Government: Federation of seven amirates, as defined in 1971 provisional constitution. Powers divided between federal and amirate governments. Head of state is UAE president, Shaykh Zayid ibn Sultan Al Nuhayyan, chosen by Supreme Council of the Union composed of rulers of seven amirates. Federal National Council has consultative function. Politics: No political parties. Amirs and their families, particularly those of Abu Dhabi and Dubayy, most important political actors; technocrats and commercial interests play lesser role. Foreign Relations: Member of United Nations, League of Arab States, Organization of the Islamic Conference, Gulf Cooperation Council, Organization of the Petroleum Exporting Countries, and Organization of Arab Petroleum Exporting Countries. GOVERNMENT
Administratively, the UAE is a loose federation of seven emirates, each with its own ruler. The pace at which local government in each emirate evolves from traditional to modern is set primarily by the ruler. Under the provisional constitution of 1971, each emirate reserves considerable powers, including control over mineral rights (notably oil) and revenues. In this milieu, federal powers have developed slowly. The constitution established the positions of President (Chief of State) and Vice President, each serving 5-year terms; a Council of Ministers , led by a Prime Minister (head of government); a supreme council of rulers; and a 40-member National Assembly, a consultative body whose members are appointed by the emirate rulers.

Background The state was created in 1971, a federation between seven emirates, formerly known as the Trucial States, which, for the previous one hundred and fifty years, had been in treaty relations with the British. The name itself was derived from a Perpetual Treaty of Maritime Truce, signed by the Rulers and the British in the 1850s, which was designed to guarantee peace at sea, particularly during the pearling season. Apart from a similar series of agreements with neighbouring Gulf states, the agreements between the Emirates and the British were unique, with no immediate parallels anywhere else in the world. Evolving during the course of the nineteenth century, the agreements involved the rulers of the Emirates permitting Britian to undertake responsibility for their foreign affairs and external defence while, in turn, the British undertook not to intervene in the internal affairs of the Emirates or in land-based relations between them.

In 1971, six of these states - Abu Dhabi, 'Ajman, Al Fujayrah, Ash Shariqah, Dubayy, and Umm al Qaywayn - merged to form the UAE. They were joined in 1972 by Ra's al Khaymah. History: This group of small sheikhdoms on the coastline of the Persian Gulf was a backwater of the Islamic civilisation that prospered in the Middle East from the seventh century onwards. The sheikdoms then came under loose Ottoman control until the arrival of European colonists in the 1820s. After attacks on British-owned shipping by pirates operating in the Gulf region, they were brought under British suzerainty. The local Arab rulers signed a treaty with the British in 1853, under which they accepted British military protection and, in turn, promised to refrain from piracy. The sheikhdoms – which became known as the Trucial States – carried on largely unmolested and ignored until the 1950s when the British started to relinquish control as part of its post-imperial retrenchment. The British plan for the Trucial States was to weld its seven distinct regimes into a single administrative bloc. The discovery of oil, which gave the local economy a sudden and rapid boost to the local economy, helped to ease the process. The United Arab Emirates came into being as an independent state on 2 December 1971. Internal politics are prone to instability, because of the uncertain nature of the federation and boundary disputes. Sharjah, in particular, has been the subject of a couple of coup attempts. However, the ruling families in the two main emirates, Dubai (the al-Makhtoums) and Abu Dhabi (whose ruler, Sheikh Khalifa bin Sultan al-Nahayan, is the president of the UAE), have managed to stabilise the federation. The other four emirates are: Ajman, Fujairah, Ras al-Khaimah and Umm al-Qaiwain.

    The United Arab Emirates (UAE) is a federation of seven traditional emirates established in 1971. Six of these states, from west to east Abu Dhabi, Dubai, Sharjah, Ajman, Umm al-Qaiwain, and Ras al-Khaimah, share the southern coast of the Persian Gulf from Qatar to Oman’s Musandam Peninsula. The seventh, Fujairah, lies on the coast of the Gulf of Oman, separating the Musandam from the rest of Oman and itself divided from the other Emirates by the Hajar Mountains. Abu Dhabi is the only Emirate where nomadic Arabs were indigenous, and many remain today, their lives centered on the inland oases of al-Ain and Liwa. The UAE is the wealthiest of the countries in the region (Table 28), and in terms of the information technologies is the most well-developed. Although the basis of the country’s development was and continues to be oil wealth, the Emirates have become a major regional trading center and a hub for air and sea transport and telecommunications. Dubai’s location on one of the rare deep (i.e., navigable) creeks in the region helped it become a major shipping center, a position on which it has capitalized with the establishment of the Jebel ‘Ali Free Trade Zone. The UAE is also a major financial center, having actively courted and successfully acquired much of the business that left Beirut at the beginning of the Lebanese civil war in 1975.

The seven emirates are Abu Dhabi, Dubai, Sharjah, Ajman, Umm al-Qaiwain, Ras al-Khaimah, and Fujairah. Situated at the southern rim of the Arabian Gulf, the UAE's territory encompasses an extensive coastline, over 200 islands, and numerous offshore coral reefs.     Abu Dhabi is the largest emirate, controlling approximately 85 percent of the nation's total area, while Ajman is the smallest emirate and covers only 250 square kilometers. The emirate of Dubai is perhaps the most internationally recognized center of the UAE, as it regularly plays host to a number of major international sporting events and conferences.
    The UAE has grown to become a major international business center and is one of the most successful and stable nations in the Arab world. UAE nationals are among the wealthiest in the region, and the country is arguably the most liberal country among the Gulf states.
