The Campaign Against Urban Sprawl: Declaring War on the American Dream

From the White House to Main Street, urban sprawl is the latest environmental crisis vexing America. The Clinton Administration and environmentalists warn that urban sprawl, or unregulated suburban development, undermines our quality of life. They argue that urban sprawl exacerbates traffic congestion, scars the landscape with ungainly strip malls and consumes the scenic open space that attracts people to the suburbs in the first place. Even more alarming, Vice President Albert Gore says, if steps aren't taken now to curb sprawl, urbanization will consume so much farmland that the United States may run out of enough agricultural land to feed itself in the 21st century and, for the first time in the nation's history, become a net importer of food. So serious is the threat allegedly posed by sprawl that the Administration has proposed a $10 billion program aimed at combating its pernicious effects by funding more mass transit programs, increasing the purchase of land for parks and open space and funding other projects ostensibly aimed at improving the quality of suburban living. But the threat posed by sprawl to rustic open spaces and farmland is grossly overstated by the Clinton Administration. While the Administration plays upon people's understandable but misguided fears about the destruction of open space, the record from the U.S. Department of Agriculture's Soil Conservation Service show that less than 5% of the United States is developed. Moreover, for several decades now, the amount of land that is dedicated to parks and other conservation uses has greatly exceeded the amount of land that has been urbanized.

Sprawl consumes large quantities of land, segregates houses from shops and workplaces, depends on cars, and has little regard for the natural environment. In some parts of
Canada sprawl is the largest driver of greenhouse gas emissions. Of course, most Canadians do not personally build the houses, streets, schools, parks or water lines that make cities possible. But we can set the rules for building sustainable cities and help make the plans that determine how we get to work, school and shopping.
The David Suzuki Foundation's report, Understanding Sprawl, and toolkit encourages communities to reshape urban areas. WASHINGTON (Reuters) Beset by enemies abroad, the U.S. military also faces an insidious threat to training and operations at home urban sprawl. Military bases throughout the country, many of which were once located in isolated areas, now find themselves enveloped by the inexorable spread of suburbs whose residents then complain about noise from planes or artillery, dust and danger of accidents. The Pentagon, the National Governors Association and many states are trying to address the issue with a mix of voluntary guidelines and laws designed to protect the ability of the military to carry out its missions. "All services in the military are experiencing this problem and are trying to work with local communities. Some are more cooperative than others," said one Pentagon official who deals with the issue. "Military installations are major economic engines and development has been crowding closer and closer and closer, sometimes to the point that either the mission has to cease or the base has to close. This is what uncontrolled urban sprawl is doing to us throughout the country," the official said.

How sprawl affects you
Canadians must really like each other. Although we live in one of the world’s largest countries with an endless horizon of space, we choose to live right next to each other in our cities. Over 80% of us now live in urban areas. As our cities grow bigger, urban sprawl is beginning to affect our quality of life. The most obvious problem is that sprawl leads to a car-dependent culture—and driving is stressful for drivers and for nature. But sprawl isn’t inevitable. It is often the result of poor planning and short-sightedness. Sprawl affects us in surprising ways—like draining our precious free time and expanding our waistlines. A commuter who drives just one hour each day spends the equivalent of nine working weeks a year in a car. Researchers have found that people living in sprawling suburbs spend less time walking and weigh up to six pounds more than those living in pedestrian-friendly neighborhoods. This newsletter is all about urban sprawl—what it is, how it affects you, and what you can do about it.

Over the past few months, the Clinton administration has proposed a series of initiatives and bond measures to curb urban sprawl and preserve open space and farmland. These measures, which include the $9.5 billion Better America Bonds program to curb urban sprawl and the $1 billion Lands Legacy Initiative to preserve places of natural beauty, have been applauded by those campaigning against sprawl across America. Nevertheless, the National Center for Policy Analysis, a conservative think tank based in Dallas, Texas, has released a report that refutes the argument that urban development is causing the disappearance of open spaces and damage to the environment. According to the report, "The Truth About Urban Sprawl," suburbanization does not threaten the quality of life for most people and land development can be managed more effectively through real-estate markets than comprehensive land-use planning.

(IDG) Many of the nation's cities are enjoying the fruits of the best economy in decades, with the indicators of civic health-tax receipts, economic investment levels and employment rates-all pointing up. Yet the good times have brought some negatives: an insatiable appetite on the part of consumers and developers for more space, choking transportation systems and service infrastructures. In short, urban sprawl. These problems, which come with fairly toxic environmental side effects, have become so severe that the nation's mayors consider the containment of urban sprawl a top priority. The National League of Cities reported recently that nearly half of the 393 mayors surveyed believed development in their communities was poorly planned or "sprawling." To sort through such problems, communities are rallying around "smart growth" policies that attempt to balance community life and economic development. Increasingly, those plans involve information technologies including geographic information systems (GIS), graphic modeling software and land-use systems that use population and demographic databases to project growth scenarios.

of this Page Department of Urban and Environmental Policy and Planning I ssues of environmental justice affect a wide and disparate range of constituencies and communities. Nevertheless, the common themes of environmental degradation and community exclusion characterize many of the problems that minorities and communities of color face in their daily lives. The phenomena of urban and suburban "sprawl" provide important examples of the multiple problems faced by communities of color in coping with the environmental degradation around them. As part of its focus upon land use planning and urban policy, the Department of Urban and Environmental Policy will offer a Summer Term course in 2001 on "Urban Sprawl and Environmental Justice." T he course is designed for both undergraduates and graduate students who seek an introduction to the social dimensions of urban planning and policy issues. In addition, mid-career students with practical experience of urban planning problems will find that the course provides an excellent opportunity to pursue focused research on specific case study material. U rban sprawl is a well established phenomena in America. As one group of analysts has characterized it:
