E-mail it to a friend Alternative schools' enrollment dropping 07:36 AM Mountain Standard Time on Tuesday, March 9, 2004 By Jennifer Sterba / Arizona Daily Star The growing popularity of charter schools could be leaving what some consider their birthplace - the alternative school - struggling to redefine itself and recapture enrollments down as much as 35 percent. The number of charter schools operating in Arizona has nearly doubled in the last five years, from 256 in 1999 to 492 today. Meanwhile, the average number of students enrolled in a district-operated alternative school in Arizona dropped from 116 to 102 by 2001 - nearly 12 percent. The average is back up to 113 this year, but there still are only 93 alternative schools statewide. To better serve students who have fallen through the cracks of traditional education, TUSD has formed partnerships with Pima Community College and charter school agencies. Locally, alternative schools have seen enrollments drop as much as 35 percent. While traditional public school districts say they don't track students after they leave a district, both alternative and charter school officials say there's no denying the menu of school choices existing today in Arizona.

Why such a furor?
Hundreds of people who live in Orem's Springwater neighborhood west of I-15 are angry about Alpine School District's plan to move two alternative schools into their neighborhood.
On Tuesday night, about 130 of the residents complained to administrators that they were not properly informed of the district's decision to purchase an old recreation center near 1000 South and 1500 West and convert it into a high school for nontraditional students, some of whom are in state custody for various reasons.
Camille Jensen does not want students near the neighborhood. She's worried her children will be exposed to sex and drug dealing.
"I used to go to this (alternative high) school. I know what went on," she said.
Rob Smith, the Alpine district business administrator, said each step of the process was public. The schools will move to the old recreation center in July. The Alpine Board of Education purchased the building for $1.7 million in August 2003.
Summit has about 80 students who are bused in and are in state custody. ALLC is an alternative high school where students can make up classes they failed in traditional high schools. They also can choose to attend if they struggle in the more structured environment of traditional high school.

Alternative Methods of Education in Utah
The field trip to Utah featured a variety of models and systems of education, including (1) education and employment preparation available in a public, alternative high school and adult education center, HORIZONTE Instruction and Training Center, (2) Salt Lake Community College (Redwood Road Campus), (3) Clearfield Job Corps Center, and (4) Weber Basin Job Corps Center. The field trip also included meetings with Robert Gross, Executive Director, Department of Workforce Services to discuss Utah's consolidation legislation for JTPA, Job Service and AFDC; and with local youth policy makers, practitioners and business leaders. Utah has a highly urbanized population85 percent of the state's population is in the Wasatch corridor, an area 15 miles wide and 80 miles long. Most of the state is either desert or mountainous, with only 4 percent of the land devoted to farming. The economy has moved from a primary focus on mining and processing natural resources to greater diversification encompassing high tech industries. State unemployment is at 3 percent or less. In recent years, Salt Lake City has experienced great diversification of cultures and demographics as people have immigrated to the area. According to Salt Lake Public School Superintendent Darlene Robles, currently there is a major divergence between the cultural, racial and ethnic and backgrounds of the teaching staff and the student population in the public schools. (The city's school population is 32 percent minority.

    SEP Special Project, Utah, 2001 This project will assist in the deployment of five natural-gas-powered school buses for the Salt Lake City School District bus fleet. This will be the first acquisition of alternative fuel school buses for the district.
