A decisive World War II Allied victory in the Battle of Midway (June 3–6, 1942) was a major turning point in the war in the Pacific. var tcdacmd="cc=edu;dt"; Encyclopedia Midway, island group (2 sq mi/5.2 sq km), central Pacific, c.1,150 mi (1,850 km) NW of Honolulu, comprising Sand and Eastern islands with the surrounding atoll. It is an inactive U.S. military base with no indigenous population. Discovered by Americans in 1859, Midway was annexed in 1867. A cable station was opened in 1903. In 1935, Midway became a commercial air station of Pan American Airways, and in 1941 a U.S. naval base was opened. The battle of Midway (June 3–6, 1942), one of the decisive Allied victories of World War II, occurred nearby. The battle, fought mostly with aircraft, resulted in the destruction of four Japanese aircraft carriers, crippling the Japanese navy. The islands are now administered by the U.S. Dept. of the Interior.

Background American Samoa Environmental Protection Agency The American Samoa Environmental Quality Commission (ASEQC), was created in 1985 by Executive Order of the Governor. Technical, programmatic and enforcement activities are implemented for the ASEQC by the American Samoa Environmental Protection Agency (ASEPA). ASEPA maintains programs in water quality, drinking water, air quality, pesticides, solid waste, hazardous materials and waste, and public education. The agency and commission are under the Office of the Governor. For the past two years, ASEPA has also been the recipient of an Americorps grant and oversees the training and placement of 20 participants. The ASEPA is directed by Togipa (Tony) Tausaga, who oversees an ASEPA staff of about 20, including a former EPA Region 9 staff (Sheila Wiegman), who is presently on detail to ASEPA from the U.S. Geological Survey. ASEPA is the recipient of an annual EPA Consolidated Environmental Program grant (FY 98 budget is $1.6 million). A local budget of $85,000 is provided to support clean-up activities of Pago Pago Harbor. A continuing problem at ASEPA is the hiring and retainment of qualified staff. ASEPA, with the assistance of PIO, is in the processing of placing two IPA's with ASEPA this summer, to assist them with their water quality and underground storage tanks program.

Trust Territory of the Pacific Islands
Scattered across a vast expanse of water as wide as the continental United States are over twenty-one hundred islands that make up the cultural region known as Micronesia. The area includes three major archipelagoes: the Marshalls, Carolines, and Marianas. (Culturally, Micronesia includes Kiribati and Nauru, but the separate political history of these countries excludes them from the archives discussed here.) Having passed through colonial rule by the Spanish, Germans, and Japanese, the islands of Micronesia became a United States administered United Nations strategic trusteeship following World War II. This new arrangement was named the Trust Territory of the Pacific Islands (TTPI). Initially under Navy control, the islands were transferred to the U.S. Dept. of the Interior in 1951. Administrative headquarters, originally in Honolulu, moved to Guam, and finally to Saipan. For administrative purpose, the TTPI divided the islands of Micronesia into six districts based on earlier colonial precedent: the Marshalls, Ponape, Truk, Marianas, Yap, and Palau, with the later addition of Kosrae.

The UN officially dissolved the Trust Territory in 1990. Palau, the last of the Trust Territory districts, voted to end its trustee status in 1994.

, a group of islands in the mid-South Pacific, is located about 2,300 miles from Honolulu. American Samoa has a land area of 76 square miles and approximately 57,291 residents (est. 2000, U.S. Census Bureau), most of whom live on Tutuila. Since American Samoa is an unincorporated territory of the U.S., its people are U.S. nationals who freely enter the U.S. An estimated 65,000 Samoans have migrated to the West Coast and some 20,000 live in Hawaii. The territory has an important tuna processing industry, and its capital, Pago Pago, has a great natural harbor with dry dock and port facilities. The local government is the biggest employer in American Samoa. Culture
The Samoan culture is strong and intact. The Faasamoa (Samoan way of life) is centered on the "aiga" (family), which consists of the immediate family and extended family members (maternal and paternal) such as grandparents, uncles, aunts, and cousins. The family name holds special value in the hearts of Samoans and every opportunity is taken to keep that name in good standing within the community. The "matai" (chief) is the head of the family and has the final say on decisions that are made for the family and their land. Land in American Samoa is communally owned; therefore, it is up to the matai of the family to distribute the land among family members. Community hospitality is ingrained into the Samoan way of life with families commonly inviting guests into their homes.

There are six inhabited islands, but most of CNMI's 69,221 (Census 2000, U.S. Bureau, IDB) people live on Saipan. Formerly a part of the United Nations Trust Territory of the Pacific Islands, CNMI opted in the 1970s to form closer ties with the U.S., becoming a commonwealth and a permanent part of the U.S. The people of CNMI are U.S. citizens. Tourism is a major industry and manufacturing is growing rapidly. Culture
Language

The Commonwealth has Chamorro, English, and Carolinian as its official languages. In the non-classroom setting, Carolinians more often can speak Chamorro than Chamorros speak Carolinian. It should be noted also that both languages have linguistic relations elsewhere. The Chamorro language is also spoken in Guam, a U.S. territory. The Carolinian language is linguistically related to languages in the outer islands of Chuuk, Yap, and the Southwest Islands of Palau. AMERICAN COLONIALISM IN MICRONESIA has been the subject of critical reflection by a growing cadre of academicians (and Micronesians themselves) since the 1960s. In what is perhaps the most thoroughgoing analysis to date of this topic, David Hanlon, an eminent historian of Micronesia at the University of Hawai'i, focuses on "America's attempts to remake Micronesia" (p. 2) by means of "economic development as a strategy of domination" (p. 3). Two themes interweave throughout the text: the primacy of strategic interests that motivated America's continuing presence and power in the Micronesian islands; and the ways that economic development programs culturally transformed Micronesian identities and societies "in ways that served the strategic interests of the larger American state" (p. 10).

Bricia is doing more than toning up for her next try in this island's Miss Philippines contest. She is getting in shape for United States Army boot camp. To gain an edge on the competition for enlistment, she reserved a seat two days in advance to take Army's aptitude test on a recent Saturday morning here. Safely ensconced in her seat, she watched an Army recruiter turn away 10 latecomers, all new high school graduates.
