International acclaim has greeted artists such as Pedro Figari, a painter of bucolic scenes, and José Enrique Rodó, arguably the nation's greatest writer. Most of the country's musical and dance traditions are: folk songs, tango, milonga, candombe, and waltz. Soccer is a national obsession (Olympic Champion in 1924 and 1928, and World Champion in 1930 and 1950). Literacy rate: 97 percent (highest in Latin America). System of universal, free, and secular education require a total of twelve years, considering school and high-school attendance. The University attendance is free. An estimated 75 percent of secondary school-age children are enrolled in secondary school (also highest rate in Latin America). Despite inadequate teaching resources, quality of education is generally high. Uruguayans who profess a religion are almost exclusively Roman Catholic, but the Church and State are officially separate. Other religions have made small inroads: There is a small Jewish community in Montevideo, and several evangelical Protestant groups. Uruguayans are voracious meat eaters and the "parrillada" (beef platter) is a national standard. Another standard is "chivito", a tasty and substantial steak sandwich with all the trimmings. Typical snacks include "olímpicos" (club sandwiches) and "húngaras" (spicy sausage wrapped in a hot dog roll). Mate (herb tea) is quaffed in enormous quantities. "Clericó" (a mixture of white wine and fruit juice), and "medio y medio" (part sparkling wine and part white wine), are popular.

Indeed, in the creation of a welfare state, it was far ahead of Switzerland during the first half of the 20th century. Starting in the 1950s, Uruguay's economy began to stagnate, and the oncevaunted welfare state became increasingly poor. Commentators talked of the "Latin Americanization" of Uruguay as it descended from the ranks of the developed nations to the level of the Third World. Political and social unrest eventually culminated in the military coup of 1973; by then the case for seeing Uruguay as very different from the rest of Latin America was largely undermined. In sum, Uruguayan society in 1990 presented a contradictory picture of advanced social indicators and declining economic status. In many ways, it remained unlike other Latin American and Third World countries.
