SAIPAN, Northern Mariana Islands From tropical backwater to lush little loophole, this remote U.S. territory has made itself over in one short decade and emerged as a bit player in the global economy.
But to people like Bijoy Krisno Kundu, Saipan's loophole feels more like a noose.
"I am lost, completely lost," said the young man from Bangladesh, who came to this Pacific island seeking a livelihood but ended up penniless.
Probably 40,000 foreigners double the number of locally born workers staff the garment factories, hotels, nightclubs and construction sites that power the economy of the new Saipan.
These Chinese and Filipinos, Bangladeshis and Thais, brought in under a loose, locally run loophole in the U.S. immigration system, are low-paid and even then often shortchanged. Sometimes they are mistreated and, in some cases, like Kundu's, left without promised jobs.
"And the U.S. government cannot do anything for us," lamented one of Kundu's countrymen, Hafiz Ur Rahaman.

American retailers involved in sweatshop racketeering on US-Pacific territory
By Cory Johnson 19 January 1999 Three lawsuits filed January 13 in California state court on behalf of 50,000 foreign garment workers charge major US retailers with "racketeering conspiracy" for producing clothing with indentured labor under sweatshop conditions on the island of Saipan in the Northern Mariana Islands, a US Commonwealth in the South Pacific. The suits seek $1 billion in damages, including unpaid wages against 18 US retailers and manufacturers. Among them are The Gap, Tommy Hilfiger, Sears, Wal-Mart, Oshkosh B'Gosh, Lord and Taylor's, Hecht's and Mervyn's. Another 22 garment factories, owned by Chinese and South Korean capitalists, are charged with failing to pay overtime and other violations. Saipan products carry the "Made in the USA" label, supposedly indicating to consumers a certain degree of regulation by law and quality of working conditions. But under a process overseen by US retailers and guarded by Congress huge profits have been reaped under severe exploitation.

Northern Marianas workers testify in Washington
Sweatshop abuses in US island territory
By Shannon Jones 2 April, 1998 Immigrant workers and federal investigators described horrific abuses and conditions of virtual slavery in testimony before a US Senate committee hearing March 31 on the treatment of workers in the Commonwealth of the Northern Marianas Islands. CNMI is a Western Pacific territory administered by the United States. The Marianas were a major battleground between the United States and Japan in World War II, and the atomic bombing of Hiroshima was carried out from a base in Tinian, part of the island chain. Today the Marianas serve as a base for garment manufacturing and a sex-tourism industry catering to Asian businessmen whose owners have reaped hefty profits by brutally exploiting immigrant workers. The victims, mostly from mainland China, are lured by employers with false promises of a better life. Immigrant workers on the island outnumber US citizens by about 35,000 to 27,000. Those who come to Marianas often pay thousands of dollars to middlemen, who tell them they will arrange good-paying jobs in America. Some 20,000 of these immigrants are crowded into barracks that resemble forced labor camps. Many lack running water, adequate toilets or proper ventilation.
