A Brief History Of Uruguay
Small Country, Rich History
The first explorers to what is now Uruguay were Spanish arrived in the very early 1500's. It was quickly apparant that there were no precious metals in the area and the local indians were very hostile. It was not for another hundred years before a permanent European settlement was in place. The first was in what is now Colonia and was founded by the Portuguese in an attempt to rival the Spanish in Buenos Aires. In the early 1700's Spain responded to this threat by founding Montevideo, which became a very important commercial port. For a period of time the area that today is Uruguay was part of a political and miltary tug of war between the Spanish and Portuguese. Jose Artigas declared Uruguay to be independent in 1815. Shortly afterwards Brazil attacked and after a number of years of fighting, Uruguay was annexed into Brazil in 1821. Hostilities continued and this brought Argentina and Brazil into conflict as well. Hostilities ran from 1825 through 1828. At that time the British helped put together a peace treaty between Argentina and Brazil that also ended up guaranteeing Uruguay's independence.

In 1830 a constitution was passed, and General FRUCTUOSO RIVERA elected first president of Uruguay. The years 1835-1851 were Marked by political instability, coups, coup attempts, a civil war between the BLANCOS (whites, the conservatives) and COLORADOS (coloureds, the liberals), in which political maverick GUISEPPE GARIBALDI played a role (1842-1846). In 1864, Brazil invaded to press for the payment of damages inflicted on Brazilian citizens; Uruguayan General VENANCIO FLORES (Col.) toppled President ATANAZIO CRUZ AGUIRRE (Blanco). When Paraguay, under Dictator Francisco Solano Lopez, intervened on the side of the Blancos, the TRIPARTITE WAR between Paraguay on one side and Argentina, Brazil and Uruguay on the other broke out (1865-1870).
Early in the 19th century the remaining Indio population was decimated and the interior opened for cattle ranching, Uruguay being GAUCHO country. Slavery was abolished in 1830/1843. In 1847 Montevideo became seat of two auxiliary bishops, preparing the country for ecclesiastical separation from Buenos Aires. In 1849, the UNIVERSITY OF MONTEVIDEO was founded. Swiss immigrants established a Swiss colony in 1869, which was to have a lasting impact, as Uruguay was to be nicknamed LITTLE SWITZERLAND.
In 1855, 1858 and again in 1868 US troops (in 1855 also European troops) landed to protect American (European) interests in times of political instability.

In 1919 a new constitution was passed; political stability was to continue for over a decade. Continuing the policy of two-time president JOSE BATLLE (-1915), Uruguay succeeded in reducing foreign debt, Uruguayan banks being able to extend most credits within the country. As a consequence, the international crises of 1923 was felt to a smaller extent in Uruguay than elsewhere. Uruguay established a welfare system; the country has been referred to as 'Latin America's only Welfare State' . The economic policy included nationalization of some sectors and protectionism, by raising import tariffs.
Uruguay gained world attention by winning the soccer contest in the Olympic Games of 1924, 1928 and the first soccer world cup in 1930.
The Great Depression of 1929ff had an impact on Uruguay, as the nation's exports dropped. In 1933, GABRIEL TERRA staged a coup d'etat. Under his dictatorial rule, labour legislation, the welfare system were extended, the policy of nationalization of industrial sectors continued.
Uruguay, a founding member of the League of Nations in 1920, joined World War II in 1945 by declaring war on Germany. As in World War I, Uruguay did not dispatch combat troops.

CREATION AND EVOLUTION By Law of February 24th, 1911, the Military Pension Fund was founded, thus establishing the Military Social Security system from an institutional point of view. By Law of November 12th, 1942, the Military Pension Fund becomes a legal entity and on October 13th, 1956 the Constitution and Legislation Commission of the Senators' Chamber unanimously concluded that it should have administrative autonomy. By Law of November 30th, 1960, the Military Pension Fund changes its name to "Military Retirement and Pension Fund." By Law of February 21st, 1974 and Law of April 30th, 1974, the Military Retirement and Pension Fund, up to then a State legal entity with its own patrimony and administrative autonomy, becomes the "Military Retirement and Pensions Service", directly dependent on the Ministry of National Defence. (Article 145 of the last of the above mentioned laws stipulates that: "Include in Section 3 - Ministry of National Defence - Section 31 - "Military Retirement and Pension Fund" as a sub-division of the above mentioned section which will be called "Military Retirement and Pensions Service." This enactment does not modify neither the legal status of the passivities under its charge nor the patrimony affected to them.")

Uruguay Introduction Uruguay Background: A violent Marxist urban guerrilla movement, the Tupamaros, launched in the late 1960s, led Uruguay's president to agree to military control of his administration in 1973. By the end of the year the rebels had been crushed, but the military continued to expand its hold throughout the government. Civilian rule was not restored until 1985. The Eastern Republic of Uruguay Spanish República Oriental del Uruguay ) is a small country located in southern South America . It is bordered by Brazil to the north, the Uruguay River to the west, the estuary of the Río de la Plata (literally "Silver River", but commonly known in English as "River Plate") to the southwest, with Argentina on the other bank of both, and finally the South Atlantic Ocean to the southeast. In this volume, Alexander sketches the history of organized labor in the countries of Uruguay and Paraguay. He covers such topics as the role of organized labor in the economics and politics of these two countries and their relations with the international labor movement. It is based on extensive personal contacts of the author with the labor movements over almost half a century. It may seem unusual at first to have both of these countries in one volume because there does not exist anywhere else in Latin America such historical political disparity between neighboring countries as that between Uruguay and Paraguay. Suggestions, amendments warmly welcome: László Zentai - editor Orienteering was practised in our Country by Military, whom used to do for military purposes.
The Military did championship almost every year, with military maps.
In 1992, 4 Officers and 3 Non- commissioned Officers went to the 25th C.I.S.M. World Orienteering Championship, in Brasil.
In 1993, the world wide Orienteering Promotion offers to Uruguay support to develop the sport in our Country.
In December 02- 06, 1996, we had a Clinic about Maps and Orienteering routes.
It was brought by Major Sergio Brito, from Brazil, who did the map “Barra del Manga” for orienteering purpose.
In December 8, 1996, came to Uruguay, sent by the World Wide Orienteering Promotion, Sivert Axelsson and Ulf Ericson, and they did the “Fortin de Santa Rosa” map.
In January 3, 1997, we had the first Orienteering competition with that map, with the participation of runners from Sweden, Norway, Finland, Spain, Germany, Argentina and Uruguay. The first day of March, 1997, born the “Asociación Uruguaya de Orientación”, with the purpose of develops the Orienteering in Uruguay.
