Discussion of the Issues:
The Utah Education Network Planning Task Force recently met to finalize the 1998-1999 UEN Strategic Plan. The Plan has been updated and can be accessed on the web at www.uen.org/media or hard copies are available upon request.
FY 1999 was a year of tremendous growth for the Network as it continued to improve existing services and implement new services to better aid the state’s educational community. It has also been a year of transition as the Network has reorganized to better address the needs of education in the state. Each of the entities (i.e. Technical Services, Content Services, and Customer Services) has created a document outlining the 1998-1999 accomplishments. These documents are included within this tab.
The summaries reflect the evolution to a “fused” network environment. While installation and support will continue to be an important aspect of the Technical Section of the UEN Strategic Plan, applications and program content continue to become more evident as a growing focus for the Network. Especially important are the improvements in Pioneer, the addition of World Book Encyclopedia, the expansion of the ‘virtual field trip’ data base, and the Teacher Tool Kit.
At the end of FY 1999, all but three of Utah’s public school sites, including alternative schools and district offices, were connected to the UtahLINK network. EDNET and Satellite courses provided services to 15,720 students through 376 courses, and KULC reported that Utah colleges and universities offered 80 telecourses through KULC involving 4,960 students and generating more than 17,000 student credit hours. All of the entities focused on providing quality teacher training. KUED and KULC have worked collaboratively with the commercial television stations and have developed a digital television transmission facility and antenna structure on Farnsworth Peak. The Technical Services Section has directed efforts toward ‘fusing’ the data and video links to many schools and to meeting the continued growth in the demand for expanded Internet access. The traffic volumes continue to double each year.

The summaries reflect the evolution from an “installation” to “applications based” environment. While installation and support will continue to be an important aspect of the UEN Strategic Plan, applications and program content have also become more evident within the Plan as a growing focus for the Utah Education Network. Please review the included documents for further details regarding the 1997-1998 accomplishments.
At the end of fiscal year 1998, 97.35% of Utah’s public school sites, including alternative schools and district offices, were connected to the UtahLINK network. EDNET courses have increased nearly 30% and KULC reported that Utah colleges and universities offered 78 telecourses through KULC involving 4,101 students and generating 16,956 student credit hours. All the entities focused on providing quality teacher training. The UENSS became operational fall of 1997. KUED and KULC have collaboratively developed cost projections for the technical conversion to DTV. UtahLINK has directed efforts toward increased Network reliability.

That means everything from giving them vouchers to buy books and helping them understand their assignments, to working with their college instructor when necessary. For example, when MCEC students told Grodsky agitatedly that they had to role-play joining a gang, he explained to their Theater as Communication instructor that the issue was still too raw for them. But his biggest task, says Grodsky, is nudging students toward the maturity demanded by college culture. They have to be self-starters, prepared and on time, and adjust to lectures and tests rather than projects, he says. Furthermore, college professors are less personal and flexible than MCHS teachers.

CREATION Creation of the district was authorized by the 1890 territorial free school law. Salt Lake City Mayor George M. Scott, acting as president ex-officio, organized the first Board of Education on July 19, 1890. Board members met in the City Hall. The board was organized to take over the twenty-two ward schools and establish a single public school system for Salt Lake City. The district revised its mission statement in 1993: "The Salt Lake City School District, as a catalyst for creating a new standard of excellence, will ensure high levels of student learning and performance in all schools and will prepare all students to pursue and celebrate lives of continuous learning and service in a diverse, global society." (From the Salt Lake City School District employee newsletter, October 13, 1994, pp. 1-2.) FUNCTIONS ADMINISTRATION The district is governed by a seven-member Board of Education of Salt Lake City, which is elected by the citizens of Salt Lake City in a general popular election. Board members elect a president and vice president at the time new members are sworn into office. The board appoints a superintendent and a business administrator (one of three assistant superintendents) whose duties and responsibilities are to some extent prescribed by Utah State statutes. The district is also subject to the general oversight of the Utah State Office of Education. This includes a budget approval process that is compliance oriented and is more ministerial in nature than substantive.

Utah Education Network Overview As a consortium of education, government, and business organizations, the Utah Education Network (UEN) serves the online educational needs of 475,000 Utah students. The Network connects 797 public schools, nine universities, and four applied technology centers. UEN, a publicly funded education service, faced the challenge of educating Utah's growing student population using advanced communications. Working closely with a team of Qwest engineers, UEN developed three cutting-edge technology programs: UtahLINK, the Utah Electronic High School, and EDNET. All in all, the Qwest/UEN partnership helped educated almost half a million Utah students from all over the state. Background In 1994, Qwest formed an "anchor tenant" partnership with the state of Utah to construct a fiber-optic-based wide area network (WAN) to support UEN activities. The network provided every student in Utah, regardless of their location, the technology needed to access the advanced technologies including the Internet and videoconferencing.

1. PURPOSE
The Board of Education has adopted this policy to specify standards and credit requirements for graduation from Davis District high schools. 2. PHILOSOPHY 3. GRADUATION REQUIREMENTS The State Board of Education is authorized under Utah Constitution Article X, Section 3, which vests general control and supervision of the public education system in the Board and, Section 53A-1-402 (1)(b) and (c) which directs the Board of Education make rules regarding competency levels, graduation requirements, curriculum, and instruction requirements, and Section 53A-1-401(3) which allows the Board to adopt rules in accordance with its responsibilities. In Utah's public schools, a high school diploma is granted to a student who has met State Board requirements and any additional requirements of the local school district.
