Introduction [Top of Page] Background: The Trucial States of the Persian Gulf coast granted the UK control of their defense and foreign affairs in 19th century treaties. In 1971, six of these states - Abu Zaby, 'Ajman, Al Fujayrah, Ash Shariqah, Dubayy, and Umm al Qaywayn - merged to form the UAE. They were joined in 1972 by Ra's al Khaymah. The UAE's per capita GDP is not far below the GDPs of the leading West European nations. Its generosity with oil revenues and its moderate foreign policy stance have allowed it to play a vital role in the affairs of the region. ESTIMATED 2000 POPULATION: The United Arab Emirates is located on the southeastern end of the Arabian Peninsula and consists of seven emirates, which are Abu Dhabi, Ajman, Dubayy, Al Fujayrah, Ra's al Khaymah, Shariqah and Umm al Qaywayn. It is bound by the Persian Gulf to the north, Oman to the east, Saudi Arabia to the west and south as well as Qatar to the northwest. The country is an inhospitable desert while the Trucial coast is characterized by shallow seas, reefs, sandbars and islets. To the west the salt flats or Sabkha extend southward for 112 km (70 miles). The only mountainous area is in the Al Fujayrah emirate where the Hajar Mountains are the country's highest point. Major Cities (pop. est.); Dubayy 585,200, Abu Dhabi 363,400, al-Ayn 176,400 (1989). Land Use; pastures 2%, agricultural-cultivated 0.5%, desert and other 97.5% (1993). CLIMATE: The United Arab Emirates has an arid subtropical climate with humidity exceeding 85% on the coast. Rainfall is limited and erratic with an annual average precipitation ranging from 25 mm (1 inch) to 925 mm (5 inches) and droughts are also common. The wettest months are February and March while the prevailing winds include the cool Shamal from the northeast and the Khamsin from the south which produces sandstorms. Average temperature ranges in Sharjah are from 12 to 23 degrees Celsius (54 to 73 degrees Fahrenheit) in January to 28 to 38 degrees Celsius (82 to 102 degrees Fahrenheit) in August.

Australian travellers should be aware of the threat of terrorism globally and should read this travel advice in conjunction with the General Advice to Australian Travellers Australians in the United Arab Emirates are advised to exercise a high degree of caution. We continue to receive reports that terrorists are planning attacks against Western interests in the region, including in the United Arab Emirates. Possible terrorist targets include commercial and public areas frequented by foreigners such as - but not limited to - key transport installations including air and sea ports, premises and buildings associated with foreign companies and governments (including embassies and military sites), residential compounds, oil interests, hotels, clubs, restaurants, schools, places of worship, outdoor recreation events and tourist areas.     Administratively, the UAE is a loose federation of seven emirates, each with its own ruler. The pace at which local government in each emirate evolves from traditional to modern is set primarily by the ruler. Under the provisional constitution of 1971, each emirate reserves considerable powers, including control over mineral rights (notably oil) and revenues. In this milieu, federal powers have developed slowly. The constitution established the positions of president (chief of state) and vice president, each serving 5-year terms; a Council of Ministers (cabinet), led by a prime minister (head of government); a supreme council of rulers; and a 40-member National Assembly, a consultative body whose members are appointed by the emirate rulers.     The United Arab Emirates has a dual system of Shari'a and civil courts. The civil courts generally are part of the federal system and are answerable to the Federal Supreme Court, located in Abu Dhabi, which has the power of judicial review as well as original jurisdiction in disputes between emirates or between the Federal Government and individual emirates. The Emirates of Dubai and Ras Al-Khaimah have local courts, which have jurisdiction over matters within their territory that the Constitution or federal legislation does not specifically reserve to the federal system. Most judges are noncitizen Arabs, whose mandate is subject to periodic renewal by the Government; however, the number of citizens serving as public prosecutors and judges, particularly at the federal level, continued to grow.

