Webmaster The USBA was founded in 1932, by local school board members throughout the state of Utah, who recognized even then the need for a concerted voice in behalf of children, parents, local taxpayers and board members. USBA became a state-wide organized association when the 1959 Utah State Legislature passed an act which permitted local boards of education to join and pay dues into the Utah School Boards Association. USBA represents all 40 Utah school districts and the Utah State Board of Education. Operating under the direction of the Delegate Assembly, the USBA Board of Directors consists of one member from each of the fourteen regions within the state, a representative from the Utah State Board of Education, and the four elected officers of the Association (President, 1st Vice-President, 2nd Vice-President, and the immediate Past-President). Whenever a Utah school board member holds an elected position with the National School Boards Association, that person also serves on the Board of Directors. The Delegate Assembly is the policy-making body of the Association. Each local board selects one board member to be its spokesperson in the Delegate Assembly. Each region also elects two At-Large Delegates to the Delegate Assembly.

Lazard, CPA, an Indianapolis member of the Indiana State Board of Education since 1997, will become president this month of the National Association of State Boards of Education (NASBE). Lazard will take office during NASBE's 44th annual conference October 16-18, 2003, at the Wyndham Inner Harbor Hotel in Baltimore. The conference theme is "Effective Leadership in Challenging Times," underlining the role of state board of education members in today's challenging times. Lazard is an executive at Crowe Chizek and Company LLC, one of the top 10 public accounting and consulting firms in the nation. He holds a bachelor's degree in management from Purdue University. Serving with Lazard in NASBE leadership will be Kim Burningham of Utah, president-elect; Keith Johnson of Louisiana, secretary-treasurer; and Jo Eva Grimes of Rhode Island, Clay Smith of Delaware, Paula Spring of Missouri, Beverly Peterson of Nebraska, Dunbar Brooks of Maryland, Jane Norwood of North Carolina, Janet Cannon of Utah, and Diane Fladmo of Montana, area directors. DESCRIPTION: This series contains correspondence documenting the efforts of the Utah Educational Survey Committee. The Committee was a fact finding body appointed in 1939 by Governor Henry H. Blood. Their purpose was to identify significant problems of public education in Utah and to produce a report for presentation to the Governor "on or before July 1, 1940." The correspondence marks the communications that flowed between the Committee members (who served on a volunteer basis), the Committee's paid research director, schools and universities throughout Utah, as well as national educational bodies and expert individuals that were consulted. Some administrative records are also included indicating budgetary constraints and details of office organization. ARRANGEMENT: The arrangement is alphabetical by subject or name and thereunder chronological in reverse order. An exception to this are the claims found in box 1, folders 21-28. They are ordered alphabetically rather than chronologically, in keeping with the original order established by the records' creator. Additionally, there are general files (A, B, C, etc.) located at the start of each alphabetic section containing communications from infrequent correspondents that did not justify an individual folder.

"School boards' actions do not comply with the law and raise concern that the school boards may be circumventing the legislative intent of the Open Meetings Act that the 'people's business' be done openly and in the public," states the audit, presented to the Legislative Management Committee's audit subcommittee Thursday.
The audit recommends the Legislature clarify the need for closed meeting minutes to contain detailed, substantive information on everything talked about. It suggests putting teeth into the law. And it recommends the Utah attorney general issue a directive to all public bodies stating the requirements of the law.
House Speaker Greg Curtis suggested public bodies simply record closed meetings just as they do open ones.
The Utah Open Meetings Act allows public bodies to close meetings for few reasons, including discussing the character, competence or health of an individual; and strategy sessions on collective bargaining, lawsuits and property sales, leases or exchanges.
That's not always happening, the audit found.
