EPA Commends Environmental Achievers in Virgin Islands
For Immediate Release: Thursday, April 21, 2005 (#05040) NEW YORK In celebration of the 35th anniversary of Earth Day , the U.S. Environmental Protection Agency (EPA) today honored an individual and a non-profit group for their outstanding efforts to protect the environment in the Virgin Islands. Deputy Regional Administrator George Pavlou presented EPA's Environmental Quality Awards "These winners are environmental trail blazers who make our world a better place," said Deputy Regional Administrator Pavlou. "By being leaders and making local changes, the award recipients demonstrate that we can all have a positive impact on the health of our nation's air, land and water." EPA selects Environmental Quality Award winners from non-profit, environmental and community groups, individual citizens, educators, business organizations and members of the news media. GARVEES Advance in Alaska and US Virgin Islands
by FHWA Innovative Finance Quarterly, Winter 2003 GARVEEs Advance in Alaska and the US Virgin Islands
In October 2002, the Virgin Islands sold $20.8 million in GARVEEs secured by future Federal highway reimbursements. This bond issue was enabled by a 1999 Congressional action that allows the Virgin Islands to issue debt, and enactment of Act Number 6359 in October 2000 by the Territorial Legislature, specifically authorizing the Territorial Government to pledge future Federal-aid highway funds for repayment of GARVEE bonds.
The GARVEEs will advance two significant transportation infrastructure projects:
• The Enighed Pond Cargo Facility is needed to alleviate congestion at the St. John Cargo Dock. This new $16 million cargo port facility to be constructed by the Virgin Islands Port Authority on the south side of Cruz Bay will significantly increase the opportunity for direct destination calls from cargo vessels on St. John, while reducing the volume of St. John-bound cargo that will have to be transshipped from the Crown Bay Cargo Dock in St. Thomas.
• The Red Hook Ferry and Marine Terminal on St. Thomas will be upgraded to improve accommodations for the traveling public. The $2.5 million project expands the dock to allow for berthing of six vessels simultaneously, rather than the current three, as well as construction of a roll-on roll-off cargo facility. This project also includes construction of a passenger terminal building, a passenger pick-up area, 150 parking spaces, a restaurant, and expansion of a passenger ferry dock.

). In 1997, diabetes was the fifth leading cause of death in USVI ( ). Historically, the prevalence of diabetes has been lower among blacks in USVI than among blacks in the 50 states ( ). To characterize the prevalence of diabetes in USVI, CDC analyzed data from the Behavioral Risk Factor Surveillance System (BRFSS) for 19992001 ( ). This report summarizes the findings from the analysis, which indicate that approximately 8.0% of USVI residents aged 18 years have diagnosed diabetes, and the prevalence of diabetes among blacks and Hispanics in USVI is comparable to that among blacks and Hispanics in the 50 states. To prevent the burden of diabetes and diabetes-related complications in residents and to improve the quality of life for persons with diabetes, initiatives in USVI should target all persons with diabetes. BRFSS is a state-based, random-digitdialed telephone survey of the U.S. civilian, noninstitutionalized population aged 18 years in the 50 states, the District of Columbia, Guam, Puerto Rico, and USVI. Response rates ranged from 75.5% in 1999 to 57.5% in 2001. BRFSS data for 19992001 were combined to estimate diabetes prevalence. Persons were classified as having diabetes if they responded "yes" to the question, "Has a doctor ever told you that you have diabetes?" Women reporting gestational diabetes only (i.e., <1.5%) were excluded. Persons with missing, refused, or unknown responses were coded as "missing." Logistic regression analyses were used to assess the association of diabetes prevalence with USVI residents after controlling for age, sex, race/ethnicity, education level, and body mass index (BMI). Miami, Florida Updated October 2001 PREFACE This version of the Deadliest, Costliest, and Most Intense United States Hurricanes from 1900 to 2000 extends the work of Hebert et al. (1997) through the 2000 season. Its also includes an estimate of the monetary loss that historical hurricanes could exact on the current property-at-risk in the same location. Chris Landsea, of the NOAA Hurricane Research Division of the Atlantic Oceanographic and Meteorological Laboratory, has joined as a co-author to add this section. Ed Rappaport has also joined this effort, while Paul Hebert, in his retirement from NOAA, no longer contributes to this report. Information for Hawaii, Puerto Rico and the Virgin Islands, given in Table 14 , was provided by Hans Rosendal and Raphael Mojica of the Weather Service Forecast Offices in Honolulu and San Juan, respectively.

St. John , the smallest of the three major U.S. islands, Virgin Islands National Park preserves the best of these qualities. Growing from the rock outcrops bordering numerous bays and from small rocky cays (islands) are the coral reefs
  • brain, elkhorn, star, finger, and soft corals (gorgonians)
With the corals are a variety of fishes, including parrot, surgeon, angel fishes, grunts, and snappers. Plant and animal life on these islands have been altered drastically by man.
  • At higher elevations, in protected valleys, and on northern slopes is the subtropical moist forest , the most extensive forest type on the island of St. John. This forest was cleared for raising sugarcane, but is now returning vigorously.
