Disagreements Abound Regarding Value of Charter Schools

Utah has only 19 charter schools, which are small independent public schools each with a unique educational focus. By contrast, Arizona has over 400 charter schools. State and local boards of education in Utah are more and more opposed to the charter school concept and are showing hostility toward these competitive new schools. The Alpine School Board has openly stated that it will not approve any charter applications brought before it. The State School Board says it wishes local boards would do all of the chartering because they don't feel comfortable being the chartering organization.
Now, a recent report from The Utah Foundation incorrectly claims that school districts are financially harmed by charter schools.
Mike Jerman, Vice President of the Utah Taxpayers Association and Royce Van Tassell, Executive Director of Education Excellence Utah have issued a joint response, critical of the Utah Foundation study.
Jerman and Van Tassell admit the Foundation’s report contains a thorough analysis of charter school history and funding, but they say the Foundation’s claim that charter schools adversely impact the finances of local school districts is based on ". . . generalizations, worst case scenarios, and statistical anomalies."

RE: Cost Impact of Tuition Tax Credit

However, even though USBA correctly identified that a significant portion of education costs are variable, USBA arrived at the wrong conclusion regarding the impact of tuition tax credits. USBA mistakenly compares the variable cost per student with the revenue each district receives for each student. To determine the actual savings, the appropriate comparison is the variable cost per student and the amount of the tuition tax credit. If the variable cost is higher than tuition tax credit amount, then the available per student funding increases even though the aggregate spending decreases.
Tax credit opponents have claimed that students using a tuition tax credit must all come from the same neighborhood so that a school can be closed. However, the USBA analysis refutes this claim, noting that instructional costs are variable which means that fewer instruction personnel are needed as enrollment declines.

(Page 1 of 1) The school board sets the vision for the school district and the decisions they make at their monthly meetings make a difference for your school. By GreatSchools.net Staff The word "public" in public school refers to the fact that it is the citizens themselves who control the public schools. In most states, they do this in part by electing a school board ofdepending on the size and configuration of the districtthree, five or seven members who must be residents of the school district. The most important thing a school board does is to establish a vision for the community's schools that reflects a consensus of the board, community and district staff. The school board has a wide variety of additional responsibilities, such as adopting a balanced annual budget and issuing interim financial reports, adopting the school calendar, negotiating contracts with employee unions, approving curriculum materials and closing or constructing schools.

UTAH HIGH SCHOOL ACTIVITIES ASSOCIATION
The Utah High School Activities Association was established by the local boards of education of Utah for the purposes of planning, administering, and supervising the activities in which schools participate on an inter-district basis, to stress the cultural values, the appreciations and skills involved in all competitive activities, and to promote cooperation and friendship through those inter-district programs of activities which promote the general accepted objectives of secondary education. As a creation of boards of education, board members have the responsibility of being involved in the governing of the Association. Board members may, and are encouraged to, serve at every level in the structure of the organization. The state is divided into several geographical regions; each region is governed by its Regional Board of Managers. The State Association functions through its Board of Trustees which is its policy-making body, and its Executive Committee which is its executive body. In addition to the "Board" and the "Committee", the Association has an elected "Committee" Chairperson of each Board, and an appointed Executive Director, who serves as the administrator of the organization. Each region elects one representative to serve on the Board of Trustees and one to the Executive Committee. Also serving on the Executive Committee is the State Superintendent of Public Instruction. The chairperson of each group is elected for two years by their respective board.

R277-700-1. Definitions.
A. "Accredited" means evaluated and approved under the Standards for Accreditation of the Northwest Association of Schools and Colleges or the accreditation standards of the Board, available from the USOE Accreditation Specialist. B. "Applied technology education (ATE)" means organized educational programs or courses which directly or indirectly prepare students for employment, or for additional preparation leading to employment, in occupations, where entry requirements generally do not require a baccalaureate or advanced degree. C. "Basic skills course" means a subject which requires mastery of specific functions and was identified as a course to be assessed under Section 53A-1-602.
