    Executive Summary
    Around the world, governments are turning to private-sector alternatives for airport management and development. This has resulted in a significant industry trend toward enterprise partnerships between public owners of airports and private management firms. This enterprise approach to airport management and operations offers several benefits to airports:
    • Increased operating efficiencies, increased airport revenues and improved airport amenities Potential new revenue streams for local, state and international governments Reduced risks to airport-related project development
    These benefits also accrue to taxpayers, airport users, operators
    and providers. This white paper summarizes the basic elements of this enterprise movement. It defines airport privatization and describes what privatization is taking place and where it is occurring. It discusses the process of privatization and explores the benefits, risks and implications of recent privatization experiences. It pays special attention to the incentives and roadblocks to U.S. privatization. Finally, it examines what these airport privatization efforts mean in practical terms for airport managements, governments, industry users and providers, and other stakeholders.

    Military Sealift Command Ships of the Line By Salvatore R. Mercogliano In 1973, with the withdrawal of American forces from Vietnam , the last two troop transports - the third arm of the early military sealift triad, the other two being freighters and tankers - were removed from active service, ending the regularly scheduled operations of these ships. This event marked the true transition point from Military Sea Transportation Service to the modern Military Sealift Command. The initial fleet of troopers consisted of a mixture of several different classes but three primary ones emerged: the C-4 General-class, and the larger and more prestigious, hence better paying, P-2 Admiral and General-classes. C-4 Troopships The C-4s had a long and varied service with MSTS. Initially conceived as a vehicle carrier, similar to the successful Seatrain type vessels, the urgent need to deploy troops overseas and concerns over losses to the ships due to lack of adequate watertight protection, led to their conversion into troop transports. At 532 feet in length, and 12,420 gross tons, they were some of the largest vessels built by the Maritime Commission during the Second World War. They could accommodate 228 officers, 3,595 men, and 6,840 tons of cargo, with a cruising speed of 17 knots. Unlike Navy Attack Transports, troopers lacked the watercraft necessary to transfer their charges ashore and were intended for use in point-to-point operations.

    Iraq Coalition Troops
    Non-US Forces in Iraq - 16 August 2005
    The size and capabilities of the Coalition forces involved in operations in Iraq has been a subject of much debate, confusion, and at times exageration. As of July 1, 2005, there were 26 non-U.S. military forces participating in the coalition and contributing to the ongoing stability operations throughout Iraq. These countries were: Albania, Armenia, Australia, Azerbaijan, Bosnia and Herzegovina, Bulgaria, Czech Republic, Denmark, El Salvador, Estonia, Georgia, Italy, Japan, Kazakhstan, South Korea, Latvia, Lithuania, Macedonia, Mongolia, Netherlands , Norway, Poland, Romania, Slovakia, United Kingdom, and Ukraine. Countries taking part in the training of Iraqi Security Forces as part of the NATO Training Mission are not being counted as part of the Coalition The Kingdom of Tonga's contingent of 40+ troops returned home on December 17, 2004. Hungary completely pulled its troops out of Iraq by December 22, 2004. Portugal withdrew its contingent of policemen after having been in Iraq for 15 months in February 2005. Moldova withdrew its contingent of 12 in February 2005. Fiji initially deployed 150 troops to Iraq, and later an additioanl 90, but they are there under UN banner (UNAMI) and are therefore not be counted in the coalition. Singapore deployed a ship to the Persian Gulf on Nov. 27, which returned home in March 2005 but since the country does not actually contribute troops on the ground in Iraq, it was not included in the coalition count. Armenia deployed 46 troops to Iraq in mid-January 2005. A new arrival to the list is Bosnia and Herzegovina which deployed an EOD platoon to Iraq in June 2005.
