Puerto Rico is a self-governing commonwealth in association with the United States. The chief of state is the President of the United States of America. The head of government is an elected Governor. There are two legislative chambers: the House of Representatives, 51 seats, and the Senate, 27 seats. Executive
The Executive Power is exercised by the Governor, who leads a cabinet conformed by 15 ministers. The Governor is elected by statewide elections every four years. The secretary of state succeeds the governor should the latter resign, die, or be removed from office. The governor, with the consent of the legislature, appoints the heads of the commonwealth's executive departments. Legislature
The Legislative Power resides in the Senate and in the Chamber of Representatives. The Senate consists of 27 members, 2 per electoral district , and 11 elected according to the different districts proportion of population. Two extra seats are granted in each house to the opposition if necessary to limit any party's control to two thirds. The Chamber of Representatives consists of 53 members, one per electoral district and 11 elected proportionally. Legislators are popularly elected to four-year terms. The

The Virgin Islands as above described are declared an unincorporated territory of the United States of America. (b) Powers and legal status of government; capital and seat of government The government of the Virgin Islands shall have the powers set forth in this chapter and shall have the right to sue by such name and in cases arising out of contract, to be sued: Provided, That no tort action shall be brought against the government of the Virgin Islands or against any officer or employee thereof in his official capacity without the consent of the legislature constituted by subchapter III of this chapter. The capital and seat of government of the Virgin Islands shall be located at the city of Charlotte Amalie, in the island of Saint Thomas. (c) Administrative supervision by Secretary of the Interior The relations between such government and the Federal Government in all matters not the program responsibility of another Federal department or agency shall be under the general administrative supervision of the Secretary of the Interior. ECONOMIC CENSUS OF U.S. VIRGIN ISLANDS
PURPOSE
To provide periodic and comprehensive data on the Virgin Islands economic activity and structure. The United States Code, Title 13, requires this survey and provides for mandatory responses. The Government of the Virgin Islands assists with the census.
COVERAGE
To provide periodic and comprehensive data on the Virgin Islands' economic activity and structure. The United States Code, Title 13, requires this survey and provides for mandatory responses. The Government of the Virgin Islands assists with the censuses.
CONTENT
All establishments provide data on total sales, receipts, or revenue, kind of business, legal form of organization, employment, annual and first quarter payroll, and sources of sales, receipts or revenue. Hotels, and other lodging places report additional data on sources of receipts and number of accommodations.
FREQUENCY
Every 5 years, currently for years ending in "2" and "7." Censuses of manufactures, retail trade, wholesale trade, and some service industries began in 1958. The census of construction began in 1972. Reported data are for activity taking place throughout the census year.
METHODS
The census is conducted using the mailout/mail-back methodology. Beginning with 1997, censuses are conducted using the mailout/mailback methodology. A