    On July 18, 1971, rulers of six amirates from those known as the Trucial Coast states, ratified the provisional constitution of the UAE. A product of more than three years of discussion and debate among the rulers, the document was promulgated on December 2, 1971, on the UAE's independence. (Ras al Khaymah joined the union in February 1972.) Originally, the provisional constitution was to be replaced after five years with a permanent document, pending the resolution of issues standing in the way of full integration among the federation's amirates. These issues included individual amirates' contributions to the federal budget and defense integration. Reflecting a lack of progress in resolving these matters and a grudging preference for the status quo, however, the provisional constitution was extended for fiveyear periods in 1976, 1981, 1986, and 1991. The provisional constitution of the UAE provides for the separation of powers into executive, legislative, and judicial branches. Additionally, it separates legislative and executive powers into federal and amirate jurisdictions. Certain powers are expressly reserved for the central government, including foreign policy, defense, security, immigration, and communications. The individual amirates exercise residual powers. The separation of powers remained nominal in 1993. The Supreme Council of the Union (SCU), also seen as the Federal Supreme Council, functions as the highest federal authority in executive and legislative capacities. Narrowly, the executive branch consists of the SCU, the Council of Ministers (the cabinet), and the presidency. The SCU consists of the rulers of the seven amirates; it elects from among its members a chairman and a vice chairman, who serve for a term of five years. Article 150 of the provisional constitution defines the powers of the SCU as formulation of general policy; legislation on all matters of state; ratification of federal laws and decrees, including those relating to the annual budget and fiscal matters; ratification of international treaties and agreements; and assent to the appointment of the prime minister and Supreme Court of the Union judges.

    Internet Filtering in the United Arab Emirates in 2004-2005: A Country Study A country study by the OpenNet Initiative The United Arab Emirates (UAE) seeks to establish itself as an economic and technological leader in the Middle East, encourages Internet use for this reason, and yet blocks its citizens from accessing a substantial number of Web sites. The UAE government extensively blocks content that it considers objectionable for religious and cultural reasons, though not, apparently, material related to political dissent. The state's policy-makers have sought to resolve this tension by instituting an Internet filtering system based upon the SmartFilter commercial blocking service. Of the 8713 URLs that the OpenNet Initiative (ONI) tested in UAE, we found 1347 blocked (15.4%). Compared to most other countries in the world, UAE’s filtering is extensive. The news media, the sole Internet service provider (ISP), and Internet-based content providers in the UAE all face stringent legal controls on expression and access to information. The sole ISP, Etisalat, is owned by the state, which makes filtering a substantially easier proposition than if many private ISPs served the state’s citizens. These protective measures, carried out through filtering processes and other forms of enforcement, are geared toward protecting political, moral, and religious values of the UAE and have considerable popular support. According to one survey, more than half of UAE’s citizens agree that Internet censorship is an effective measure to protect family members from objectionable content.

    History This group of small sheikhdoms on the coastline of the Persian Gulf was a backwater of the Islamic civilisation that prospered in the Middle East from the seventh century onwards. The sheikdoms then came under loose Ottoman control until the arrival of European colonists in the 1820s. After attacks on British-owned shipping by pirates operating in the Gulf region, they were brought under British suzerainty. The local Arab rulers signed a treaty with the British in 1853, under which they accepted British military protection and, in turn, promised to refrain from piracy. The United Arab Emirates came into being as an independent state on 2 December 1971. Internal politics are prone to instability, because of the uncertain nature of the federation and boundary disputes. Sharjah, in particular, has been the subject of a couple of coup attempts. However, the ruling families in the two main emirates, Dubai (the al-Makhtoums) and Abu Dhabi (whose ruler, Sheikh Khalifa bin Sultan al-Nahayan, is the president of the UAE), have managed to stabilise the federation. The other four emirates are: Ajman, Fujairah, Ras al-Khaimah and Umm al-Qaiwain. In August 1990, in common with other members of the Gulf Co-operation Council, the United Arab Emirates gave its firm backing to the US-led anti-Iraqi coalition. After the war, the United Arab Emirates enhanced its national security by participating in various GCC defence initiatives, as well as signing bilateral agreements with both the UK and the USA. The United Arab Emirates is essentially pro-Western but American strategy in the region has caused some difficulties for the government: most of the population were strongly opposed to the American-led assault on Iraq in 2003 and the United Arab Emirates provided cautious political backing (plus a support airbase in Abu Dhabi) for the operation.

    Administratively, the UAE is a loose federation of seven emirates , each with its own ruler. The pace at which local government in each emirate evolves from traditional to modern is set primarily by the ruler. Under the provisional constitution of , each emirate reserves considerable powers, including control over mineral rights (notably oil) and revenues. In this milieu, federal powers have developed slowly. The constitution established the positions of president (chief of state) and vice president, each serving 5-year terms; a Council of Ministers (cabinet), led by a prime minister (head of government); a supreme council of rulers; and a 40-member National Assembly, a consultative body whose members are appointed by the emirate rulers. President Shaikh Zayyed bin Sultan Al Nahyyan has been president of the UAE since it was founded until his death on 2nd November 2004.
