The Defence Mission summarises the purpose of the Armed Forces as being to defend the UK, Overseas Territories, our people and interests, and act as a force for good by strengthening international peace and security. To achieve this, we must generate modern, battle-winning forces and other defence capabilities to help: prevent conflicts and build stability; resolve crises and respond to emergencies; protect and further UK interests; and meet our commitments and responsibilities. In part, success depends on our ability to recruit and retain the best people for the job and train, motivate and equip them properly. The Defence Mission statement flowed from the results of the Strategic Defence Review (SDR) which the Government initiated in May 1997 to consider the pillars upon which the fundamentals of future defence policy should be based. The findings, published in July 1998, provided a blueprint for Modern Forces for the Modern World; that blueprint is summarised in the Defence Mission statement. At the heart of SDR was the recognition that, although the strategic threat posed by the former-Warsaw Pact has disappeared, we are increasingly likely to face new and often unexpected operational challenges from other quarters. Risks to international stability come not only from traditional threats, like the expansionist ideals of individual states and ethnic and religious conflict, but also from newer ones, like population and environmental pressures, demand for scarce resources, and drugs, terrorism and crime.

Responsibility Sharing Report July 2003 The Responsibility Sharing Report presents the Department of Defense's annual assessment of the relative contributions toward the common defense and mutual security by our NATO allies, our Pacific allies (Australia, Japan and the Republic of Korea), and the Gulf Cooperation Council (GCC) nations. The cornerstone of effective alliance relationships is the fair and equitable sharing of the full range of mutual security responsibilities, and the appropriate balancing of costs and benefits. Assessments in this Report cover responsibility sharing contributions across a broad range of categories, including defense spending, NATO defense modernization spending, combat forces (ground, naval, and air), military mobility/logistic forces, multinational peace operations, cost sharing, and foreign assistance. National contributions are generally assessed relative to ability to contribute by measuring each nation's share of total allied contributions relative to its corresponding share of total allied Gross Domestic Product (GDP) or labor force. A nation is considered to be doing its fair share in a particular category if its share of total contributions is in balance with its share of total GDP or labor force.

There was no immediate word on casualties, but the RAF plane's wreckage was scattered over a large area, according to reports. The C-130 Hercules, en route from Baghdad to the city of Balad, crashed about 40 kilometres (25 miles) north west of Baghdad, say US officials.

The C1 Andover is a military variant of the civil transport aircraft. The Civiliann HS748 was built to replace the venerable DC-3 and also as a direct competitor to the dutch Fokker F-27. The HS748 first flew in June 1960.
In the early 1960's the RAF put out an RFP for a medium tactical transport aircraft. Hawker Siddeley responded to the RFP by offering a redesigned version of the HS748. The C1 retained the same forward fuselage structure and wings of the HS748, but the rear fuselage was redesigned to incorporate clamshell doorsand a loading ramp to facilitate fast off-laod and on-load capability in combat. The main undercarriage also has a 'kneeling' feature to lower the rear of the aircraft for freight operation. The military version was first flown in 1963. This aircraft has STOL (short take-off and landing) performance and is capable of operating from 500m (1640ft) semi-prepared airstrips.

    From earliest times the Romans displayed remarkable skill at building and engineering. They constructed bridges across the river Tiber, aqueducts to supply Rome with water, and sewers to drain the Forum and keep the city healthy. As they expanded their power across Italy, the Romans linked the capital with other communities they had conquered by a network of roads so well designed that many still lie beneath the motorways of modern Italy. (see Via Appia After the neglect of the provinces during the civil wars, Augustus was determined to improve the infrastructure to promote economic growth. During the first two centuries AD, war was relatively infrequent, and Augustus and his successors kept their troops busy with military construction. A great network of roads, bridges, and canals opened the interior of Gaul to Roman commerce and cultural influence. Rome's military engineers were skilled surveyors who designed numerous vast projects in the provinces that the troops helped to build: fortified camps, frontier walls, roads, canals, bridges, arches, baths, and temples. These projects and other legionary expenditures helped the provincial economies by providing work for local merchants, craftspeople, farmers, and the usual range of camp followers.
