Description
Productivity of late secondary tropical forest has been determined at Cinnamon Bay, St. John, U.S. Virgin Islands(USVI), from 1982 to the present. The purpose of the study was to provide information on forest structure, species composition and tree growth increment along environmental gradients, including the effects of Hurricane Hugo in 1989. The Cinnamon Bay site comprises sixteen permanent plots, each 10 m x 50 m, varying in elevation and topography, scattered throughout the Cinnamon Bay watershed (18.33 N 64.80 W). The plots were measured in 1983, 1988, 1991 and 1993, and litterfall was determined in 1992-1993. St. John is a small island, 5200 hectares in area, situated about 90 km east of Puerto Rico. The island was dominated by plantation agriculture in the 18th and 19th centuries, much of which was abandoned after the abolition of slavery in the late 1800s. Most of St. John is now covered with secondary forest of varying ages. The 132-hectare Cinnamon Bay watershed is occupied by late secondary forest, comprised mainly of indigenous species. Annual rainfall averages about 1130 mm, with a relatively dry period (

Chapter 1: Introduction
This atlas estimates wind energy resource for the United States and its territories, . and indicates general areas where a high wind resource may exist. This information is valuable to wind energy developers and potential wind energy users because it allows them to choose a general area of estimated high wind resource for more detailed examination. A siting document, such as that written by Hiester and Pennell (1981) , can assist a potential user in going from wind resource assessment to site selection.
Background
The national wind resource assessment was one of the initial goals of the Federal Wind Energy Program. Early research in wind characteristics included the development and application of techniques for estimating the magnitude and distribution of wind resource over a selected area. In 1979 and 1980, the Pacific Northwest Laboratory (PNL) used these resource assessment techniques in preparing twelve regional wind energy atlases covering the United States and its territories ( Map A-l and Table A-l ). The atlases depicted annual and seasonal average wind resource on a regional and state level. They also included the wind resource's certainty rating and the areal distribution (percentage land area suitable for wind energy development) based on variations in land-surface form. In addition, summary national wind resource maps were produced (

FDA PARTNERS WITH THE VIRGIN ISLANDS
TO PROTECT CHILDREN FROM TOBACCO
The Food and Drug Administration (FDA) has contracted with the U.S. Virgin Islands Department of Licensing and Consular Affairs to enforce FDA's new regulation that prohibits retailers from selling cigarettes and smokeless tobacco products to children under 18. Under the contract, the Virgin Islands will receive $174,667.88 to conduct approximately 1,872 unannounced retail compliance checks over the next 12 months. Minors in typical dress, accompanied by an adult, will attempt to purchase cigarettes or spit tobacco in retail stores throughout the Virgin Islands. Information about the compliance checks will be sent to FDA, which will issue a warning for the first violation to retailers found selling to the adolescents. These retailers will be subject to repeat inspections. FDA will seek a fine of $250 for the second violation, $1,500 for the third, $5,000 for the fourth, and $10,000 for the fifth.

Policy and Legislation The United States Virgin Islands is an un-incorporated territory of the United States. Much self government has been provided incrementally by the United States Congress. The Virgin Islands has elected its own Governor since 1970, and has been represented in Congress by a non-voting delegate since 1972. The Legislature, comprised of 15 members, has all the powers inherent in legislative bodies subject to the United States Constitution and the Virgin Islands Organic Act. Federal and local legislation has been enacted to ensure protection and preservation of natural, cultural and historic resources. In a Place and Time of Change
People at Virgin Islands National Park on St. John, as on many Caribbean islands, are concerned about the environmental changes that result from such disturbances as anchor damage to coral reefs, over fishing, the encroachment of exotic plants, sediment run-off from construction and loss of winter habitat for migratory birds. It is becoming increasingly important to be able to determine how these human-caused changes differ from and aggravate such natural disturbances as hurricanes, diseases and long-term fluctuations in environmental conditions.
The overall goal of the field station on St. John and those located throughout the world is to research long-term natural and anthropogenic changes in the marine and terrestrial ecosystems. Working with local, federal and international government agencies, universities and non-governmental organizations, field station staff provide data from basic and applied research projects that enable the National Park Service and other clients to best manage their biological resources. Special Role Through its own research and through cooperative agreements with other researchers, field station scientists have promoted a high level of research activity on coral reefs, seagrass beds, marine water quality, migratory birds, tropical soils, watershed erosion, hurricane effects, dry forest restoration, endemic and endangered plants, and the effects of fishing. The staff's expertise on tropical marine ecology is not found elsewhere in the National Park Service or Biological Resources.

Winter Break 2005-06 Sponsored by the College of Natural Science Arranged through the Office of Study Abroad (OSA) What's this program about? Explore environmental and organismal biology in a tropical setting! The beautiful and diversified United States and British Virgin Islands provide the natural classroom for this program. Clear tropical seas, colorful coral reefs, white sand beaches, and island ecology from desert to rainforest- these combined with warm breezes and new cultural experiences, are qualities that make up the Virgin Islands. The itinerary begins with 16 exciting days exploring Virgin Islands National Park located on the island of St. John, which will include an opportunity to hike wilderness trails and snorkel on coral reefs while learning by direct experience about geological, ecological and human factors that cause change in nature. Two day-trips are planned on St. Thomas that include a visit to the Coral World Aquarium, an 80-foot diving experience on the submarine Atlantis, and kayaking in a marine sanctuary and mangrove lagoon. Also included in the itinerary are day-trips to four British Virgin Islands (BVI) – Tortola, Virgin Gorda, Norman and Peter Island. On Tortola , the largest island in the BVI's, the group will hike to the top of Sage Mountain , the highest point in all of the Virgin Islands . On a visit to Virgin Gorda we will view the unique and beautiful natural granite "baths". The day trip to Norman and Peter Island includes snorkeling on pristine coral reefs that lie offshore of those nearly uninhabited islands.
