forward the information on the form to the state student assistance agency. Each state has a different FAFSA submission deadline. If you submit your FAFSA by March 1, you will be in time for all state deadlines, other than Michigan. If you miss the deadline, you will be ineligible to receive state aid for the entire academic year. Procedures for applying for state prepaid tuition programs and the national guard differ from state to state. The amount of information provided on the state web sites varies from state to states. Some states provide comprehensive information about residency requirements , loan, grant, scholarship and prepaid tuition programs and other state aid programs. Others provide minimal information. State Department of Education Requirements Although all states must comply with the federal provision of No Child Left Behind, many states have programs for mid-career changers individuals who already have a bachelor's degree—that are alternatives to the traditional route to teacher certification. Just as teacher certification requirements differ from state to state, so do alternative certification program offerings. In the State Departments of Education directory, RNT provides resources developed by the National Center for Alternative Certification: a coded list of alternative certification programs offered in each state, and an alternative licensure key that describes details about the types of programs offered by each state.
    As this information about alternative certification is subject to change, you will still want to call for the most up-to-date information. Some states offer this information online and others will mail you a packet about state-approved alternative certification programs and requirements.

Such responses could include demonstrations, exhibits, portfolios, oral presentations, or essays. (Compare to traditional assessment analytical trait scoring: A method for assigning a summary score to a product, performance, or work sample based on a prior analysis that defined the key traits, dimensions, or characteristics possessed by the class of objects being scored. The object is scored independently against each dimension, and a summary score is calculated following a set formula.     America's National Security Demands Education Reform A shortage of well-qualified math and science professionals coupled with poor math and science test scores of American students constitute a "crisis" in the minds of the 14-member U.S. Commission on National Security. The panel named education reform as its No. 2 priority last week, second only to investment innovations. "If the United States does not stop and reverse negative educational trends-the general teacher shortage, and the downward spiral in science and math education and performance-it will be unable to maintain its position of global leadership over the next century," wrote the Commission in its third and final report of a three-year study. Some of the Commission's recommendations to the President Bush and the 107th Congress include:
    • Reduced-interest loans and scholarships for math and science students
    • A National Security Teaching Program to foster excellence in science and math teaching
    • Increased funding for professional development of math and science teachers

    Proponents of year-round education state that the approach makes the most of learning time for all students, and that some year-round schedules also provide fiscal relief for districts with growing student populations. States and districts exploring the feasibility of year-round education will want to compare the outcomes reported by schools implementing year-round scheduling with those keeping traditional schedules. This issue provides an overview of year-round education and a synthesis of current implementation research that examines its fiscal impact, associated changes in student achievement, and impact on local communities. Year-round education addresses two key problems: the need to use present school facilities most efficiently in districts with growing student populations and the need to maximize student learning outcomes, particularly for students with special needs. In the former case, districts that experience a combination of overcrowded schools and taxpayer refusal to pass school bond proposals or raise taxes are turning to year-round education as a means of accommodating more students in existing school facilities. In the latter case, year-long services have been available for special education students for a number of years, based on the belief that continued instruction during the summer months reduces students' skill loss. Proponents of year-round education state that it makes the most of learning time for all students: those students achieving at the norm as well as at-risk students, gifted and talented students, and students with disabilities.
