Urban Sprawl
What is Urban Sprawl?
Urban Sprawl is low density, automobile dependent development beyond the edge of service and employment areas. It is ubiquitous and its effects are impacting the quality of life in every region of America, in our large cities and small towns. Urban sprawl can be measured using the U-Index (Human Use Index). The U-Index is a measure of the total watershed area that is covered by either urban or agricultural lands. Based upon the information provided by the U-Index, the greatest areas of urbanization in the Mid-Atlantic region occur in the Chesapeake Bay area. Why should we be concerned?
Since the end of World War II, the American Dream has been defined as a house in the suburbs and two cars in the driveway. Sparked by a series of federal and state government policies, including home buying subsidies provided by the GI Bill, massive road building projects and community planning designed around the car, Americans abandoned the cities for greener pastures in suburbia. It is clear that public spending can, and does, affect private decisions about where to live, where to work, and where to build.

GU ajome A lliance for R esponsible D evelopment (GUARD), a nonprofit, community-based organization. GUARD was formed to preserve and protect the character and quality of life in the Guajome region. The Guajome area is located in the northern part of San Diego County known as Bonsall, situated east of Oceanside and northeast of Vista. We provide the community a means to address land uses and environmental issues that impact the Guajome region. Our priorities are to minimize the adverse impact of development, maintain the area's rural environment, ensure traffic safety, and protect Guajome Lake.
GUARD's activities include:
  • Monitor area planning commission meetings to insure that new development projects properly address all environmental issues traffic, pollution, community aesthetics, habitat, and compatibility with surrounding area. Conduct monthly meetings to inform the community of proposed development projects and review the status of current projects.

Urban Sprawl in the Great Lakes Region Perhaps you've noticed your community is getting a little bigger. Road construction seems to be everywhere and traffic is more heavy than it used to be; new strip malls and "big box" stores are popping up; and land on the outskirts of your town is being cleared for new housing subdivisions. Your community could be experiencing urban sprawl, an issue that has affected cities and towns across the country as well as the Great Lakes region.
Urban sprawl can be generally defined as wide-spread, low-density development that consists primarily of strip commercial developments, such as malls and large office buildings, and housing subdivisions connected by new, wide roads and boulevards. The subdivisions are set apart from other development and built within a specific price range, and people are dependant on their cars to get them from one place to another. With sprawl, fewer people occupy more land and as the people spread out, so do the buildings, roads and houses. Urban sprawl is difficult to define but people usually know it when they see it. The following maps describe what an urban sprawl suburb might look like (left) compared to the land use plan of a town that avoids sprawl (right).

Sprawling land development is gobbling up the American countryside at an alarming rate around 365 acres per hour according to government figures. In most communities the amount of developed land is growing faster than the population. This pattern of growth forces us to be overly dependent on automobiles, increasing the pollution and damage they cause. It also destroys farmland and open spaces and pollutes more and more watersheds. At the same time it contributes to a range of serious social problems, particularly for urban populations left behind. In response to these trends, citizens, public interest groups and all levels of government have begun to develop smart-growth solutions to revitalize our cities, promote more compact and transit-oriented development, and conserve open space. A proposal was submitted to the County Planning Department to locate a factory in the middle of the West Cajon Valley, at Highway 138 and Hess Road. This proposal required changing the zone on an eight acre parcel, surrounded by approximately 2000 acres of Rural Living and many more thousands of acres of National Forest, from Rural Living to Community Industrial. The homeowners in the valley felt this was an immediate and indisputable threat to the rural lifestyle that they had moved here for. Many, many hours of time and thousands of dollars went into fighting this attack on our rural lifestyle. We are very appreciative and humbled by the outpouring of support that we received from our neighbors in the Tri-Community area of Phelan, Pinon Hills and Wrightwood. Fortunately, the applicant has now withdrawn the proposed General Plan Amendment. We applaud her for the concern for the valley that this action displays. However, this proposal served as a wake-up call for the West Cajon Valley homeowners. We were dismayed, given the County’s planning staff’s report and recommendation for denial, that this proposal was approved by the Planning Commission on a 3-2 vote. The proposal was ready to be heard by the Board of Supervisors in just a few days when it was withdrawn.

General Description
Sprawl is a pattern and pace of land development in which the rate of land consumed for urban purposes exceeds the rate of population growth and which results in an inefficient and consumptive use of land and its associated resources. Bear in mind that how sprawl is defined depends upon the perspective of who presents the definition.For example, disease analogies such as cancerous growth and virus have been used to describe sprawl. The Sierra Club describes suburban sprawl as irresponsible, often poorly-planned development that destroys green space, increases traffic and air pollution, crowds schools and drives up taxes. Tamer descriptions of sprawl include low-density urbanization and discontinuous development.Sprawl must be considered in a space-time context. It is not simply the increase of urban lands in a given area, but the rate of its increase relative to population growth.Sprawl occurs when the rate of land conversion and consumption for urban uses exceeds the rate of population growth for a given area over a specified period of time.The Chesapeake Bay and Mid-Atlantic From Space project uses impervious surfaces as an indicator of urbanization within this region. The growth of impervious lands between 1990 and 2000 is used to assess urban development and the spread of sprawl.

Planning rethink is needed, say researchers
Climate experts are urging the UK Government to consider the impact of urban sprawl on the weather. Cities are potentially as big an influence on local rainfall and temperatures as more general, large-scale changes in the climate, they say. Skyscrapers and closely packed houses are of particular concern, a panel of UK climatologists told the British Association's science festival in Leicester. Both designs of building could increase local rainfall by creating low-level turbulence in the air, said Professor Chris Collier of the University of Salford in Greater Manchester. Another issue is so-called "heat islands" created by hot air from factories, cars, and people crammed into cities. The centre of Manchester, for example, is warmer than surrounding rural areas by about 8 degrees Celsius.
