SALT LAKE CITY (AP) A California-based children's advocacy group is calling for a federal investigation into a northern Utah boarding school it claims mistreats students, subjecting them to numerous abuses, including restraining them face down in manure. Based on sworn statements of four former employees, the Glendale-based Emancipation Project says the Majestic Ranch a boarding school for troubled children near Randolph in Rich County is unsanitary and unsafe for the children living there. The facility houses 55 children ages 8 to 14. Thomas and Isabelle Zehnder, of Vancouver, Wash., distributed a report they compiled about the ranch to state lawmakers and elected officials last week. They also plan to send it to Congress and the U.S. attorney general. The 13-page report contains allegations of abusive practices, dirty living conditions, lack of medical care and unhealthy foods. It also chastises the state Division of Child Protective Services and local authorities for not intervening. Majestic Ranch director Tammy Johnson said the report contained "serious misrepresentations." She called the accusations "definitely a personal vendetta" by disgruntled former employees and state officials who, she claimed, want the program shut down.

Boarding Schools - Military Schools Discipline
There are signs that the military ethos can accomplish things not easily achieved otherwise. Military curricula are even taking hold in some public schools. In Detroit, the Charles Rogers Academy, named for a black army general, offers much the same program as a military prep school. Students of each year have different ranks, discipline is tight, and standards are high. About half the seniors attend collegean extremely impressive rate for an inner-city school. By shifting their focus from training future soldiers to preparing civic leaders, military boarding schools have made a comeback although their ranks have thinned since WWII. Of course, military boarding schools can seem more like another planet to the average teen. At Massanutten, a military boarding school, reveille is at 6 o'clock every weekday morning. Cadets are required to attend formation 45 minutes later dressed in full uniform, complete with polished boots. There, members of Alpha Company that's all the girls are scrutinized for signs of excessive grooming. Sparkle nail polish and heavy makeup are banned. Hair must be tied neatly into military buns or cut above the collar.

By John Derby, Ph.D. The 1969 Kennedy Report revealed lack of parental involvement as one of the contributing factors of the failure of schools (U.S. Senate, 1969). Recent studies indicate that lack of parental involvement continues to be a serious problem in the education of American Indian/Alaska Native youth (National Center for Education Statistics, 1997). The percentage of school principals considering the lack of parental involvement a serious problem was: Bureau of Indian Affairs (BIA)/tribal schools

Low enrollment public schools (Less than 1/4 Indian) Two federal programs that require parent committee involvement include the Johnson O'Malley Program (JOM) for BIA/tribal schools and the Title IX Program (Indian Education) for both public and BIA/tribal schools. This provision is extremely important if both BIA and public schools are to achieve stated program goals and objectives. According to Butterfield and Pepper (1992) a distinction can be drawn between parental involvement and parental support. Parental involvement includes parents actually participating in school life in supportive advisory and decision-making roles. Parental support means encouraging children to value education and to achieve. All schools need both parental involvement and support, but parental support has the greatest impact on the achievement, behavior, and attitudes of students. Particularly when children are at a young age, there is plenty of evidence to suggest parents have the most influence on their children.

Fifield, Utah State University If the investment in individual assessment is to be cost-effective, school personnel responsible for making placement and programming decisions must not only understand the reports, but also have confidence that the conclusions and recommendations are valid and appropriate. This study developed and employed a combination of questionnaires and interviews for gathering data from educators to determine the effectiveness of psychoeducational assessment reports in communicating testing results and programming recommendations. A sample of 19 reports were selected from the 90 students tested in a BIA boarding school for junior high and high school students. Measures of relevance and the appropriateness of diagnostician's conclusions and recommendations concerning the referred students was obtained. Conclusions suggest methods of improving psychological testing reports and recommendations are provided. STATE, FEDERAL, and BIA regulations implementing PL 94-142 (Education for ALL Handicapped Act of 1975) outline specific guidelines to be followed in determining a student's eligibility for special education services. These guidelines make provisions for the development and implementation of an Individual Education Plan (IEP) which outlines both long term goals and short term instructional objectives for the student. One of the most frequently used methods of determining eligibility and a student's academic strengths and weaknesses is through a battery of individually administered psychoeducational tests (Bureau of Indian Affairs Special Education Handbook, 1980). The special educator often relies on this detailed assessment of the skills the student has mastered in developing the specific instructional objectives (Hofffieister, 1977).

MOUNT PLEASANT After taking lumber out of Pleasant Creek Canyon in late 1851, a band of Mormon colonists from Manti led by Madison D. Hambleton returned in the spring of 1852 to establish the Hambleton Settlement near the present site of Mt. Pleasant. During the Walkara (Walker) Indian War, the small group of settlers relocated to Spring Town (Spring City) and later to Manti for protection. The old settlement was burned down by local Native Americans, so when a large colonizing party from Ephraim and Manti returned to the area in 1859, a new, permanent townsite was laid out in its present locationone hundred miles south of Salt Lake City and twenty-two miles northeast of Manti. Among the founding settlers were Mormon converts from Scandinavia, the British Isles, and the eastern United States. By 1880, at which time Mt. Pleasant was the county's largest city, with a population of 2,000, more than 72 percent of its married adults were foreign born. This ethnic diversity had an important impact on village life during the nineteenth and early twentieth centuries. For decades, five languages were commonly spoken in town, creating confusing and sometimes amusing communication problems. The settlement and development of Mt. Pleasant followed the typical pattern for Mormon towns of the period. A square-shaped townsite was surveyed (eventually containing about 100 city blocks), lots were drawn, and the land was distributed among the population. Under the direction of James Ivie, a fort of adobe walls and log cabins was built. Pleasant Creek ran through the fort and farming was done outside of its walls. By the time the final peace treaty with the Indians was signed in Bishop Seely's house on Main Street in 1872, bringing to an end the Black Hawk War, many settlers had already erected homesteads outside of the fort. Although the townsite is large in scale, the density is relatively low due to the original layout allowing for only four lots per block.

Navajo Mountain High School will open in the fall of 1997. Students attending the new school will have attended Bureau of Indian Affairs Boarding Schools or Public Schools from on or off the Navajo Nation. It is expected that 25-40 students will attend the school during the first year of operation; primarily 9th and 10th grade. Navajo Mountain is an extremely isolated area. It is 185 miles from the district office with 30 miles being rough dirt. It takes four hours to travel to the school from Blanding. This project is designed to start the school with a solid base of technological resources. Specifically, the project will provide the technological and related equipment for a distance-learning classroom. The classroom will include computers and related furniture, networking, multimedia presentation equipment, EDNET access, and information highway access. The classroom will be designed for distance learning as well as for school instructional and individual student use. The project, with its technological resources, will allow the school to provide an appropriate curriculum (academic and applied technology) for all students.
